Personal Profile

I am a Civil Engineer with over 36 years of experience of Municipal Engineering specifically in the Procurement & Programme Management, Water, Sewerage, Highways and Transport, Structures & Bridges Sectors. This includes significant experience in procurement and programme management of major projects.

Specialised in the preparation of Contract Documents. Main Drainage, Sewerage, Highways, Bridges Project/Assessments (Team Leader for 3 years), Engineering Standards (Team leader for 18 months). I was, between 2007 and 2009, the Water Design Manager with Mouchel based in Abu Dhabi with responsibility for the technical co-ordination and a development of the team delivering water and sewerage projects. The company’s core business in this Gulf region was Infrastructure Engineering Design & Site supervision work for major development projects/major developers. I was made redundant on 31st March 2009 due to the global economic crisis.

Currently I am employed on contract basis with Bedford Borough Council as a Project Engineer in the Highways Section, seconded through Waterman Aspen and prior to this I was working on Haymarket Bus Station Redevelopment £15.5m project for Leicester City Council. This was a complex project in the centre of the city done while the area remained open to pedestrian & vehicular traffic and to businesses.

The project included demolition of existing properties and major highway alteration works to facilitate the enlargement of the bus station site, associated utility works, formation of new pedestrian and vehicular areas associated with the facility, screens and barriers to provide pedestrian segregation and passenger waiting facilities. The works contract for this project was let under NEC3 Engineering and Construction Contract ‘B: Priced contract with Bill of Quantities’ (April 2013), I was appointed the ‘supervisor’, under the contract with all the delegated powers of the Project Manager.

Previously I gained 10 years’ experience of sewerage and rehabilitation projects under the Leicester City Council agency agreement with Severn Trent Water during which I was an expert advisor on sewer renovation techniques and gave lectures at Loughborough University on Sewerage. I ran major sewerage projects from inception to final completion on site.

I have over 35 years’ experience in dealing with elected council members, the Media, Emergency Services, Utilities and the public together with conducting and chairing public and council meetings. I have carried out Planning Supervisor’s role for numerous projects ranging from drainage. Highways, bridges, demolition, building works (schools/hotels), street lighting and festive decorations in the City streets schemes.

I am fluent in Gujarati, Hindi, Urdu, Punjabi, Swahili, Lusoga and Buganda and has in the past provided interpreters service.

I prepare the Task Order Packages (TOPs) for Surfacing, Patching, Footway and highway Projects for the 2017/18 year programme.

During this 6 years period, I was in charge of all contracts that were issued in the Department. I was also running the Annual Term Contracts (yrly over £2million) in the Programme & Procurement Team. I was in charge of all Contracts & Advising the Dept. on daily basis. I reported to the programme & procurement manager. I worked full time on the Leicester City New Bus & Routing Project – A major Scheme (£67 million Project approved by DfT) and Tram £220 million Schemes for Leicester City Council. I appointed Turner & Townsend a top Leading Management Consultant in these field to commission the project & also appointed Aedas an Architects firm to carry out preliminary options appraisals for Bus Stations. We also appointed MVA Consultancy for the ‘Transport Modelling & Economic Appraisal Services’ work. I introduced the 1st Leicester business car club in East Midlands in the city centre with the aim of reducing carbon footprint. This project was partly funded by East Midlands Development Agency. I lead the 1st Personalised Travel Planning (PTP) project in Leicester. PTP is a relatively new transport planning tool and forms an important part of UK national and local transport policy, contributing to the suite of tools promoted under the general heading of ‘smarter choices’.

I successfully applied for Funding from European Regional Development Fund 2007-13 allocation for ‘Humberstone Gate East Gateway’ project of £1,540,000.

I have also successfully applied for a Funding of £3.5m from DfT 2014 for the 15.5m new Haymarket Bus Station in the City Centre project.

I prepared documents for ‘Quality Bus Partnership Scheme’, to be introduced in Leicester City as per the The Local Transport Act 2008.

I prepared the contract documents for ‘Bikeability Cycle training’ project & procured a contractor. This contract is a framework to run over 3 years and was tendered through OJEU notice. The contract started 1st January 2013.

Engineer Design Manager – Water 2007- 2009

The water team is involved in providing support and delivering water and sewerage works within the major infrastructure projects.

The recent schemes that I have been involved which are on-going:

Al Mashtal, Abu Dhabi, Client: Sorough Real Estate; value of infrastructure works – ten billion pounds, construction of a mixed development. At most times I acted as the project manager.

