OVERVIEW
Over 25 years of experience translating science and engineering concepts into layperson-friendly narratives both for public affairs office outreach efforts and for proposal writing. Dr. Feeney is a quick study and can assimilate large amounts of technical information quickly in a style he calls, “You talk, I write.” This means interviewing subject matter experts then converting their technical jargon into lucid, concise prose targeted to a specific audience. Because of this skill, customers rely on him to write their most important reports, such as Reports to Congress and to their chain of command. He has also been tapped to write proposals at every company he has ever worked, despite being onsite dedicated to a government customer in many instances.
WORK HISTORY
5/14 – Present: Senior Communications Specialist, IEM, Inc.
Writes feature and news stories highlighting Edgewood Chemical Biological Center's (ECBC) technological advances protecting warfighters and the nation from potential chemical and biological threats. He writes speeches for senior leadership. He also writes the annual report and technical reports directed at external stakeholders and Congress. He has worked closely with senior leadership in the creation of its overall strategic plan and its strategic communications plan. Finally, he has served as lead writer for the technical approach book on several major proposals.
10/12 – 5/14: Senior Editor, Science Applications International Corp.
Performed news and feature story writing, and performed quarterly media monitoring and metrics evaluation for the Strategic Communications Directorate of the U.S. Army Comprehensive Soldier and Family Fitness Program. It is a high visibility program with the mission of optimizing the psychological and physical fitness of Soldiers, their family members and Army civilian employees. Dr. Feeney developed the program’s metrics and created a media monitoring method customized to the program’s unique needs. Dr. Feeney also planned and executed many communications campaigns including the launch of the program’s online social media self-development platform and it’s initiative to bring psychological fitness training to teenage Army family members through schools and installation youth programs.
03/07 – 10/12: Senior Communications Specialist, Science Applications International Corp.
Designed, developed and maintained a media monitoring capability for U.S. Army Chemical Material Agency’s (CMA) Public Affairs Office (PAO) and provided formal reports on a monthly and quarterly basis. Developed CMA PAO’s Department of Defense mandated “Balanced Scorecard” performance metrics system and developed methods of generating quantitative performance data which PAO used in its monthly dashboard report to Army leadership. Designed and developed a traditional and social media monitoring report that tracked mentions of CMA in the news media and on the five leading social networking sites.
Developed and annually updated CMA PAO’s Strategic Communications Plan through a collaborative process that included contractor colleagues and the government customer. Developed, executed and evaluated information campaigns and conducted focus group research at headquarters and the chemical stockpile sites. Also, served as lead writer and book boss for the technical approach book on several major proposals
04/04 – 03/07: Public Outreach Manager, subcontractor (Horne International) to
Bechtel.
Performed all public outreach activities for the Aberdeen Chemical Agent Destruction Facility (ABCDF) systems contractor in close coordination with the CMA public outreach team. Work included writing press releases, responding to Freedom of Information Act requests, developing and organizing public presentations, writing and editing newsletters, and developing initiatives such as the employee in-reach and “Eye-On-Safety” programs. He also planned and executed milestone celebrations and facility tours for elected officials. Also responsible for developing communication strategies for long and short-term public issues related to the facility.
08/00 – 04/04: Public Outreach Specialist, Horne Engineering Services.
Edited the Army Chesapeake Bay Program’s monthly newsletter. Determined the content of each issue, wrote a majority of the stories and edited articles submitted by others. Managed its transition to an inter-service publication. Contributed articles on Army environmental success stories to a wide variety of U.S. Army and commercial publications. This work included obtaining and conducting interviews with newsmakers. Also, served as lead writer on numerous major proposals.
09/98 – Present: Adjunct Professor, Towson University.
Teach undergraduate journalism and communication theory; one class each semester.
