Mr. Hoke has an in-depth knowledge Supply Chain management gained during a career in Goodyear, Westinghouse and Bechtel He has held numerous independent managerial positions, managing technically complex programs that range from Nuclear Power Plant Construction to Complex Infrastructure Programs
Currently serving as Principal with WRA, a national construction claims consulting firm serving the surety and construction industries. This firm also assists Owners in drafting the construction contract
General Conditions to facilitate more cost effective management of their construction contracts. WRA contract drafting assistance and negotiation efforts typically reduce scope changes by up to 50%, and eliminate most disputes.

Director Of Infrastructure- London Docklands Development Corporation- Seconded by Bechtel to UK Government Company assigned the task of rebuilding East London which was bombed out in WW11 and left “as is” as new ports were constructed at the Oceans edge (new larger vessels could not navigate the shallow river sailing up the Thames and discharging cargo in East London.
The UK Government plan was to rebuild and revitalize the area by building new office buildings, public buildings and housing connected by a light rail system to regenerate the area as the Financial Capital of Europe. There were 25 infrastructure Projects behind schedule (over one year) and over budget causing significant concern as the Government had guaranteed
Private firm’s delivery of the projects by a specific time frame to enable the firms to cancel leases in Central London and move their offices. Bechtel was requested by Parliament to take over the projects and bring their schedule and cost back to the original dates. Assigned as the LDDC ( London Docklands Development Corporation ) Director of Projects to manage the contractors, sub-contractors the Bechtel team,( 10 total ) and the LDDC personnel to complete the 25 projects to the original schedule and
Budget. This was accomplished and the Prime Minister (John Major) came to the site and personally thanked the Bechtel team.
Project Manager-Army Chemical Demilitarization Program-Bechtel was selected to construct the facilities required to destroy the chemical arsenals stored around the US and abroad- appointed as the Project Manager to manage the construction of the facilities to destroy the chemical weapons. Program called for the construction of demilitarization facilities
at eight sites in the US.
Procurement Manager Bechtel National Corp- New Company formed by Bechtel to market and manage projects funded by Federal, State and local Government Agencies. Previously Bechtel did not bid on Government Programs and Local Government Agencies
Manager Contracts & Procurement-Bechtel Power Corporation- Umbrella Corporation established to manage the three Bechtel Power Companies (each covered a specific area of the country with the LA Power Companies handling he International market as well. Managed over 3000 personnel located in the offices and at the field locations of the projects.
Senior Manage Contracts- Jubail Industrial City – Saudi Arabia Bechtel was awarded a contract to design and construct a city in the eastern Province of Saudi Arabia that would take the flared gas from the ARAMCO oil field and utilize the gas to power new oil and gas plants to refine petroleum into downstream products that would bring higher values than just barrels of oil out of the well. Bechtel was to construct or manage the construction of the base industries and support industries and infrastructure for a city (area the size of San Francisco) including the construction of the utilities, the port, homes, schools, public and private buildings, etc., for a city planned to house a 350,000 population; assigned for four years placing contracts for the owner
(Royal Commission of Saudi Arabia) 800 million in placed contracts with firms from all nations, Korea, Japan, US, UK etc.)
Manager of Contracts and Purchasing Westinghouse Hanford Plant-Assigned to the Management Team to Construct the Fast Flux Test Facility which was a.precursor for the Breeder Reactor Program
Contracts Manager Plant Apparatus Division Westinghouse- Navy Nuclear Program to build and maintain the Nuclear Submarines, Aircraft Carriers etc. for the US Navy Program under Admiral S. Rickover
