Professional Experience and Significant Achievements

EXXONMOBIL (Head Office/Houston): BuySmart Project Engineer, January 2017 (to date)

Develop and maintain a portfolio of contracts/agreements related to PVFF materials.

Identify business value and agreement rationalization opportunities within the portfolio.

Ensure transactional efficiency of agreements (SAP, Spike, Ariba)

Participating in ExxonMobil BuySmart initiative to utilize Global Shared Services.

Conducting Gap Analysis for the major contracts. Identifying any underlying risk, and recommending possible modification and cost reduction opportunities.

Participating in developing the commercial strategies and the negotiations with the major suppliers.

QATARGAS (QG): Project Manager (Cost Engineer), 20013-2016

JV between QP, Exxon-Mobil, Total, Shell, and ConocoPhillips; QG is the largest LNG producer in the world.

•Perform cost estimating, analysis, and control activities. Support project organizational and administrative activities when delegated. Assist in cost engineering activities when needed.

•Identify trends for management attention. Prepare Project Controls plans and detailed internal manpower utilization plans for discipline or specialty activities. Assist in preparing cost data for proposals or contract negotiations.

•Participate in developing and presenting training classes on designated subjects and on-the-job training programs.

•Perform personnel performance reviews, when delegated. Interview candidates and make recommendations for employment decisions.

•Perform or coordinate quantity development and verification for a discipline or specialty. Develop/assist in the development of, quantity bases for assumption.

•Perform, or coordinates the performance of, pricing structure development and application to takeoffs, derived quantities, quantity assumption, and cost allowances within a discipline or other specialty.

•Plan, coordinate, and direct preparation of specific budgets. Assists in developing requirements for budgeting standards. Develop and implement requirements for cost recording, reporting, and analyzing standards, programs, and reports.

Involve in modeling, analysis, and reporting activities to anticipate, identify, and mitigate credit risk exposure related to credit line decision.

Assist in the preparation of departmental reporting efforts to ensure appropriate data and metrics are being circulated throughout the organization in an efficient manner

GNPOC: Contract & Procurement Specialist,

GNPOC is an international oil operating company. It is a JV between TALISMAN (Canada), CNPC (China), PETRONAS (Malaysia), and ONGC (India).

I worked as Tender Committee Secretary (TCS). My role included attending the TC meetings, taking minutes of meeting (MOM), preparing and distributing the final MOM, follow up with department managers to make sure that TC decisions are in place.

Finalize procurement and EPC contracts ranging from $200K to $100 million in the areas of pipe line, construction, consultancy services, intelligent pigging services (IP), 2D/3D seismic, IT/software, drilling and service rigs, facilities insurance, logging and mud services, road construction, marine terminal, refinery shout down, gas heaters, manpower supply (rig supervisors and other direct hiring).

Thoroughly analyze and evaluate all technically acceptable commercial bids. Verify consistency of commercial bids with tender terms, conditions and contracting strategy. Prepare the commercial evaluation report including a detailed price and cost analyses and award recommendation. Lead any price negotiation/clarification meetings with bidders as required. Prepare letter of award and complete the formal Agreement documentation for signature.

Handling the Contracts Administration, coordinate between PMT and contractors during project implementation to ensure project milestones and contractual coverage are attained. Release all submitted bid bonds and prepare letters of regret to the unsuccessful bidders. Develop dispute resolutions and processes claims and penalties/liquidated damages jointly with the End Users.

Through strategic contract management and negotiations skills, I managed to save my company up to 9.75% of contract portfolio value over a five-year period.
