Anthem Mar 11 – Present

Senior Technical Project Manager/Scrum Master for the Federal Employee Program (FEP)

Responsibilities include:

Program Manager overseeing multiple project managers on the New York Migration project.

Transitioned the FEP Organization from a traditional Waterfall methodology to Agile concepts.

Oversaw the Streamline File Restructure project. The scope of this project included changes to over 100 online programs, 200 batch programs, and 250 JCL members associated with the Streamline application.

Enhanced the Anthem Payment Innovation Personal Health Care initiative for FEP managing other Anthem Enterprise Project Managers over Customer Service, Attribution, Finance, Medical Management (Care Delivery), Provider Reporting, BCBSA request, and Consumer Hub & Health and Wellness related initiatives.

Managed the HealthCare Reform (HCR) Affordable Care Act (ACA) programs to ensure FEP conforms to the new government regulations. This included managing efforts to allow all providers to communicate via EFT’s and ERA’s, additional taxes to Anthem, and adding methods to improve transparencies.

Nominated for a Best Practice Award for designing, developing, testing, and implementing a Web-based FEP Internet Audit System (FIAS). This award is given to the best in class application over all Blue Cross and Blue Shields Associations (BCBSA). FIAS was designed using the latest technologies (Cloud, Open Source System. Technology Stack, Mobile, etc).

Managing teams through all phases of the System Development Lifecycle to include discovery, planning, design, construct, system integration test, user acceptance test, implementation and project closure.

Performs at times as a Solution Architect on FEP programs and works with Enterprise Architects to develop world class Web-Based, Client Server, and Mainframe solutions.

Assisted in the design of the Web-based templates, color schemes, etc to be used as the standard for all Web-based FEP projects.

Developed a 3 Year System Road Map for Finance and Medical Management.

Designs out of the box solutions that assists in monetary savings to FEP. This would include the design of the NY EFT process for ACA, the mid-west plan split projects and Audit processes.

Responsible for planning, managing and implementing multiple large-scale IT projects for web-based, client server and mainframe solutions. Accountable for all phases of the projects Lifecycle and encourage associates to think beyond their traditional methods. The results have led to significant cost savings and improved business productivity which has increased Anthem’s internal and Enterprise customer relationships. Theoris, Inc Feb 10 – Mar 11

IT Consultant managing Information Technology Infrastructure Library (ITIL) v3 projects for Sallie Mae.

Responsibilities include:

Managed a team of project managers performing monitoring and control activities to ensure their projects were on schedule, met the client requirements and performed to a higher level of quality than expected.

Responsible for overseeing other Project Managers to include but not limited to: Creating Scope Documents, Developing Project Charters, Generating High-Level Timelines, Bi-weekly Executive Staff Meetings, Developing ROI, Selling Idea to Management, Presenting Weekly PMO Updates, Merging, Developing and Maintaining Detailed Project Plans for a centralized view, Logging/Managing Risks and Issues, Generating Test Plans, Developing Implementation Checklist, Performing Post-Implementation Reviews, Daily meetings with project team members, etc.

Performed bi-weekly program meetings with Sallie Mae Executive Leadership to build relationships and to ensure the programs were being developed and delivered to their satisfaction.

Mediated any differences between the technical team, Executive Management, PMO, and the client.

Assisted in developing the 5 Year ITIL Road Map for the Sallie Mae Infrastructure Organization.

As a Program Manager, managed a team of Project Managers implementing Infrastructure solutions for Sallie Mae. These projects included: 1) The design and development of an Web-based Executive Dashboard to monitor infrastructure operations 2) Implemented Computer Associates – Web-based Software Code Management (CA SCM) application and trained over 1,000 Sallie Mae IT professionals on this new process 3) Defined the strategy and developed the plan and tasks to implement an ITIL Enterprise Service Level Management processes consisting of Configuration Management, Service Level Management, Service Portfolio Management, and Availability Management. 4) Performed cost savings measures by constructing a plan and rolling out Self Service throughout the Sallie Mae organization 5) Worked with the Client and Executive Management to enhance Sallie Mae’s Global System Lifecycle, 6) Performed Service Desk 12.1 Upgrade and currently Upgrading to Service Desk 12.5 to take advantage of the integrated CMDB component and workflow/messaging functionality.

TEKSystems Jun 09 – Feb 10

Consultant responsible over the program to transition Conseco Claims to Wilton Reinsurance.

Responsibilities included:

Planed, organized and controlled the Conseco activities within Claims, Group (Worksite) and Policy Services to ensure Conseco Corporation successfully transferred claims to Wilton Reinsurance in order to meet their strategic objectives in the established timeframe.

Enhanced business relationships within TEKsystems, Conseco Insurance Company, Wilton Reinsurance Company, and Computer Science Corporation (CSC) a third-party administrator while balancing each individual’s needs with business objectives.

Oversaw the development and execution of each functional area’s project plan to include: scope, schedule, resources and quality.

Responsible for a successful co-insurance program between Conseco Insurance Company and Wilton Reinsurance Company. This strategic program assisted Conseco Insurance Company to improve their financial capital while consolidating to a standard system platform. Managed other Project Managers responsible for Claims, Group, Policy Services, IT, Data Integrity, Financial, and Valuations to ensure a successful transition.

Duke Realty Corporation Oct 04 – Jun 09

Managed the System Development Life Cycle of Web-based, client server or 3rd party applications

Assisted in the development of a 5 year IT roadmap defining the targeted initiatives to assist the corporation in meeting their business objectives
