Federal Energy Contract Executive 6/2016 to Present

Serves as Energy Contract Executive to support our US Air Force Customer’s Facility Energy Program Development Division, which provides centralized planning, programming, and oversight of direct and third-party investments to implement the Facility Energy Capital Investment Plan.

Leads professional consulting services regarding the development and execution of Energy Savings Performance Contracts (ESPCs) and Utility Energy Service Contracts (UESCs) projects.

Administer and execute a variety of engineering service contracts, primarily ESPCs and UESCs.

Executed several ESPC contracts on several United States Airforce installations for a total over 650 Million dollars.

Perform Proposal Consultant vetting, selection, and coordination / de-confliction.

Executed several UESC Contracts on several United States Airforce installations for a total over 75 Million dollars.

Coordinate with Business Areas, Contracts, Pricing and HR and other staff members as required to shape a winning approach.

Leads financial and other aspects of contracts, proposals, concepts, and opportunities and provide written comments for multiple ESPC / UESC projects.

Leads mentoring and support to all, managers and supervisors to bring about the necessary cultural change within the company.

Ensuring proposal activities are executed in accordance with federal regulations and policies / procedures, and where permissible, tailoring processes and procedures as required to fit the size, scope, scale and timing of the opportunity.

Leads cost analysis, due diligence, and expertise and interpretation of applicable Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and Air Force acquisition and engineering policies.

Provide management and technical engineering support for multiple feasibility studies, facility design, energy audits, and construction programs.

Review financial, technical, engineering, and other aspects of proposals, concepts, and opportunities and provide detailed written comments on multiple projects, ESPCs, and UESCs.

Attend industry specific tradeshows and events such as Energy Exchange, FUPWG, etc. Actively participate in associations and networks which will assist in building the corporate brand and identity.
