GEOINT Instructor (BAE), Job site: National Geospatial-Intelligence Agency, Fort Belvoir, VA, August 2017 – Present.

Provide instruction in the fundamental GEOINT training course provided to all new civilian GEOINT analysts. The training is a ten-day blended learning solution with classroom instruction, individual student activities/exercises, group projects/briefings, virtual lessons, and guest speakers. Training iterations have included forty students in a single classroom and then breakout sessions for all activities in separate computer labs.

Senior Operations/Intelligence Analyst (Pluribus), Job site: Intelligence Security Command (INSCOM, Fort Belvoir, VA), June 2017 – August 2017.

Taught five courses: Introduction to Open Source Intelligence (OSINT); Open Source 1 (OS1); Fundamentals of Social Media Research and Collection; Enhanced Open Source Intelligence Research Techniques; and Open Source Collection Acquisition Requirements Management Writing Course.

Introduction to Open Source Intelligence: Provided learners with an overview of the OSINT community, resources, security, and OPSEC guidance. Students learned the strengths and weaknesses of OSINT; uses of OSINT within the IC; OSINT activity security concerns and activity strategy; and OSINT Collection Management functions.

OS1: Provided learners who had limited or no OSINT experience with the foundational knowledge of the DIA, DoD and National Open Source Community and concepts specific to Open Source and discussed the missions, capabilities, and limitations of the OSINT community. Learners gained basic skills and were able to apply those skills to perform open source technology-based research in support of all-source information needs and requirements. Delivery included videos, tutorials, and intelligence collaboration resources.

Students upon completion of the course were able to define Open Source intelligence and information, understood legal and OPSEC guidelines for Open Source activity, Gray Literature, the Deep Web, and Geospatial Open Source; explain when Open Source should be used during the Intelligence Cycle, and the value/challenges of non-English open sources; identify sources and uses of Open Source intelligence; and describe differences between Open Source and other INTs.

Fundamentals of Social Media Activity and Collection: Provided learners foundational knowledge and skills in social media research and collection which allowed them to conduct open source activity on internet social media platforms successfully to answer intelligence requirements. Learners were able to differentiate social media landscapes; examine strengths and limitations of social media platforms; summarize the role of social media in support of all-source analysis; specify uses of social media within the IC; identify IC organizations for social media collaboration; create a social media activity strategy; and employ social media safe research tradecraft.

Enhanced Open Source Intelligence Research Techniques: Intermediate level course where learners applied skills gained from fundamental OSINT courses to develop strategies for addressing various intelligence requirements. Learners used best practices, methodologies, and technology to answer requirements and were able to demonstrate mastery of knowledge, processes and tools to leverage successful activity in response to requirements.

Open Source Collection Acquisition Requirements Management Writing Course: Focused learners on writing open source collection requirements while utilizing resources and collaborative methods to get information in response to requirements. Learners dissected examples of open source requirements and developed new requirements in accordance with the parameters outlined in the Open Source Writing Guide.

Professional Analyst Career Education (PACE) Facilitator (Booz, Allen, Hamilton), October 2013 – April 2015; Job site: DIA, Academy for Defense Intelligence. As in my previous project, continued to evaluate products drafted by Intelligence Community analysts to the Director of National Intelligence (DNI) analytic standards and provided substantive comments to the students for their consideration as to how to improve upon their product; served as the liaison/facilitator during the twenty-week PACE Program which included modules in cognition, communications, client focus engagement, analytic design, and analyst-collector nexus. Served as the liaison between government facilitators and students, assisted during module facilitation, observed classroom instruction and provided delivery recommendations to facilitators as needed; ensured consistency within and between modules; participated in After Action Reviews to improve course curriculum. Assisted in developing and providing facilitation support to the POLMIL and “Analyzing Policy, Strategy, and Doctrine” modules for the four-week POLMILCAP Specialty Course.

Fundamentals of Intelligence Analysis (FIA) Instructor (Booz, Allen, Hamilton), December 2008 - September 2013; Job site: DIA (Bolling Air Force Base). Taught critical thinking and structured techniques to new DIA intelligence employees in an immersive classroom environment. Students were required to draft two products which were then evaluated against the DNI analytic standards. The student was provided collegial feedback on each product as part of the learning curriculum and allowed to provide a second draft of the same product.

