DETAILED PROJECT EXPERIENCE

AECOM (2005-2011)

Design Build DDOT 11th Street Bridge Project

Washington DC Served as project manager for

AECOM’s design portion ($5.2 million fee) for this

$260 million DB best value construction project

including highway interchanges and 3 major river

bridge crossings. Managing all aspects of project for AECOM including budget and schedule adherence,

ISO Quality Assurance, Project Work Plan/Project

Quality Management Plan preparation, client and

agency coordination, and technical oversight of

several disciplines including bridge, highway,

drainage and SWM, lighting, signing, signals,

pavement design and three structural reports related to facilities protection, corrosion and bridge security. Design Build Route 655- Relocated Russell Creek

Road and US 58 State Route widenings/ new

signal design, Wise County VA (Constructed by

Dominion Power) –Two phase project including fast

track first phase project which included design of over 3,000 feet of new rural-local classification

roadway replacing existing route to be abandoned

due to construction of new Power Plant. Managed

design and coordination of all roadway elements

including geometrics alternatives, LG&T, drainage, high wall slope design, MPT, drainage and E&S/

Storm water pond design. Design also included

geotechnical analysis, 140’ long CONSPAN

foundation design, shop drawing review, project

scheduling, subconsultant management and

coordination with VDOT. The project was designed

and constructed in 7 months in 2007. Second phase

of project included US 58 lane widenings and new

signal installation. Second phase of project was

completed in 2008.

Roadway Reconstruction / Bridge Replacement,

SR 219 Section D09 PennDOT District 2-0,

McKean County, PA -Served as Project Manager

for $20MM construction project. PM for development of final design PS&E for reconstruction of a two mile segment of mainline SR 219 including the existing

Bolivar Avenue interchange ramp reconstruction and the rehabilitation of seven mainline and ramp

bridges. Managed VEACCT effort to down size

bridge effort and save $10MM to District 2-0. Project included MPT crossovers for mainline reconstruction and nine detours for interchange ramp

reconstruction. Utility relocations including

involvement with Buffalo and Pittsburgh Railroad

was required. Project also included drainage, lighting and ITS applications.

ms consultants, inc. (1999-2005)

PTC Allegheny River Bridge Project,

Pennsylvania Turnpike Commission– As a

subconsultant to FIGG, I served as ms consultants

Project Manager for replacement of the existing

mainline four-lane structure crossing the Allegheny River with a new six-lane structure. The western

limits of work begin at the SR 0028 bridges and

extended easterly over 1.5 miles along the Turnpike mainline to the SR 2082, Hulton Road over-crossing structure. The project was broken into two major

work orders, Work Order No. 1 was the replacement

of the Hulton Road Bridge; Work Order No. 2

included the mainline improvements including the

new Allegheny River Bridge. I managed the

preparation of environmental documents for both

work orders, all mainline improvement plans for the Turnpike including improvements to the Allegheny

Valley interchange and the mainline ramp structures and retaining walls along the new re-aligned toll

plaza and ramps. The Hulton Road replacement was

advanced as an early action design build contract

which I managed.

PTC Final Design, 54A of Findlay Connector,

Allegheny County– Served as Project Manager for

preparation of final design construction plans for Section 54A of the Southern Beltway, commonly

known as the Findlay Connector. This portion of the Beltway connects S.R. 0022 with S.R. 0060. The

design included modification of the existing S.R.

0060 interchange at S.R. 3089 (Moon Clinton Road)

to provide full access to and from S.R. 0060, in lieu of the existing ramps, which provided access to and from the south only. Other design improvements

included drainage improvements, traffic control,

erosion and sediment pollution control, utility

coordination, pavement marking and delineation.

PTC Interim Warrendale-High Speed E-Z Pass

Project, Allegheny County – As Project Manager, I

directed plan preparation and development of

specifications and estimates for this design/bid/build project for the addition of westbound and eastbound single high-speed EZ-Pass lanes at the Warrendale

Mainline Toll Plaza; also responsible for coordinating development of base construction drawings, and

plans for signing, traffic control, pavement marking and delineation, gantry structure and electrical

systems.

PTC Milepost 38-40 Design/Build, Allegheny

County – As Project Manager, I managed the first

PTC mainline DB project including modification of

Design Field View Plans into a Design/Build Plan

format, which included extensive design special

provision and construction specification work, and coordination with contacting DOT agencies across

the country and summarizing this information into a narrative report to the PTC, aiding the PTC in

preparing their first mainline DB Project.

PTC MP 31-40 Total Reconstruction Project,

Allegheny County – Served as project manager to

modify the roadway geometry for 9 miles of Turnpike mainline, widening the turnpike to a 50-foot wide

median to accommodate two additional future lanes;

(6 lane total), improvement of non-standard

horizontal and vertical curves; design of geometry improvements for the eastern portion of the

Warrendale Toll Plaza Project and improving the

Butler Valley Interchange (SR 0008) to provide

standard ramp acceleration and deceleration lanes. The project also included replacement of four

overhead structures (as design-build projects), 12 mainline structure replacements/widenings and

rehabilitation of four structures. A public officials’ information meeting was held for four local townships to discuss project impacts including road closures and detours and their effect on emergency services, police, schools and public transit.

