Over thirty years of success in organizational and business management, operations, and policy making in small to large, diversified organizations. ACCOUNTING

Oct 1995 to May 2018 (Present) as Business Manager of Davis County Sheriff’s Office responsible for coordination, accounting and admin services supervision and functions. This included the supervision and preparation of all accounting functions including annual and multi-year budget preparation, accounts payable, accounts receivable, trial balance to general ledger entry preparation, personnel time card entry, reconciling deposits and accounts, cash management and systems integration with contractor software and hardware to existing software. Also prepared and presented ad-hoc reporting, business, what-if analysis and other projects as needed using Microsoft Excel, as well as the suite of software options from Microsoft, familiar with pivot table use.

As a volunteer worked with Employee’s Association from 1998 to present and was responsible for all business and accounting functions of vending operation managed by the association to include management of credit card and cash reconciliation, cost of goods sold, sales taxes, accounts payable and receivable. This included the maintenance and replacement of vending machines on end of life cycle schedules.

PROPERTY MANAGEMENT

Managed various single family and apartment rental properties from 1992 to present. Received Good Landlord certificate training awarded from Salt Lake City since 2012. Full management authority over the various properties from advertising, tenant selection, lease signing, collecting rents, maintenance and repair scheduling, delinquency collections and managing eviction process and insuring the preservation and improvement of the properties to maximize income.

TAX PREPERATION

Prepared taxes professionally since 1997 to 2017 with H&R Block certificated as Senior Tax Advisor 5 and instructed most of the advanced tax classes for other preparers in the Salt Lake and Ogden region. Portfolio of tax business was a focus on more advanced tax preparation of small businesses, LLC’s, K1’s, rental property, farms and capital gains returns.

MANAGEMENT

Developed and directed staffs focusing on the attainment of organizational goals as a team. Prepared and conducted formal presentations to numerous dignitaries, including ambassadorial rank, from the U.S. and Europe. Stimulated organizations using total quality management to consistently producing results with fewer people and resources. Produced and directed projects that were completed on time and under budget. CITIZEN INVOLVEMENT

Served as a Fruit Heights Planning Commission member for over 10 years and as Chairman for over the last six years of this appointment. Successful in organizing citizen group activities involved in the Boy Scouts, Parent Teacher Organizations and other volunteer efforts. Successful in furthering the efforts and work done on these committees and groups by providing a high degree of organization and concern for people. Improvement to all of our quality of lives is important to me. I implemented the organization and information efforts to the community of Lincoln Village for a major recycling program that saved the community over $100,000 in garbage collection costs. Without the involvement of the community in the recycling efforts the program would have been in place but would not have been used.

SPECIAL PROJECTS

Implemented reporting and tracking system for recovery of lost or damaged property resulting in a 20% reduction in losses. Devised and implemented a computer macro program for tracking of organizational budget expenditures. This program saved over 200 man-hours per year and was adopted by the parent company for use throughout the organization.

INTERNAL CONTROLS COORDINATOR

Developed and implemented an internal controls program saving the organization over $100,000 in annual expenses. Managed the internal control inspection program for an organization consisting of eight departments (over 1300 personnel) spanning all support and operational functions. Tested internal controls; insured they were in place, operational and effective. Developed inventory controls reducing shrinkage by 20%.

BUDGET FORMULATION AND EXECUTION

Directed and formulated budgets for various organizations from 42 to over 350 personnel with non-payroll budgets from $1 million to over $100 million. Managed the organizational budget plan insuring accurate, complete and timely use of funds. Used analytical techniques to conserve resources, identify and correct budget deficiencies. Identified areas where an addition or a reduction of existing controls would be more effective. Chaired program and financial management reviews in the U.S. and Europe, directed the activities of involved government agencies and contractors. Met or exceeded all program milestones.

CONTRACTING

Jun 1980 to Sep 1995 Active Duty as Infantry and Aviation Officer with a secondary as an Army Comptroller. From June 1990 to June 1992 I worked as the Technical Oversight Representative at Ft. Rucker oversaw the contract, operation and technical operations and modifications of AIRNET and the contract negotiations. This was a multimillion dollar project using manned and automated forces in conjunction with DARPA and software and hardware developers (Bolt, Beranek and Newman, now BBN Technologies).
