Relevant Experience:
Project Manager – County of Los Angeles, Department of Public Works (2012-2017): Project Manager responsible for various Correctional/Probation Camps Security Enhancement and Facility Upgrade projects as a member of the Los Angeles County Project Delivery Team with projects in construction totaling over $20M. Security enhancements project(s) of existing security systems to address Department of Justice (DOJ) mandates and security deficiencies included the following scope: 1) Complete a feasibility study to verify existing conditions, recommend and confirm required scopes, and validate project costs: 2) develop a project priority list; and 3) execute selected prioritized projects to completion (program, design, bid, award, construction, and closeout). These projects at Nidorf JH, Central JH, Los Padrinos JH and Challenger Memorial include the installation and integration of updated security systems, such as, closed circuit television (CCTV), panic/duress alarms, two-way and hands-free emergency communication, and new doors in high risks juvenile private rooms.
Construction/Project Management for various facility improvements for use by Correctional/Juvenile Camp facility Probation staff. Additional scope includes facility assessment, CEQA, design coordination, and site development (i.e., ADA compliant path of travel, utilities POC, etc.) as required for the new living quarters at Camp Miller, Camp Munz/Mendenhall, Camp Glenn and Dorothy Kirby Center.
*Sr. Project Manager and Department Head – Los Angeles Unified School District Modernization Program ($150M, 2003-2011): Mr. Hussain planned and coordinated the project management activities regarding construction of Proposition BB, Bond Measures K, R and Y fund projects on formal and JOC Contracts for DSA Certification. Managed multiple-sites trade and/or multi-trade contracts exceeding $12 million and oversaw the construction budget of $60M for Measure K, $20M for Measure R, $10M for Measure Y and $55M for BB/SME. Supervised Asset Management team in relocation of staff (pre-move, move & post move), FF&E; operating and maintaining assets on a constrained budget. Monitored the day-to-day contract administration and assisted the regional project management director in coordinating pre-construction. Reviewed the contractor’s initial construction schedule, claims, directed CM staff, managed resource allocation, and monitored project budgets and schedules.
*INVESCO Field at Mile High Stadium (Design-Build JV/ Turner Construction) ($465M, 2001): Area Manager of construction for the new home of the Denver Broncos stadium with a Design-Build delivery cost at $465M. INVESCO Field at Mile High replaced the old Mile High Stadium and provides easy access and first-class amenities for patrons, state-of-the-art facilities and economic development opportunities. Supervised the building trade’s installation per specification and quality compliance for suites, club houses, Broncos museum, retail store, stairs and ADA compliance. He assisted the project director in meeting the overall schedule of completion and established final punch list work; maintained detailed documentation, submittal and transmittal log; and reviewed, approved and performed change order analysis.
*Maintenance Stations, California Department of Transportation ($9M, 2001-2003): Project Manager and Resident Engineer on Four (4) new Caltrans Maintenance Stations at Bakersfield, Independence, Lee Vining and Shoshone, CA. The projects included construction of a 12,000 SF Sub-Shop office/equipment building, 8,000 SF remodeled office building and 4,500 SF office/equipment building, parking shed, material storage and fuel station/vehicle wash rack. Managed, developed staff utilization staff on multiple contract projects, serving as the senior management representative in client relationships relating to construction services and as the senior liaison between the field staff and company’s operation staff. Coordinated and oversaw field construction administration activities. Supervised all field staff and ensured that construction activities were monitored, controlled and documented in accordance with project plans and specifications. Ensured, the construction proceeded in accordance with design and contractual documents. In addition, managed the implementation of plans and specifications, coordinated inspection efforts for coverage of all construction and administration activities and provided guidance to inspectors in technical and procedural matters and project documentation. Identified any potential cost or schedule impacting activities and served as the single point of contact for all stakeholders on the project. Analyzed CPM schedules for planned versus as-built work and delays, and provided claim assessment for merit, entitlement and compensation of claim resolution based on analysis and contract Standard Specifications and Special Provisions.
*Legacy Partners, Mixed-Use Complex (Design-Build) ($40M, 2000-2001): Project Manager. Built and managed the $40M Design-Build project with HNTB as GC which included the post-tensioned concrete construction of new 187 unit High-End with luxury finishes, 1, 2 & 3 bedroom/bath Apartment Homes comprising of three levels of parking below grade, two (six floor) towers with a suspended pool on the third floor between the towers. As project manager the responsibilities were diverse, from quality control and coordination of construction activities with the Architects, Engineers, Consultants, Subcontractors and the Owner. Authorized representative to approve change orders; used Microsoft Project for project scheduling; coordinated with city inspectors for occupancy; build to specifications in accordance with construction documents, shop drawings, applicable codes and regulations.
Carter & Burgess, Inc., University of California Los Angeles (UCLA) Parking Structure 8 & Office Building Renovation ($23M, 1998-2000): Construction Manager for the 52,000 SF, administrative office addition to the east side of UCLA Parking Structure 8, and the remodeling of approximately 32,000 SF adjacent in an existing parking structure space. Assisted the project manager with the day-to-day operations of the project including: contract administration; progress payment review and approval; schedule review; documentation for RFI’s, submittal and transmittal reviews, change order analysis, and change order control; and coordination of UCLA inspection staff and other necessary personnel required for project completion.
Deputy Project Manager (1993-1998): Developed site plans in support of subdivision construction. Develop scope of work, engineering studies, utility design, detention basins, parking lots, supporting public improvements including roads, sewer, water and storm drain design using engineering model software and other related design issues. Managed a Caltrans CM Contract of $5 million; handling 34 task order contracts. Developed master and site plans supporting industrial construction for Submicron Microelectronics Manufacturing Facility with 60,000 ft2 of Class 1 Cleanroom. Develop scope of work; perform engineering analysis/studies, utility design, booster pump and reservoir system design, parking lots, supporting public improvements including roads, sewer, water and storm channel design and construction of residential and industrial facilities. On LA County Metropolitan Transportation Authority Metrolink project and others; roadway design and planning, Track Alignment based on AREA standards, using AutoCAD, Intergraph, and DCA to design Horizontal and Vertical alignment. Performed Drainage, Grading, utilities Design for the Railroad and storage yard.
STV Group, Seagirt Marine Terminal ($220M, 1988-1993) for Port of Baltimore, MD: Project Engineer. Scope included site civil work, drainage (hydrology), pier and docks, breakwater and sea walls, facilities for water supply, roadway for passenger and cargo terminals and various support structures. Prepare letter reports and reviews of site development projects.
