SUMMARY OF EXPERIENCE
I have been involved in land development, land entitlement, civil engineering, and construction for two dozen plus years. My experience spans every aspect of the development/construction process from proposals, contract development, contract administration, and project management through punch lists, final/as-built plans and hand over.
I have been involved in a wide variety of projects including 5 million cubic yard grading projects, numerous high-rise construction projects utilizing both steel and cast in place superstructures, residential, commercial, and mixed use projects, structural foundations from mass footings to encompassing every type of pile (driven and cast in place), a variety of soil retention methods, reinforced earth walls, pipe jacking, N. A. T. M., and arch and lagging tunnels, cut and fill underground trolley stations. I have some experience in marine construction, including a dredged, bottom pulled, long sea outfall project in Cornwall, England. I have also been involved in numerous master planned communities, multifamily and single family mixed use subdivisions, and all types of road construction. I am a competent, cost effective, and well rounded Project Manager or Senior Superintendent. I am completely computer literate in various construction management and project scheduling software, Pro- core most recently, all Widows Office and Open Office applications, as well as ACAD Civil 3D and some basic networking applications. I have excellent communication and plan reading skills, and have extensive experience in contracts from estimating, proposals, contract development and negotiation, through project construction and close out.

My responsibilities included scheduling and supervising up to three survey crews, creating proposals for both in house and RFP projects, maintaining quality control (which was an issue when I arrived), overseeing contract administration, billings etc. and generally running the Joint Venture as sole office administrator. This position, although useful in providing a transition back into employment for others, it ended up not being a good fit for me in that particular office culture, and the position proved to be far less of a challenge than I had anticipated.

Employed 15 Civil Engineers, Designers, Mappers, and Land Surveyors. Specialized in Civil Design for high-rise projects in downtown San Diego, and entitlement of condominium conversion projects all over San Diego County. One of our clients was Clark Construction, and our projects included construction surveying for the the Underground Station and the N. A. T. M. Tunnel Alignment on S. D. S. U. campus for the San Diego Trolley System, Three mid-rise (15 story) buildings for Officers Housing at 32nd Street Naval Station, and the Cal Trans San Diego District Headquarters in Old Town San Diego. As Principal I was focused on entitling the over 150 condominium conversion projects we undertook. I represented our clients in all planning commission and city council project reviews and handled any problems with the City of San Diego Development Services design reviews. Within three years of start up we had a gross income of $1.5 million (by 2007). However design of new projects began to decline heavily in 2008, and by 2010 our income had dropped to anemic levels as had issuance of new building permits in San Diego County. These permits have still not substantially increased.
I also started Sterling Construction Services in 2007 to provide our clients an affordable alternative to construct the public improvement extractions the City was requesting to approve any condominium conversion projects. This start up over-extended our resources when the recession hit, and set us up for a dramatic reduction in our staff in the 2008-2009 construction recession. I ultimately closed Sterling's doors in 2013.

P. D. C. was a 150 employee Civil Engineering and Land Surveying firm serving San Diego County,and later expanded to Phoenix AZ.
I was V. P. in charge of the construction survey group in San Diego. Our department was grossing about
$3 million annually when I was promoted to department head and we grew to approximately $5 million annually during my management. While at P. D. C. I was the Principal for all construction surveying. Our projects included the second Manchester Hyatt Tower, a 33 story high-rise hotel on the San Diego Waterfront, construction staking on the San Diego Padres Ballpark, construction staking of the 35 story Pinnacle residential high-rise in downtown San Diego, along with numerous large residential single family subdivisions, and numerous multiple family projects, as well as mixed use projects all over San Diego county.
While I was at P. D. C. they began opening satellite offices in Phoenix, AZ, and Santa Clara, CA. I assisted in the start up of the Phoenix office and was able to carry the civil engineering department long enough to establish itself locally with survey work secured independently of the civil design work.

Managed survey staking and fieldwork for construction of Large Master Planned Residential Subdivision projects where up to 5 million cubic yards of earthworks were undertaken to create thousands of single family residential lots, miles of roadways, and large commercial, church, and school pads. I would often supervise up to three additional survey crews working on site and line out and oversee their work while there. Managed the Rancho Penesquitos Master Planned Community, Carrillo Ranch Master Planned Community, and Rancho Del Rey Master Planned Community, as well as extensive work on the Otay Mesa Border Crossing at the Mexican Border constructed just east of the Main San Ysidro Border Crossing.

Oversaw sections of work for the Barton New Town Centre project in Torquay, Devonshire, England. This was a re-development project which realigned approximately five miles of roadway, and constructed a new roundabout and commercial shopping area anchored by a Sainsbury's Grocery Outlet. In addition to the roads, I also managed the Subcontract for approximately 500 feet of pipe jacking for deep storm drain as well as a new lagoon, and was the engineer in charge of overseeing all use of Geo-textiles (new technology at the time) used for soil retention and reinforced earth walls. After completion of that project I was then sent to be engineer on a new sewage treatment plant at the Cornwall Colosseum in Carlyon Bay, Cornwall, England. This project included a 1.5 km, dredged, bottom pulled long sea outfall into Carlyon Bay. I was assigned to oversee the tunneling and long sea outfall portions for Birse, the prime contractor. I provided support for the marine construction by Van Oord ACZ, a Dutch company, as well as the tunneling work by an Irish company for the pipe to reach the outfall. I spent the remainder of my time in England on that project and returned to San Diego upon its completion.

Supervised third country nationals (labor from all over the world) in maintaining the roads, landscaping, civil improvements, the hospital gardens, and residential housing landscaping (which housed the western medical and maintenance staff) for the newly constructed Saudi National Guard Hospital in Riyadh Saudi Arabia. This included providing administrative tracking of resources used for completing scheduled maintenance programs for all facilities as well as emergency maintenance as needed. Prior to the Saudi contract I had worked at approximately three civil engineering firms as a chain man and/or junior party chief in either Northern Virginia, where I was raised from elementary school, or San Diego, where I moved in March of 1980. I also worked the last two summers of high school as a chain man for a local surveying company doing house location surveys for real estate sales. The employment gap appearing between Saudi and the UK was one of two separate engagements working for Rick Engineering Company in San Diego and the missing dates appear under Rick Engineering, just above the UK portion.
