I am an experienced manager and retired US Army Officer with extensive management experience in civilian and US Army (Active/USAR) positions in the areas of maintenance management, sustainment logistics with Depot, acquisition logistics, Integrated Logistics Support (ILS) elements – undergoing Logistics Assessment, inventory management, earned value management, transportation (air, rail, ship/containers, over-the-road) JIT and distribution operations. CSRA, Aberdeen Proving Ground, MD November 2016 to Present – Integrated Logistics Support (ILS) Manager Serves as the ILS Manager for the Transition to Sustainment (T2S) efforts creates requirement for rapid development of statutory logistics documentation for ACAT 1 through 3 systems for Product Director SMC. Experience in analyzing total life-cycle sustainment costs through Analysis of Product Support Alternatives (APSA). Demonstrated expertise in developing, writing, and staffing the Transition Plan, Life Cycle Support Plan, Demilitarized/Disposal Plan, Depot Maintenance Support Agreement (DMSA), APSA/associated annexes and IUID Item Plan Unique Identification Data. Experience in integrating, collaborating, and synchronizing the development of Technical Manuals, Training Support Plans, Maintenance Engineering efforts, provisioning parts lists, repair parts, special and unique tools and test equipment. Demonstrated expertise in partnering with sustainment providers and establishing an organic depot repair capability. I serve as the logistician for emerging requirements, on-going quick reaction projects and REF (Rapid Equipping Force) programs for domestic and overseas sites for Product Manager (PdM) FPS (Force Protection Systems) located on Fort Belvoir, VA. Logistics lead accountable for planning, developing, maintaining, and assimilating logistics operations of eight ongoing projects. Member of CCB (Change Control Board) and IPT’s for the PM and works to ensure product support strategies meet program requirements for operational effectiveness (OIR). Monitor readiness and the integration of all support elements to maximize system deploy ability and supportability requirements consistent within program cost, schedule, and performance. Review/update Smart Book of all Tactical programs in PdM FPS. I assist with accountability of fielded equipment / spares in CONUS (US) and OCONUS (Theater of Operations Overseas).

The Lockwood Group (TLG), Aberdeen Proving Ground, MD June 2015 to November 2015 - Senior Lead Logistician

I served as the logistician on EMARSS project supporting the logistical requirements to construct a Quick Reaction Capability into a Program of Record. Harvested data from previous documents to create the Maintenance Engineering Analysis (MEA) and development of the Maintenance Allocation Chart (MAC) though the Level of Repair Analysis (LORA). Worked with provisioning and technical writers for the creation of the Repair Parts and Special Tools List (RPSTL) & identification of LRU’s with the RAM and Systems Engineer on the reliability of the spares/parts. Worked with Prime contractor to ensure the intent of the logistics CDRLs (Contract Data Requirements List) are met. Tracked EMARSS documentation through an in-house Configure Management process.

Booz, Allen Hamilton, Aberdeen Proving Ground, MD May 2014 to May 2015 – Integrated Logistics Support Manager

As the Integrated Logistics Support (ILS) manager I worked with the Systems Engineer and I was responsible for ensuring the development of all elements of ILS for assigned systems in a project management (PM) field office. Programs involved with the Blue Force Tracking – Aviation (BFT-A) to include: Field Service Station (FSS Tool) a diagnostic tool; the development, staffing and approval of Business Case Analysis (BCA) and LCSP (Life Cycle Sustainment Plan) for the PEO (Program Executive Office) Aviation. Worked with SEC to insure project was synced for testing and fielding. I assisted in developing in the establishment of a Depot (Tobyhanna Army Depot, PA) “screening site” for the BFT-1 system, reclaiming 55% of discarded LRUs from the field units. I was a team member of the validation team of BFT system upgrade for UH-60 platform prior to integration for other aviation platforms. I prepared and briefed BFT-A Logistics Quarterly Logistics Management Review (LMR) for the Product Manager Aviation Mission Equipment.

