Project Engineering Manager Houston, TX September 2011 – February 2014

• Project Engineering Manager assigned to a 300,000bbl/day refinery and petrochemical complex Basic Engineering Design project. Supervised the activities and engineering of subcontractors in the US and Germany including negotiating change orders, evaluating progress and formulating recovery plans. Supervised separate teams of lead engineers for each subcontractor. Scope managed was $3 to 4 billion of a total project of $14.5 billion. All activities completed ahead of schedule.

• Twice led approval teams to offices of subcontractor in Germany for on-site review and approval of documents allowing the project to recover several weeks of delay attributable to client review delays and return to schedule.

• Led HAZOP analyses for multiple units in the plant.

• Determined compliance with project standards and recommended remedies for non-compliant cases.

• On-site coordinator for FEED support activities by SKECI in India. Completed piping design and takeoffs in two weeks less than projected schedule.

• Project manager for 300MW (nominal) NGCC development project in Pennsylvania. Coordinated activities of team members in both Seoul & Houston. Team had over of 30 engineers. Completed the FEED study with estimate that was confirmed by two independent reviews by potential investors.

• Proposal manager for crude upgrader facility proposal in South America.

• Project Manager for an international project to assemble a database of carbon capture, transport and storage projects. Managed the activities of engineers in a worldwide team assembling information for a database. There were four regional teams and of from five to ten persons and ten contributing authors. Was the principle author for the report which analyzed data and included descriptions of all applicable technologies.

• Project Manager for three successful proposals which captured new business for the department. Managed engineers, accountants, technical writers and others to deliver the proposals on time and on budget.

• Project manager for Owner’s Engineer project on a Korean 300MW IGCC plant which included gasification, syngas cleanup and separation, tar separation, water treatment and other chemical processes.

• Project Manager for review and comment project on Clean Coal Round Three grant application to DOE/NETL. Provided client with three recommendations for changes which were not made and were cited by NETL as reasons for the grant being denied.

• As Project Manager, led a peer review of a feasibility study for a Chinese IGCC installation for NETL.

• Chosen as Power Select Leader for the Houston, Texas office, a specialized line of business for highly experienced professionals.

• Project Manager for plant design of a coal gasification project, from its initial design and engineering through FEED completion. The plant was based on a two stage, air blown gasifier and included tar and oil separation, organic sulfur hydrolysis, H2S removal, water treatment, mercury capture, and gas compression. Supervised a remote subcontractor to complete the design. Initial plant was valued at $30 million.

• Facilitated the development of a standard plant description document. The participants in the development were the senior executives of the company including the CEO, COO/CFO, SVP Projects, SVP business Development and Senior Technical Officer.

• Wrote successful application for government grant to support plant design development and Project Manager for grant project including writing final report for the granting agency.

• Project and Engineering Manager for effort to design a standard plant based on either low or high sulfur coal, outlining all the resource requirements needed and timelines for each. Responsible for four plant designs simultaneously. Standard designs allowed the company to pursue opportunities with the ethanol production industry. Largest plant was valued at $66 million.

• Provided design review and orientation training for the engineering staff of the successful FGD bidder on Korean project.

• Project Manager for two DeNOx projects (simultaneously with proposals); one SCR & one SNCR, both for Southern California Edison, including engineering, procurement & construction. Engineering was done in Germany and California; fabrication and construction in California. Projects values were $ 5 million and $6.5 million.

• Interim Project Manager for a gate replacement project at Byrd Dam. This included fabrication, transport and installation of the replacement spillway gates. Subcontract fabricator in Mississippi, dam in Ohio. This resulted from my Business Development efforts to obtain the contract.

• Project Manager for two 50MW aero-derived NGCC installations in California.

• Wrote proposals, developed a script for a promotional video, wrote promotional and advertising materials.

• Responsible for increasing sales revenue from $3M to $27M in 27 months. Obtained two major contracts: Byrd Dam gate replacement and Illinois Waterway lock gate replacement.

• Worked in project development on a hydroelectric BOT project in Turkey.

• Reduced proposal completion time from 12 to 8 weeks.
