Duties and Responsibilities

Has full authority to stop the work and impose immediate correction on unsafe working condition and unsafe practice within the premises, administer company’s loss prevention program.

Maintain loss prevention of clients, as per construction safety manual.

Determines planning stage i.e. error and method of working procedures, general layouts of site building facilities and storage if complying with safety standard specification.

Conducted regular building inspections, facilities, work areas, tools and equipment of the company and observing work methods and procedures of employees to determine unsafe working conditions.

Conducting daily, Weekly & Monthly inspection on site and maintaining all document.

Coordinate to prepare Job Safety Analysis (JSA) for new introduced job at site with site engineer.

Supervise NDT personnel to clear-up the area in preparation on radiography of welded pipes.

Supervise subcontractor’s safety officer and supervisors for monthly monitoring of all firefighting equipment in the site area.

Method Statement and Risk Assessments/JSAs/JHAs that define the scope of work, the related hazards and the control measures needed to reduce the risks.

Toolbox talks delivered in a language understandable by the workgroups, thus making them familiar with their scope of work, the potential hazards and how to control these hazards.

Deliver to all employees the necessary HSE Training in languages understandable by all of them in order to raise their HSE awareness on the job.

Ensure that all employees are competent to perform their assigned task and if needed, conduct further training to enhance and develop their skills.

Attends weekly management meeting with Civil Department, Mechanical Department, Electrical Department, and Structural Department to discuss any safety issues/hazard resolution to confirm closure and risk reduction activities.

Advise to project supervisory and project management staff on compliance with the Safety Rules and regulation as per Client requirements and Local Laws.

Conduct Daily/Weekly Tool Box Talk with the site Employees in coordination with the respective Engineers and Supervisors.

Attend management meeting to draw attention about safety issues on site.

Ensure complete implementation of approved loss prevention program.

Check the P.P.E. Rules on site are being implemented by the all site Personnel.

Ensure proper tools shall be used by the workers and the designed tools should be in line to type of activities to be performed by the crew

Ensure Power tools shall be double insulated and should not be allowed to be used exceeding its normal and safe capacity voltage.

Report all unsafe conditions near misses & loss-producing incidents and investigates all of these to take corrective action to avoid reoccurrence & finding Immediate and Root Cause and action taken, submitting preliminary and final report to ARAMCO.

Co-ordinate for Gas test, confined space entry, respiratory equipment, working at height, conducting various types of internal trainings.

Strongly intervenes in the storage and handling of materials to avoid fire and other hazardous materials especially chemicals and makes recommendations as appropriates.

Orientation to implement emergency and rescue procedures, first aid facility, and ambulance. Must be available at any time at the job site if there is an emergency.

Prepare Daily Safety Observation Report and forward to the HSE Manager.

Ensure “PTW” systems are being implemented where required as per Client.

Ensure welding, cutting, grinding, Radiographic test, Blasting, painting, insulation, excavation, scaffolding, heavy lifting/rigging, confined space; pneumatic & hydro testing activities are carried out under safety.
