Objective

A research and teaching opportunity in international affairs building upon my experience at the US State Department and in peace initiatives in government. In addition, I would hope to serve by leveraging my experience as a private sector engineering and security executive, military engineer and regional policy advisor and operator in the international Chemical Biological Radiological Nuclear and Explosive (CBRNe) Weapons of Mass Destruction (WMD) non-proliferation arenas.

Summary

With over thirty years of leadership experience as a global security lecturer, emergency response trainer, Army Officer, corporate manager and disaster response manager, I have had led all types of teams and divisions in academic programs as well as in the military and private sector in many difficult and challenging organizational behavior initiatives. In addition, I have developed significant financial management experience working for Fortune 100 companies and government entities for several years, including the Former Soviet Union and Eastern Europe at DOS.

Proven Fundamental Competencies

Leadership, Integrity/Honesty: You will find that my experience offers a broad-based background in executive management, strategic partnering, diplomacy, policy development, public speaking, and financial operating strategy development for federal entities as well as corporations in several industries. I have been successful at building a teams to manage US Government project work as well as a proven ability to “get things done” within our military community in an honest, fair and ethical manner.

Interpersonal Skills/Oral Communications: Major strengths include: team building, global leadership, creativity, diplomacy, administration, supervision, planning, organization, financial controls, negotiations and problem resolution. Expertise in: staff leadership, change agent, public relations strategy/ planning, and knowledge of labor law and negotiations. Currently serve as the Senior Strategy and Policy Advisor managing and implementing Xcel's cyber security and disruptive technology (renewable energy projects) as well as managing Xcel Energy's environmental policy and legislative relations initiatives. Lead Program Manager for major gas and renewable energy development projects and subject matter expert throughout Xcel and the broader contingency planning industry. Responsible for innovative financial opportunities resulting from technology advancements and cyber legislation as well as P/L improvement in Xcel's operating companies.

Lead emergency response director in Denver at WorleyParsons, an $8B+/yr, 40,000+-employee provider of engineering, procurement and construction management services. Managing and developing all program/project P/L for energy projects, staff activities, and cost/project controls, including mega program business development and strategic vision as well as direction for the firm’s energy market segments.

HNTB Companies, Inc. (2009-2012)

Chief International Officer, Contingency Operations Director

$1B, 4,500 person design engineering, planning and architectural firm. Chief International Officer responsible for the firm’s international contingency operations including staffing, budgets, profit/loss and marketing as well as project delivery and security.

CH2M Hill, Inc. (2005-09)

Vice President, International Operations Director

$7B, 25,000 person international engineering firm. Led all operations, project delivery, business development activities and positioning for major program clients. Additional responsibilities included establishing and managing the strategic vision and direction for the firm’s international market segments. This included Federal and non-Federal clients and potential clients in alignment with corporate and business group goals and objectives as well as functional and management oversight of international operations including profit and loss. Also served as a liaison between the firm’s eight theater-managing directors and theater corporate sponsors. Most recently led the successful deployment and management of the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction integrating contract in Central Asia and the Russian Federation.

Action Officer - OSD-Special Operations/Low Intensity Conflict (SO/LIC)

Assigned to the Office of the Assistant Secretary of Defense (OASD), Special Operations and Low Intensity Conflict (SO/LIC) as a Policy Advisor for WMD Consequence Management (CM), specifically bioterrorism response planning. Responsible for the development of strategic DOD program acquisition directives and CM policy for interagency CBRNE-WMD non-proliferation and preparedness programs domestically and abroad since 9/11.