Senior Management Consultant (McNeil Technologies, Springfield, VA, November 20, 2006 - December 17, 2008); Job site: DIA (Pentagon) RAO-5, Iraq Intelligence (IZIC) Operations. As the Requirements Manager for Operations, received external tasks, forwarded them to the appropriate IZIC branches, monitored their progress, and returned completed tasks to requestors.

Intelligence Analyst for the Joint Improvised Explosive Device Defeat Organization (Wexford); (Arlington, VA, November 1, 2005 - November 17, 2006). Prepared briefings on issues as directed by the Intelligence Senior Executive Service (SES) and presented briefings either to the SES or to the agency which requested the briefing and/or product. Assisted in preparation of Read Books which were forwarded to the Director and to the SES. Coordinated and facilitated the weekly Intelligence Requirements brief to the Director which included liaison officers from NSA, NGA, JITF-CT, and DIA. All briefings and products aligned with JIEDDO’s or an Agency’s tradecraft best practices to ensure analytic standards were met. As an additional duty, assisted in the management of incoming requirements received by the Intelligence Division.

Personnel Security Manager for a battalion-sized unit comprised of over 440 soldiers

(101 Military Intelligence Battalion, 1st Infantry Division, Wurzburg, Germany, September 2002 – July 2005). Responsible for ensuring security clearances were within tolerance for over 440 personnel. Processed EPSQs and forwarded them to OPM for further handling. Inspected arms rooms of five companies to ensure they complied with regulations in addition to physical security compliance for each company. Experienced in the use of the EPSQ program and used the JPAS security program as the Security Officer. During Operation Iraqi Freedom 2 (February 2004 - February 2005), provided force protection briefs for all combat logistic patrols.

Senior Manager to the Combined Task Force (CTF) in Sarajevo (October 2001 to June 2002). Responsible for all administrative, logistical, analytical, and military issues pertaining to 19 Soldiers, Sailors, Airmen, Marines, and civilians assigned to the CTF intelligence analysis and collection cells for a sensitive Intelligence operation directed against targets of key importance to the Commander, Stabilization Forces (COMSFOR), the Supreme Allied Commander Europe (SACEUR), and the National Command Authority (NCA). CTF J2 (Senior Intelligence Officer) approved his input to the J2 Manning Document which was forwarded to the European Command (EUCOM) for implementation by military services. Planned and executed a short-notice relocation of over 30 personnel living on the local economy due to force protection issues. Coordinated schedules and accommodations for high-level visiting experts to allow maximization of their use of time to focus on their targeting efforts. Successfully trained managers in all-source Intelligence techniques to satisfy SACEUR-level requirements and ensured products and briefings aligned with SACEUR analytic standards. Instituted force protection and safety policies which resulted in zero injuries and no incidents in an imminent danger zone. Managed over 40 incoming and outgoing personnel with no degradation to the mission while performing at a high level for five straight months of seven-day work weeks without missing a single day.

Senior Manager for Alpha Company, 1st Infantry Division, Wurzburg, Germany (May 2001 - September 2001). Responsible for the health, welfare, and morale of 35 Soldiers. Responsible for the proper maintenance of all Company vehicles and weapons.

Senior Manager for the Analytical Control Element (ACE), 1st Infantry Division, Wurzburg, Germany (May 2000 - April 2001). Responsible for tasking, analysis, and synchronization for contingency planning and execution. Ensured that products and briefings were in alignment with ACE analytic tradecraft best practices. Responsible for the training, health, and welfare of 45 Soldiers. Supervised the maintenance of 21 tactical vehicles, four generators, and numerous tactical intelligence processing systems valued in excess of thirty-five million dollars.