Southern Beltway Transportation Project (U.S.

Route 22 to I-79) PTC, Allegheny and Washington

Counties – Supported project as Highway Design

Lead. Assignment included developing six alternate alignments to modify the Turnpike mainline

alignment to reduce structure skew with I-79 and to lower the interchange ramp profiles, thereby

minimizing visual effects to existing and future land users in the vicinity of the interchange.

S.R. 0079/S.R. 3025, Seneca Interchange Missing

Ramps, Butler County, Pennsylvania Department

of Transportation (PennDOT) District 10-0 - As

Project Manager, I directed preliminary engineering services, including preparation of a Project Needs Statement, environmental studies, alignment studies, public involvement program, project cost evaluation, utilities analysis, evaluation of project construction staging, S.R. 3025 bridge replacement, interchange point-of-access study, design field view submission, right-of-way plans and signal plans and 2 Public

Involvement meetings. Project included realignment of local roadways to provide a safe and efficient

transportation network for the motoring public.

Millennium Park Site Development Feasibility

Study/Point of Access Study, Lawrence County,

PA – As Project Manager, I directed development of the proposed S.R. 60/Kings Chapel Road

interchange, including a Feasibility Study that

developed interchange alternatives and construction costs for Full Diamond, Modified loop-on/Diamond,

Modified loop-off/Diamond and Hook Ramps/

Diamond interchanges. Two separate interchange

locations were developed including a Diamond and

Trumpet interchange at the SR 60/ Mitchell Road

location. The preferred alternative was the Diamond interchange and this alternative was advanced

through a Point of Access Study Report and a

Preliminary Line and Grade submission to PennDOT

District 11-0 and FHWA.

Environmental Documentation, Preliminary and

Final Design for Smithton Run Bridge

Replacements SR 3031, Westmoreland County –

Department of Transportation (PennDOT) District

12-0 As Project Manager, I directed development of alternative alignments to minimize impacts to local businesses, mitigate environmental concerns and

eliminate one of the bridges scheduled for

replacement The project scope was revised from

isolated bridge replacements to a more complicated roadway realignment (420 meters) and channel

relocation (230 meters) project. Two bridges were

still included in the project – Sections A01 and A03 – and to avoid an engineering supplement for the

project, the additional roadway, hydrologic and

hydraulic, and channel work was prepared by ms

while the District developed the bridge plans. This cooperative approach saved time and kept the

project on schedule.

Export Road and Route 130 Intersection

Improvements, Westmoreland County – As

Project Manager, I directed the realignment,

relocation, widening and reconstruction of

approximately 1,000 feet of existing roadway. The

work included replacement of County Bridge #17,

reconstruction of local road intersecting areas, and relocation and replacement of traffic signals at the intersection with S.R. 0130. Minimizing right-of-way impacts and maintaining existing roadway traffic flow were primary considerations for the project.

State Route 3017, Section B00, Utica Bridge

Replacement, Venango County, PennDOT District

1-0 – Project Manager coordinating all aspects of

roadway design and related tasks. The project

included replacement of the Utica Bridge over

French Creek and the realignment and

reconstruction of approximately 1,100 feet of

roadway. Final design included plans for right-ofway, construction, erosion and sediment pollution control, and traffic control, and special provisions and

estimates. I also provided coordination with Norfolk Southern Railroad, utility agencies and the public. Highway Occupancy Review Work Order

under

Open End Agreement, PennDOT District

1-0 – As

PM I managed the review of multiple HOP’s

for Erie, Crawford and Venango Counties

for the District under extremely tight

schedule time lines. Review included design

reviews for 60% level complete plans,

special provisions and estimates in order to

approve developer HOP applications.

S.R. 1002 Section L02 Bridge Replacement

Project, Lawrence County, Pennsylvania

Department of Transportation (PennDOT) District

11-0 –Project manager for preliminary and final

design services of the bridge replacement project. Preliminary alternatives development included

several alternatives with associated costs, public involvement, hydrologic and hydraulic analysis and close coordination with the District environmental group preparing the Environmental document. Final

design services included bridge design and

developing plans for right-of-way, construction,

erosion and sediment pollution control, traffic control, special provisions and estimates. S.R. 0224 State

Street Bridge Replacement Project, Lawrence

County, PennDOT District 11-0

-Project manager for Design Location Studies

including management of cursory bridge inspection. Alternatives analysis including alternative bridge locations and roadway alignments including

alternative intersection locations with SR 0551.

Management included coordination and

presentations to the District, construction cost

estimate development, design exceptions and report preparation.

