Innovation / Process Improvement

Created positive relationships with Refinery and Chemical Plant field personnel to optimize procurement and supply chain management.

Met with project planners, engineers, and unit superintendents to explain the benefits of centralization of procurement processes and strategies for both BP Corporate and the individual operating unit. Participated in planning meetings and offered insight into the lead times and procurement of equipment, services, and materials for refinery operating units. Result: Reduced field generated procurement activities. Facilitated implementation of centralized procurement which provided BP with better pricing, market leveraging, and millions of dollars in cost savings.

Spearheaded the replacement of a compressed Freon cooling system with a cost effective propane system to maximize operations reliability and profitability. Formulated the idea of using propane which was easily recovered in the system to replace an expensive and environmentally hazardous Freon system. Teams of engineers and cryogenic process specialist confirmed the feasibility of the propane system. Result: BP saves $120K in Freon costs and eliminated environmental fines by the EPA that totaled $200K for the loss of Freon over the previous 4 years.

Created web based contractor evaluation system. Created online templates including key performance indicators, job safety performance, terms and conditions compliance, cost overages, timeliness, and housekeeping performance. Also included a contractor comments template to get contractors views and comments on jobs. Result: Able to eliminate contractors who are not meeting performance levels required by BP. Information is also utilized in negotiations of new contracts with current service providers.

Procurement and Purchasing Management / Cost Reduction

Manage procurement process for $350 million automation control system project. Sourced consultant firms, materials, training, software, labor, equipment, and components procurement in the replacement and updating of all process auto control systems throughout the refinery and chemical plant. Result: Maximized cost savings and efficiency on the project through the use of cost leveraging and procurement strategy.

Achieved significant savings in negotiation of a major maintenance contract

Researched the market, interviewed and screened seven major maintenance service providers. Solicited and reviewed bids from three service providers regarding safety, accountability, price, resource availability, qualifications of personnel, and condition of equipment. Solicited input from field personnel and engineers in evaluation of bidders’ qualifications and quality of work. Result: Negotiated a favorable contract including discounts for work performed after reaching an agreed upon benchmark spend goal. Achieved 35% savings over previous year by scheduling backed up work to meet spend goal early in the year.

Reduced the occurrences of sole sourcing for services and equipment.

Enforced procurement bidding policies and evaluated bids on the vendor’s ability to meet requirements and standards. Advocated and secured upper managements support for a sole source compliance check list to provide a baseline for compliance on sole sourcing policies. Result: Over $1.2 mil in cost savings as a direct result of utilizing the bidding process for services and materials.

Operations Management

Developed and implemented a Spanish language interpreter program to ensure safety at the BP Texas City Refinery. Recognized the need for better communication between plant personnel and Spanish speaking contract personnel. Recruited current personnel to translate daily briefings and safety meeting information to all contractor personnel. Result: Obtained the services of current BP employees (operators, machinists, pipe fitters, welders, etc.) for English to Spanish translation. Improved communication between contractors and BP personnel and improved safety at the BP Texas City Refinery.

Facilitated implementation of new corporate policies for utilization of minority owned businesses. Researched the market and identified minority owned service providers. Evaluated potential service providers on basis of safety, qualification of personnel, insurance, terms and conditions, background checks, financial stability, and availability. Result: Texas City site has met the new minority owned provider policy and has been able to utilize these companies within the plant.
