The Technical and Miscellaneous Revenue Act (TAMRA) became law on November 10, 1988 and was generally retroactive to June 21, 1988. The law was in response to Congressional perception that some life insurance contracts were being advertised and sold as tax sheltered investments rather than life insurance protection. The law was designed to deter people from quickly accumulating large sums of money in their life insurance contracts and then borrowing or withdrawing money on a tax-advantaged basis.