Culvert Replacement, Roadway Reconstruction /

Overlay S.R. 0053, PennDOT District 2-0,

Clearfield County, PA – Served as Project Manager

for development of four proposed alternative

alignments during the preliminary design phase for culvert replacement and roadway realignment. The

proposed final alignment included a horizontal curve with standard lane, shoulder widths and pavement

cross slope with adequate transitioning, as well as a smoother vertical profile. The project also included an improved culvert/channel alignment to reduce

scour, drainage features to eliminate ponding and

driveway adjustments.

MacKay & Somps (1998-1999)

Sand Creek Road, City of Brentwood, California

Project Manager responsible for final design of a

new one-mile roadway accessing a new subdivision

development. This project was being developed in

conjunction with the State Route 4 Bypass Project

for Caltrans in Contra County, California.

Crow Canyon Road/ I-680 Ramp Interchange

Project, City of San Ramon, California Project

Manager for this preliminary roadway widening study to provide a widened Crow Canyon Road and

required widened and realigned on and off ramps at the adjacent interchange. Coordinated subconsultant traffic study, extension traffic control plans,

preliminary right of way plan development and utility coordination; served as the main client and Caltrans contact person.

MK Centennial (Morrison Knudsen) (1995-

1998)

Isabel Avenue (Route 84) Extension Project,

Livermore, California, City of Livermore Project

Engineer responsible for client contact,

subconsultant management and overall supervision

of preliminary and final design plans for a two-mile roadway extension project including a grade

separated interchange, new railroad bridge and a

half mile major channel relocation. Design of the

facility for both ultimate six lane and initial two-lane project required extensive coordination relative to structural, drainage and right of way requirements. Project included preparation of environmental

document, public meetings and coordination with

Caltrans, PUC, utility companies and environmental agencies.

Greiner, Inc. (1984-1995)

Benicia-Martinez Bridge Project, Contra Costa

County, California. California Department of

Transportation San Francisco, CA.

Working under the design team project manager,

Parsons Brinkerhoff (PB), Greiner staff under my

direction supported PB in the development of

preliminary plans for the proposed new Benicia-

Martinez Bridge Project in Contra Costa County,

California. The studies included preparing 23 miles of roadway geometry for two interstate routes, I-680 and I-780, the I-680 / I-780 interchange and toll plaza designs. Under my direction, Greiner developed

refined Line, Grade and Typical (LG&T) Plan

drawings for several crossing interchanges along the realigned state routes. My responsibilities included the design and review of interchange concept

drawings, quantity/construction cost estimates and preliminary stage construction analysis for the

following interchanges; Lake Herman Interchange,

Marshview Road Interchange,

Gold Hill Road Interchange, Bayshore Road/

Industrial Road Combined Diamond Interchange,

Southhampton Road Interchange and the Columbus

Parkway Interchange. In addition to development of these interchanges, we developed several toll plaza concepts providing toll plazas on the north and south side of the proposed new bridge crossing. Caltrans was very pleased with the preliminary report and my firm received very favorable remarks for our effort. Route 85/ Camden Avenue Interchange Project,

Santa Clara County, California. Santa Clara

County Transportation Authority The Camden

Avenue/ Route 85 Interchange Project included

developing final design plans for a new interchange providing access to both business and residential

areas in the City of San Jose, California via the new State Route 85 freeway. The interchange required

that the Camden Avenue arterial roadway be

depressed in order to keep the freeway profile as

low as possible to minimize noise and visual

impacts to adjacent communities. As a result of

lowering the Camden Avenue profile, significant

impacts to drainage and utilities resulted.

My responsibilities grew as the project progressed through design. I began the project as the project engineer for the project overseeing design

development of all roadway-related elements of the project. I was overseeing design and performing

quality control for the project reviewing construction plans, profiles, cross sections, right of way

requirements, drainage, culvert design, stage

construction, traffic signals and utility relocations. I coordinated with the specification engineer preparing special provisions for the project. I was elevated into the role of project manager after the 35% complete submission and had all client and inter-agency

contact responsibilities after that point in time. I continued to oversee all technical aspects of the

project and I signed and sealed the PS&E package.

Bay Area Rapid Transit (BART) DublinPleasanton

Extension Hopyard Road/ I-580 Interchange

Project, Alameda County, CA.

Served as PM for the Hopyard Road/ I-580

Interchange project which included the replacement of an overhead bridge spanning over I-580 and

interchange ramps and roadway improvements for

this partial clover leaf interchange. The project was required as a result of the widened I-580 median to accommodate the extension of the Bay Area Rapid

Transit (BART) line into Pleasanton California.

Included in the design of the interchange was

designing a widened over-crossing structure

constructed in two stages to accommodate all traffic movements during all phases of construction. Design modifications were required for all loop and diagonal ramps to match the widened interstate providing

improved design standards. The on ramps also

required HOV bypass lanes for future HOV

requirements of the I-580 interstate. I was acting project manager overseeing design and performing

quality control for the project reviewing construction plans, profiles, cross sections, right of way

requirements, drainage, culvert design, stage

construction, traffic signals and utility relocations. I coordinated with the specification engineer preparing special provisions for the project. I performed all client and inter-agency contact responsibilities and I signed and sealed the PS&E package.
