As of June 2008 I was selected as the Program Integrator (PI) for the Terminal High Altitude Area Defense (THAAD) Team. There were four prime contracts valued over $3 trillion. The contracts were Engineering Manufacturing and Development (EMD), Fire Unit Fielding (FUF), THAAD Field Support Contract (TFSC) and the Advanced Capability Development (ACD). The EMD and FUF had tasks added and period of performance extended. The TFSC and ACD were new developments and had Task Orders assigned and others being proposed.

I coordinated with various levels of management and supervisors to keep them informed of the Missile Defense Agency (MDA) customer requirements.

As the PI, I compiled the DCMA monthly report based on the Overarching Memorandum of Agreement (OMOA) between Missile Defense Agency (MDA) and DCMA headquarters and the DCMA released instructions. I compiled the weekly reports on the THAAD three components: Launcher, THAAD Fire Control and Communication (TFCC) and the ILS Peculiar Support Equipment (PSE). These reports were the communication medium to inform the THAAD prime DCMA office of the activities and concerns from this location.

My duties included attending various meetings with the Program Office, Contractor, Contract Officer, working groups and QA Conferences in support of MDA and THAAD. I participated in various meetings covering our assigned three segments within THAAD interfacing with various levels of management. I traveled as required to support meetings and conferences. I attended routine meetings and coordinated various other meetings with contractor and government management personnel to maintain a smooth working relationship and understanding of the contract requirements that were being and needed to be accomplished. I utilized effective communication with Contractor, government and military personnel and maintained professional relationships.

I led our multi-functional team of software Quality Assurance Specialists (QAS), hardware QASs, an Industrial Specialist (IS), an Engineer and an Earned Value Management Specialist (EVMS).

I chaired the weekly Program Support Team (PST) meeting to assure members were aware of program events, safety issues and assured required government surveillance tasks were performed.

We routinely had Team members rotating through while serving on deployments. Our Team had Keystone Interns assigned and had been a model program for other DCMA, Army and military orientation visits. I escorted, facilitated meetings and briefed visiting dignitaries.

I monitored process reviews and product evaluations of team members along with revising and coordinating any Corrective Action Requests (CAR), Flash Reports (FR), and Continuous Improvement Opportunities (CIO) to be released from our office.

The 2008 version of the Overarching Memorandum of Agreement (OMOA) between Defense Missile Agency (MDA) and DCMA was under revision and to have been signed for release. I did assist in revising the major LODs based on the new OMOA, prime contract and modification releases.

I did perform as the acting supervisor when Team Chief was traveling or on leave.

For approximately six months I was dual hatted covering the PAC contract. Two to three days a week I was required to be present at the Boeing facility at the south end of the airport to perform the functions of the Supporting Program Integrator. Leading the existing Team and performing meetings along with preparing the necessary reports took much time. Management realized that both programs needed individual attention and did assign someone specifically for the PAC program.

I was assigned as team leader, technical advisor for the contents of the new five year maintenance contract on T-34 and T-44 Naval training aircraft, established a logbook based on our other three contracts, developed a reference matrix from the Performance Work Statement, conducted research and development for the process and product audits, edited the team members' written audits, contributed to the Post Award questions, recommended contract changes via the DD Form 1716, investigated pilot customer complaints, prepared the government QA Plan, and established the office library of contract manuals. Hot topics I was involved in were: fuel streaming from fuel caps, use of fueling limiters while fueling, faulty fire warning systems, nose landing gear retract rod, and logbook reviews of two crashed aircraft. Communication with team members and contractors was performed daily through message recorder (voice mail), pass down log book, call in logbook, color coding of four contracts (manuals and files), and reading boards. I encouraged communication and standardization. The computers and team meetings were used frequently. I was responsible for the new team members on the job certification. There was a training package for each contract. Personnel would be matched up with certified personnel in job performance until the required criteria was met for the specific training. I maintained personnel work performance data and appraised the individuals quarterly for awards and annually for performance appraisal. I monthly verified the contractor's compliance with the Contract Data Requirement Listings (CDRL) and signed the DD Form 250s as an alternate for the supervisor. I was part of a civilian and military team monitoring the service contract on aircraft maintenance for T-34C, T-44A and TA-4J.
