Role - The purpose of this position was to provide overall strategic leadership and management in the planning, digging, trenching, laying of fiber optic cables throughout Nigeria, evaluating the effectiveness and efficiencies of the project and sales and marketing of the availability of the capacity to Telecom Companies, Government Entities, Oil Companies, and Financial Institutions. These project activities were done according to MTS corporate and Nigerian Communication Commission (NCC) regulatory policies and procedures and within the scope, quality, time, and cost constraints in satisfaction of MTS stakeholders and customers. The following specific and briefly detailed responsibilities were performed -

Organizational Vision and Resource Mobilization – Set up and managed the Long Distance project team; built teamwork; coordinated matrix interfaces; worked with other internal/external functional units; established procedures; arranged training where necessary and provided administrative services.

Strategic and Policy Leadership – Clearly defined and clarified the project objectives and technical specifications; developed project plans and schedules with our technical partners (China Putian/Eastcom Communications in China). Defined and approved and distributed all changes in plans; arranged resources and validated and distributed design decisions.

Management and Operational Oversight – Managed all the project aspects; led and motivated the project team (comprising of Chinese and Nigerians Engineers); managed human relationships between Chinese and Nigerians; resolved conflicts; managed risks and maintained quality controls.

Information and Communications – Prepared and distributed budgets and project cost reports; prepared and distributed schedules and progress reports to Senior Management; monitored and controlled actual versus budgeted; held team progress meetings; liaised with NCC – project sponsor; submitted progress reports to MTS and NCC Senior Management team and maintained project records and files.

Networking and Partnership Building – Communicated with MTS Senior Management; worked with stakeholders; handled public relations; handled customer relations and regularly visited the site of the work along the designated routes in Nigeria.

Traveled extensively in Africa to establish strong links and sold services to Tier I, Tier II, Wireless, ISP, and ITSP carriers in Africa. Penetrated the top-notch market in Telecom Internet/Network Services, developed a unique approach to new-business lead generation and the tenacity to get in front of key decision makers of Telecom Companies. Generated successful responses to customers RFPs. Completed contractual agreements and ensured that customers are utilized to maximize channel growth. Ensured that customer relationships are maintained and strengthened with enhancements and continued cross selling of product lines. Forecasted and targeted potential markets for enhanced services. Identified revenue opportunities, prepared proposals, service agreements, negotiated rates, terms and conditions, technical requirements, cost/revenue analysis with targeted carrier customers. 1993 – August 1999 AT&T (Europe/Middle East/Africa - EMEA) Deputy Managing Director – Carrier Services (West & Central Africa Region)

Directed the development of the country specific Business Plan which consisted of Financial, Marketing, Service, and Environmental Plans. Accounted for achieving, within the planning period, specific objectives in the following categories:

a)Financial Management

Conducted a financial survey that included collection and accounting rate data, gross billed revenue, the ratio of inbound/outbound traffic, and the assumptions used in international demand analysis and forecasting. Directed the development of a collection and accounting rate strategy that maximizes profitability. Developed and implemented programs to ensure the protection of the existing revenue base, and assisted in the generation of new revenue. Evaluated accounting rates and negotiated changes in the accounting/settlements process to ensure that AT&T receives an equitable share of the total revenue generated. Directed the development of expenses/capital cost data used to support existing and potential international telecommunications services. Implemented action to minimize toll fraud when detected, and recouped significant Uncollectibles from USA based customers.

b)Marketing Support

Supervised the effective management and optimization of the International Long Distance network, and special services required to meet customer needs. Encouraged the international correspondent’s perception of AT&T as an innovative carrier committed to the provision of new services that utilize the latest technologies. Supported AT&T’s participation in trade shows to promote international services business.

c)Service Management

Guided short and long-term circuit, message, and minute forecasts, in view of service limitations or future capabilities of the in-country network, and service improvement activities presently underway. Negotiated agreement of circuit forecasts and network plans with correspondents in the sub region. Assured customer satisfaction, i.e. meeting the customer’s expectations concerning bi-directional quality and value of service. Directed an AT&T service improvement programs to meet or exceed international performance standards. Working with other involved organizations, planned for the timely addition of new cable and satellite facilities, connecting domestic facilities as well as switching equipment, prior to negotiating their use with the correspondent. Negotiated formal service agreements for the maintenance of direct service as well as service upgrades. Negotiated and authorized alternate routes for message telephone traffic streams to be used in the event of a major facility failure.

