PACE Consultants / Jacobs Engineering Group, Houston, Texas1990 to 2003

Senior Consultant, The PACE Consultants Inc. (1996 to 2003): Provided technical and business consulting to the energy industry in all areas of management and operations. Major accomplishments include:

Successfully conducted due diligence for acquisition of an overseas petrochemical complex ($3B+).

Provided technical support in corporate litigation (Patent ‘393) resulting in recovery of $1.4 bln in royalties. Appellate court judgment was upheld by SCOTUS.

Helped develop strategy by evaluating the Market value of a partial refining asset (sub-lease considerations).

Enabled balance sheet enhancement and subsequent IPO by the owners by refinancing an off-balance-sheet-financed partial refining asset.

Successfully convinced owner to retain ownership of a refinery by estimating the after-tax value of the asset.

Prepared an Offering Memorandum for successful divestiture of a refining facility on the Gulf Coast, working with a major Investment Banker.

Recommended reconfiguration strategy for an overseas refinery to optimize the crude slate, and to meet future clean fuels specifications, recommended an optimal strategy – planned changes are in progress.

Identified serious issues with plans for a proposed lube oil re-refining facility for project financing - the lenders withdrew support due to identified escalation of capital costs.

Made recommendations regarding current and future attractiveness of several refineries using LP modeling, considering current and future fuels specifications and anticipated capital expenditures, for potential acquisition, including an integration of the buyer’s upstream assets with the target refineries.

Advised a major oil sands operator to diverge from marketing only bottomless synthetic crude oil, based on an assessment of the quality-volume-price envelopes of synthetic crude oil in the Northern Tier refineries (using LP modeling) for crude oil marketing by the producers. This led to several grades of partially upgraded crude oil being marketed with remarkable success (OSG, OSD, OSJ…).

Predicted gasoline production shortfall resulting from CM Phase 2 implementation based on an assessment ofthe impact of Reformulated Gasoline Complex Model 2 regulations and Tier 2 fuels specifications for specific refineries, as well as industry-wide evaluations (using LP modeling) to identify CAPEX and OPEX.

Assessed significant synergies and shortfalls of a merger of the Gulf Coast assets of two refining entities (LP modeling). Identified the need to add a coking unit for significant improvement in P/L of the two companies.

Process Engineering Manager, Jacobs Engg. Group (1990-1996), Senior Process Engineer: Led, managed, and oversaw process design of large, complex refining projects. Major accomplishments include:
