Recruited to reorganize a CDFI’s (Community Development Financial Institutions- a 501(c) organization) Lending/ Credit operations in NYC, Louisiana, and Alabama Regional Markets. Organization was subject to significant Grant Funding cutbacks due to public policy changes in Grant Funding Programs promulgated from Washington.

• Performed quarterly Analyses and Board Reports for Allowance/ Loss Reserves and Loan Portfolio Performance tracking.

• Reviewed and approved new credit underwritings and modified and restructured existing loans to favorable repayment terms.

• Automated Credit Scoring Platform for business C&I lending (Mirador) and integrated the closing process with automated legal documentation (Laser Pro).

Recruited to develop portfolio management and enhanced credit procedures for a nationalized community bank with a Korean Holding Company parent under a regulatory “Formal Agreement” enforcement order with the OCC since 2010. Bank was subject to a mandatory workforce reduction by its Federal Regulator in anticipation of consolidation.

• Audit oversight for internal Portfolio Credit Risk analyses.

Carver Federal Savings Bank (Community Banking) 2013 –2015

Chief Credit Officer (Commercial Real Estate/Commercial & Industrial)

Implemented credit procedures for a NYC Savings Bank with assets of 3/4 billion. Functions were full spectrum from ALLL/Concentration/Peer Group/Loans-to-One Borrower/Impairment Analyses, and Credit Underwriting & Approval.

• Performed quarterly Analyses and Board Reports for Allowance and Loss Reserves, Loan Concentration Limits for both asset class and geography compliance, reviewed and approved new and existing credit underwritings, and performed Bank’s DFAST Portfolio Stress Testing (top-down methodology). Worked with the Institution’s Regulator (Office of The Comptroller of the Currency-OCC) to update Credit Policies, Procedures, and Credit Risk Analyses. Office of The Comptroller of the Currency (OCC) and Federal Reserve Board (FRB) issued “non-object” to position appointment. Bank’s C&D Order terminated with operations returned to normalized regulatory status.

Brooklyn Federal Savings Bank (Community Banking) 2010 –2013*

Senior Executive Portfolio Credit Restructuring/Workout Officer (Commercial Real Estate)

Restructured a $208 million loan portfolio with syndicates for a regional Savings Bank with assets of 1/2 billion. Strategies included note sales, DIL, foreclosure, PG deficiency recovery, and REO disposition management plans.

• Performed global portfolio file review and impairment analyses on criticized loan portfolio and restructured underperforming assets to acceptable repayment terms. Assisted in the development of Business Plan capital rebuilding structure.

• Effectuated merger w/o FDIC Loss Share Agreement. Office of Thrift Supervision (OTS)/Office of The Comptroller of the Currency (OCC) issued “non-object” to position appointment. Bank was successfully merged with no cost to the FDIC Insurance Fund.