d)Environmental Review

Conducted an environmental overview of any existing or proposed legal, regulatory, or legislative constraints affecting AT&T’s ability or the ability of correspondents to provide a specific service; and any existing or proposed agreements correspondent has with an AT&T competitor detailing the type, size and scope of the services covered by the agreement.

e)Business Development

Ensured that AT&T in West and Central Africa is “easy to do business with” through inter-business unit coordination, and in fact took lead in the region. Identified, developed, and directed business opportunities to the appropriate AT&T business unit. Exchanged market opportunities and referrals with other AT&T business units in West and Central Africa to maximize AT&T in-country benefit. Evaluated non-traditional new business opportunities, referred them to the appropriate AT&T entities, and assisted in development.

1990–1993 AT&T (Europe/Middle East/Africa – EMEA) - Marketing Manager – Sub Saharan Africa (52 Countries)

Directed the full scope of marketing activities to develop and implement AT&T International Operations programs in generating product and service demand and increasing revenue. These products/services included AT&T USADirect®, International Long Distance, International Switched and Dedicated Transit, AT&T World Connect®, AT&T In-Language®, AT&T International 800 and Country Direct. Provided input to project feasibility studies. Traveled frequently to Africa for market development, negotiation, and implement of programs. Provided economic, financial, quantitative, computer, marketing and technical advisory services to Telecommunication Administrations in Sub-Saharan Region. Identified countries with potential for new services and products, made the preliminary contacts, and undertook ground political and socialization work for subsequent negotiations. Produced country specific economic, marketing, and financial reports. Provided public relations/affairs support, including meeting with various Africa countries Ambassadors, Economic/Commercial Counselors to USA; USA Ambassadors, Economic/Commercial Counselors to Africa and International Telecommunications Union (ITU) in Switzerland.

May 1990–July 1990 International Telecommunications Union (ITU) & African Development Bank Sponsored Project – RASCOM - Senior Expert in Financial Analysis for RASCOM – Regional African Satellite Communications Systems

Under the direction of the Project Director in Geneva, and in cooperation with the ITU experts, examined the draft report of the Feasibility Study of RASCOM, in particular the sections related to the technical consultant’s report on financial and economic evaluation of the proposed satellite system. Carried out financial and economic viability assessment for the integrated systems. Provided an analysis of direct and indirect benefits of the implementation of RASCOM leading to the investment justification. Evaluated the profitability for the proposed investment and proposed options of investment programs to facilitate favorable consideration by financing institutions. Performed a sensitivity analysis indicating the changes in important financial parameters. Working with other experts, contributed towards the identification of sources of funds and the preparation of necessary documentation for loan acquisition in conformity with the specific requirements of the potential donors. Investigated and analyzed the finance of the integrated system taking into account the terms of acquisition and relevant modalities of the financing sources as well as the limits to borrowing and other financial rules for operation.

1986 – 1990 AT&T (Europe/Middle East/Africa – EMEA) - Economist/Forecaster (Middle East & Africa Region)

Designed and developed computer programs and maintained computer systems to aid in the forecasting of International Traffic (Messages, Minutes and Revenue) for all countries in the Middle East and Africa. These computer-based systems aided in the analysis of demand forecasts on aggregate and disaggregate basis by type of call. Developed country specific as well as regional elasticity and forecasting econometric and time series models for these countries utilizing such factors as: historical demand trends, macroeconomic activity, rate changes, service quality and demographic characteristics. Provided international market analysis in terms of pricing, profitability, and competitive activities within the telecommunication industry. Responded to various ad-hoc requests, from top management, in a timely and systematic manner. Participated and presented research work in meetings, conferences, and seminars related to forecasting, demand analyses and systems design for domestic and international telecommunications.