Camber Corp. Edgewood, MD April 2011 to May 2014 – Logistics Management Specialist (ILS)

I worked as the logistician on the Defense CBRNE Response Force (DCRF) Team, fielding COTS equipment for DCRF fielding and sustainment in JPdM CBRNE A&RS in fast paced environment. Coordination of fielding plan and execution of 36 separate fielding’s of DCRF equipment in a 24 month window. Planned the transfer of DCRF equipment of other USAR units for Active Duty units to keep on schedule until their DCRF equipment arrived at the unit. Planned accountability and operational execution of REFRESH of units equipment coming off mission, included chairing bi-weekly sustainment IPR with vendors, met with leaders of planned unit fielding’s and communicated with agencies of pending fielding’s to include: FORSCOM, ARNORTH and USARC. Coordinated and tracked accountability of COTS equipment through PBUSE, AESIP and UICSS databases, drafted DCRF Post Fielding Survey questionnaire, Life Cycle Supportability Plan, coordinated MAXIMO (sustainment & maintenance) training through Contractor Logistics Support (CLS) for units on DCRF mission.

As the Integrated Logistics Support Manager in Edgewood Chemical Biological Center (ECBC) on an IPT team, serves as the Logistics lead accountable for planning, developing, maintainability, and integrating logistics operations in ongoing projects for ECBC. Works to ensure product support strategies meet program requirements for operational effectiveness and readiness and the integration of all support elements to maximize system deploy ability and supportability requirements consistent within program cost, schedule, and performance. Camber Corp. Fort Belvoir, VA August 2007 to October 2009 – Senior Logistics Analyst

As the logistician on site representing the Office of the Product Manager Countermine & EOD Systems for the Husky Interrogation Arm Program. I functioned on-site as the senior logistics analyst for a commercial off the shelf (COTS) system developed for Theater (OIF and OEF) Route Clearance operations. I utilized the ILS elements to define logistics requirements, recommend support strategies, and write logistics support plans and documentation. Determine provisioning requirements with working groups, coordinate supply support with OEM's and support vendors, and develop authorized stock age lists, materiel and NET fielding plans/teams and other programmatic documentation. Assists in writing procurement documents and supervise subcontractor/vendor deliverables. Monitor shipment/transportation of production items, initial fielding’s, spares, maintenance support, supply support, shipments and cost estimates of all repair parts for locations stateside and overseas. Program migrated to TACOM from QRC to POR in a six year period.

Northrop Grumman, Washington D.C. July 2006 to August 2007 – Project Logistician

As Project Logistician (Material Management), I was responsible for performing a wide range of tasks for the FAA's Terminal Facilities to include: FTI (FAA Telecommunication Infrastructure), and Power Generation for control towers and equipment planning to support new and existing projects in National Air Space (NAS) sites. Provide logistics expertise and assistance in the development of Facility Guidance policy memorandums to streamline the logistics process. Coordinate the tracking of equipment for reuse within the FAA, assist with integrated logistics planning for requirements documents and new equipment, disposition planning as guidance for the FAA’s NAS-wide equipment. Convene with Program and Project Managers, the FAA's Logistics Center, and regional and site representatives on project logistics-related matters in weekly and monthly meetings to provide recommendations on disposition of Terminal assets. Experienced with hardware and software systems procedures employed in acquisition, integration and deployment of FAA automation programs, communications, or aviation systems.

TAMSCO (Technical and Management Services Company), Calverton, MD July 2005 to Feb 2006 - Project Director

I served as the Project Director for the TAMSCO and US Army CECOM Generator RESET Program which included duties such as: knowledge of the Army logistics/supply systems particularly for unit and depot generator repairs, Army Tier 1 (unit level) and Tier 2 (depot level) maintenance operations; project management (with industrial experience) for cost and schedule forecasting and tracking of Army tactical generators. Planned and monitored with site managers the site location for maintenance operations for mobile teams at three locations across the United States. Worked and assisted the site managers to include establishment of organization and maintenance operations, supply procedures and reporting functions for daily status and conducted conference calls with the customer on a weekly basis.
