Property Analyst: Employed as Maintenance and Operations contractor employee on the Strategic Petroleum Reserves, I assist the DOE Realty Officer in preparation and reporting of lease agreements, occupational agreement, and acquisitions of real property. I review lease agreement and occupational agreements for accuracy of annual rent cost reporting, locations, operating cost, maintenance cost, space utilization, mission readiness and operational compliance. Assist in the documenting and tracking of government fee land, land easements, licenses and purchases of government real property. Recording the usage and conditions of real property on the Strategic Petroleum Reserve (SPR) program office and site facilities.

I document responses to DOE Order 430.1C (Real Property Asset Management) procedures and reporting requirements with federal and contractor employees. I coordinate and document the response to the annual validation compliance for the Facilities Information Management System (FIMS) database reporting requirements. Coordinate and document the response to the Condition Assessment Information System (CAIS) database reporting requirements with assorted SPR program head and department leaders.

I track and document the additional real property, changes in the real property inventory, and removals of real property assets with DOE program office and follow GSA excess procedures. Update the correspondence for any changes in the DOE owned databases: SAP, FIMS, CAIS, STARS and M&O support databases. Function as the System Administrator for FIMS and CAIS databases. I attend annual training and workshops for both FIMS and CAIS users and administrators.

Travel to each Strategic Petroleum Reserve facility to review all real property components and review the buildings, trailers, and structures for property identification, use as part for an mission required system, review support database for accuracy of description and functional locations. Participate in annual review (or as required) condition assessment of buildings, trailer, and structures.

Comply with Green Procurement and Sustainable Acquisition purchase procedures when required. Comply with ISO 14001 and certification and operational procedure standards. Comply with ISO 9001 Quality Management criteria for tracking data and reporting information on DOE Real Property and land assets.