Al Ghadeer, Abu Dhabi, Client: Sorough Real Estate; value of infrastructure work - six thousand billion pounds, Construction of a new city (Cost of a 6th Part of the Development)

Khalifa Port Industrial Zone (KPIZ), Abu Dhabi, Client: Abu Dhabi Ports Company (ADPC); This is a World Class multi billions pounds project, of approximately 418 km2 in area, will include port facilities and industrial, commercial and residential zones, providing opportunities for a broad range of industrial activities.

For the above three projects we have been appointed to provide full consultancy services from feasibility study, through preliminary and detailed design to supervision of the infrastructure construction works. We have just completed a one year's project for the local sewerage company. The project was to develop new standard specifications, standards drawings and contract documents dealing with sewage and treated sewage effluent for a new sewerage company, Abu Dhabi sewerage services company (ADSSC). I played a major role with my past experience in producing the 6 suites of ADSSC standard documents which can now be readily used by consultants, contractors, suppliers and clients involved in the sewerage business.

Engineer (Procurement & Programme Management). 2003 - 2007

I assisted in the running of Local Transport Plan budget and programme (circa £10m capital programme) and was responsible for engaging consultants and contractors to deliver work programmes. In the Programme & Procurement Team. The team manages major projects over £1m in value. My main duties were to be in charge of the Civil’s Select List for the Authority. In Charge of any Contract issued in the Department. Running the Annual & Term Contracts (yearly t/o £ 2million). Recently completed the procurement of 6+2 years Street Lighting Term Contract (£16 million). Appointed Assistant Project Manager for the Major Project (£ 19 million, 1st such size Scheme approved by DfT for this authority) - Upperton Road Viaduct (Run under Prince Principle) which involves demolishing old viaduct (12 spans) and replacing it with a lower level route and a new river bridge plus temporary road.

We have now appointed a Consultant & a Contractor (ECI) all via OJEC Notice. My other role was Overseeing the running of Contracts & Advising the Dept. on daily basis. Assisted in procuring existing Contractor & Consultant for the De-Criminalised Parking Enforcement (DPE), this project is run under prince II. Assisting in Documentation & Procurement exercise for appointing a Contractor for 5+2 years DPE contract (LCC will take full control of enforcing all the parking restrictions from 1-1-07). City Centre Development Project (£19million+), this project is also run under prince II. – carrying out the Procurement exercise of appointing Lead Consultant, Cost Consultant & Contractor via OJEU Notice Assisted in appointing a Contractor to start spending for initial phase of this contract (This is to catch-up with the programme & procurement/tender exercises). In the process of appointing Contractor/Supplier for Traffic Signals & Associated Civils’ Works, the 3 different contracts will for 2+1 years.

Team Leader

Engineer (Bridges). 2000 - 2003

In February 2000, I was appointed Acting Team Leader for the new Stand Alone Bridge Team. I prepared the five years LTP (Local Transport Plan) bid for £15 million. I led a team of 12 Engineers and Technicians for over 15 months. As an Engineer I ran large size bridge projects namely Mill Lane Bridge strengthening (£500,000). I also completed successfully another controversial project, Loughborough Road Bridge (Brick Arches) Maintenance (£500,000). Other projects completed to date range from £40,000 - £200,000. I have been the Planning Supervisor for all the Bridge Projects. I appointed a Consultant to Carryout major repair works to Rail/Highway Bridge.

Engineer in the Structures Team. 1997- 2000

Preparation of estimates of Contract documents and site supervision of Capital Bridges Contracts, Refurbishment Schemes and Major Concrete Repairs to High Rise Buildings Contracts. I have negotiated successfully with Leicestershire County Council for the outstanding fees (over £160,000). Planning Supervisor role for National Science Space Centre & other small schemes. I was a team leader for 18 months in the Contracts Team and my main job activities were supervision, specifications and contracts, site investigation and quality standard monitoring for all the Engineering related schemes. The co-ordination and control of 4 Clerks of Works & 3 Engineers/Technicians. I controlled a team of minimum 7 members.

Drainage Team – Senior Engineer. 1983 - 1993

During 10 years in the Drainage Team, I carried out various duties under the agency agreement with Severn Trent Water Authority. I was the senior design engineer of a team of professional and technical staff who carried out the capital sewerage design and site supervision function of this role. The work included planning and managing the capital works programme (circa £4m per annum) and maintenance of the sewerage system serving the city, checking and approving development proposals and designing sewer requisition schemes.