Training Management Office (TMO) Middle Manager, U.S. Army Intelligence Center of Excellence, Fort Huachuca, AZ (July 1999 - April 2000). Supervised three Soldiers in the development, management, and oversight of training for an Initial Entry Training (IET) Battalion and evaluated training for content, currency, and complied with analytical standards. Managed quality controlled documentation to include Course Administration Data (CAD), Individual Training Plans (ITP), and Programs of Instruction (POI) for enlisted Intelligence courses, Warrant Officer Basic Course, and Military Intelligence Officer Basic Course and served as the Battalion point of contact for distance Learning and System Training Plan (STRAP) issues and support. Served as the acting TMO Branch Chief during the GS-12 incumbent's absence. Under my supervision, TMO was the only office within the Intelligence Center to meet 100% of its taskings.

Instructor for U.S. Army Intelligence Center of Excellence, Fort Huachuca, AZ (April 1998 - June 1999). Responsible for the instruction of the All-source Analysis System to the Officers Advance and Basic Courses, and taught over 450 officers ensuring they were capable of proficiently performing the duties of an Analysis Control Element Battle Captain, Analysis and Control Team Chief, and All-Source Chief. Responsible for After Action Reviews and course lesson plans. Created over 1,000 messages which dramatically improved training realism. Assisted in the training of over 50 officers on the Remote Work Station, motivating and mentoring two subordinate instructors to attain their Senior Instructor Badges. His advice was sought during a computer simulation exercise for Military Operations Other than War (MOOTW).

Instructor for U.S. Army Intelligence Center of Excellence, Fort Huachuca, AZ (July 1997 - March 1998). Instructed the Officer Basic and Advance Course and the Warrant Officer Basic and Advance Courses. Acted as an assistant instructor during INTELINK training, simulated exercises, and during the absence of other instructors. Received the highest instructor evaluation for the 2nd Quarter from the Battalion Senior Training Specialist.

Senior Analyst and First Sergeant to Central America Branch, Joint Intelligence Center, U.S. Southern Command (USSOUTHCOM), Panama (June 1994 – June 1997). Primary analyst for countries of Guatemala, Honduras, El Salvador, Nicaragua, and Belize; produced products and briefings which met SOUTHCOM’s analytic tradecraft best practices. Participated in the Federal Emergency Support Team (FEST) for hostage crisis in Peru (December 1996) and provided vital Intelligence on Peru which affected force protection decisions and ultimately resulted in the release of U.S. officials held hostage. Commended for providing critical and accurate analysis on history-making events which led to the end of Guatemala’s 36-year conflict.

Reserve Course Manager Developer/Writer for U.S. Army Intelligence Center of Excellence, Fort Huachuca, AZ (September 1991 - July 1993). Served as a manager for the Army Intelligence Reserve Component Imagery Analyst Course and the Advanced Non-Commissioned Officer Course. Additionally developed programs of instruction, graduation criteria, student guides, and course management plans. Over 93% of his training materials exceeded standards in the Training Doctrine (TRADOC) Command’s Regulation 350-3. Under his supervision, team members exceeded 90% of the standards specified in TRADOC Regulation 350-33.

Intelligence analyst for USSOUTHCOM (April 1990 - August 1991). Responsible for Intelligence analysis of narcotics-related activity throughout Central America (CENTAM) from Mexico to the Colombian border. Prepared analytical products for all areas of interest in the CENTAM area of responsibility, and trained junior enlisted personnel. Senior manager for Intelligence Preparation of the Battlefield.

Intelligence Training Junior Manager for Headquarters, I Corps, Fort Lewis, WA (June - 1988 - March 1990). Responsible for managing and coordinating the Individual Mobilization Augmentee (IMA) Intelligence training program for I Corps G2 (Intelligence). Coordinated Readiness Training (REDTRAIN) program for I Corps senior Intelligence officer and supervised Live Environment Training (LET) opportunities worldwide for I Corps active and reserve component units. Compiled and submitted monthly language statistical reports and served as Order of Battle analyst for the I Corps Intelligence Operations Division.

Intelligence Analyst for Headquarters I Corps (Dec 1987 - May 1988). Managed and coordinated REDTRAIN funds in excess of $50,000 for I Corps G2, supervised LET opportunities and specialized training worldwide with three subordinate divisions and an MI brigade. Compiled monthly language statistics from divisional units, coordinated operational requirements and taskings for the G2 with subordinate units, Corps G3 (Training), and non-Corps units. During deployments, functioned as the senior Order of Battle analyst for G2 Operations Division.