I designed, prepared contract documents and have been Resident Engineer for several capital sewer schemes (schemes ranged from £20,000 to £1,000,000). I carried out major schemes from the ‘Drainage Area Study’ stage through Design to Completion on site. In the city centre & sensitive locations projects, new refurbishment technique methods were used namely Moling, Slip-Lining, Polyester lining, spray lining, Pipejacking & remote local repairs. I became an expert advisor to Severn Trent Water Authority on ‘SEWER RENOVATION TECHNIQUES’ from the past experience of 8 years. I worked very closely with Water Research Centre (WRC) on Pilot schemes. I gave lectures annually till recently to Managers/Engineers at Loughborough University on the management of the existing Sewerage system network.

Structures Section – Engineer. 1981 - 1983

I worked for Oxford City Council in the Engineers Department. Duties included Survey and site supervision of several asbestos removal contracts (range £3,000-£10,000). Checking of structural calculations for Building Control approval. Assisting in Energy Conservation Scheme at ‘Ferry Swimming Pool’ (£70,000). Assisting (Assistant Energy Conservation Officer), in all the Council’s ‘Building Services’ works.

National Coal Board (NCB)

Industrial Experience. 1979 – 1980

I worked for the Government owned Coal Mine Industry at the South Yorkshire Headquarters (Covering 11 Collieries including Maggie’s super-pit) in Doncaster at the era of Maggie Thatcher (Prime Minister) & Arthur Scargil (Union Leader). I was involved in the Design, preparation of contract documents and site supervision of small schemes. I designed the 18-way cable duct system and covered walkway (£90,000) for Rossington colliery. Checked design calculations and drawings of 2No boiler houses (£150,000). I assisted in carrying out Structural surveys of the NCB buildings.

GENERAL EXPERIENCE:

Experience of an environment that involves working with Elected Politicians as well as partner organisations.

My career as an Engineer constantly involves working with Contractors, Councillors and other Local Members of Parliament. I work with all emergency services i.e. Police, Fire, Ambulance, Environment Agency, British Waterways, English Heritage and also the media - local press and radio.

Experience of managing staff.

During my tenure as Acting Principal Engineer (Bridges and Contracts Teams), I have gained enough experience and thoroughly enjoyed managing all levels of staff.

A track record of community work, partnership building and multi-agency working.

During my career as an Engineer (Bridges) for Leicester City Council building partnerships with Contractors, Emergency Services and the local community is part of my daily routine. The inception of Diwali Lights and the switch on ceremony plus the Hindu New Year's Day entertainments (famous in Europe and Asia) was orchestrated by me and to date I still play an active role of stage manager and safety advisor. I went to Pakistan Gujranwala City with our Chief Executive as an expert Engineer/Advisor for 3 weeks, produced a document for a bid for European Grant Bid, which was submitted by me at Lyon in France (two weeks conference) and secured £1 million for the people of Gujranwala.

A demonstrable track record of delivering programmes, policies and initiatives within disadvantaged communities.

For many years I have been playing active role within the predominantly Asian community in Birmingham and Leicester helping to resolve problems with Housing, Education, Health, Social Security and Immigration. I was the main Architect to create a Black Workers Group in then the Engineer's Department. I still take a leading role in the Steering Group where we used to meet the Assistant Director on monthly basis. I was the member of Working Group led by the Assistant Director for Equality. I am a qualified Network Member for the Black Workers Group.

Experience of community capacity - building and community development.

My paper at Lyon Co-operation (France) Conference successfully acquired a grant of £1 million for the people of Gujranwala (Pakistan) this was utilised by our Members. Demonstrable experience or expertise in tackling issues of social exclusion and barriers to access and participation in services.

I have been a founder member and vocal promoter of the interests of Black Workers. I have successfully put my case at the meeting in Lyon, France (2 weeks open discussions) to obtain a million pound grant for the poor people of Gujranwala in Pakistan. I have helped to obtain grants for various community based projects in my hometown Birmingham.

Experience of co-ordinating services across different Agencies.

I have for the past 35 years’ experience of co-ordinating Major Traffic Diversions with the Emergency Services and the City / County Council Local Authorities. I have to deal for all projects with other Bodies namely Environment Agency, English Heritage, British Waterways, all the Utilities i.e. Gas Board etc., Police, Bus Services and the Emergency Services.
