PARSONS INTERNATIONAL LTD. Interface Manager, Doha, Qatar 2014 TO 2017
Managing Parsons Interface Team on the Lusail City Development Program Phase II, with estimated construction value of 33 billion USD. The key Interface elements included Infrastructure and landscaping works, bridges, underpasses, light rail stations and utilities, parking garages, electrical substations and utility buildings.
The Program consisted of 24 projects at various stages of construction or newly tendered or under Master Planning development. All Required coordination among different stakeholders; Project Managers and Contractors of the various projects, Mega Developers, Plot Owners, Qatar Rail (QRC), Al Khor Expressway (AKE) and the Supreme Comity for Qatar 2022 (SC 2022) regarding the Wet and Dry Utilities, Roads and Telecom.
As Interface Manager, the responsibilities comprised of:
A thorough understanding of the Technical Design aspects of the project.
Lead the coordination efforts among Discipline Leads through workshops between each Project and the surrounding Projects that included all concerned stakeholders; Parsons Interface and Design Teams, Project Managers (PMCM’s), Contractors, Design Consultants and the Client.
Managed the utility coordination of the Program (Phase II) identifying and resolving the issues between the projects that included Scope Gaps, Clashes, Redundancy and Misalignment in the coordinates and levels for the PW, SW, SS, TSE, DC, Gas, Pneumatic Waste, HV, LV, Smart City ELV, Fiber Optics and Roads.
Focal Point of communication on Interface and design change required the identification and resolution of the Scope Gaps, Clashes, Redundancy and Misalignment of Utilities between Parsons Project Managers and Designers, the Client (LREDC) Design Consultant and the Mega Developers, AKE, QRC and SC 2022, that included:
Resolving the LREDC Utility Encroachment inside the Mega Developer and Plot Owners Boundary. Providing feedback on the QRC Right of Way (ROW) Corridor requirements to the Master Plan and coordinating the connection of the newly required Storm Water Drainage along the rail track to the SW network of the various packages. Providing feedback to the SC 2022 Master Plan on the existing utilities and coordinating the design to avoid clashes in congested areas. Initiating workshops with AKE Designer and providing data on the existing utilities to insure proper Road and Utility connection to Lusail City.
Built efficient Communication and Team Work by working closely with Parsons Lead Designers, Project Design Consultant, Project Managers, Contractors and External Stakeholders in workshops and separate meetings to ensure good internal communications across all disciplines and the delivery of an issue free design that would avoid Abortive Works and Variations.
Ensured consistency and integration between the Master Planning, infrastructure master plan and infrastructure design by working closely with the Lead Designers.
Managed the coordination with the surrounding projects and Mega Developers to deliver the technical inputs for Wet and Dry Utilities and Roads during the Master Planning Process.
Acted on feedback from the Master Planning Team to ensure that the Lead Designer is aware of the requirements for utilities and Infrastructure throughout the Master Planning Process.
Ensured that the changes and developing details for the Utilities, Roads, Road Infrastructure and Stake Holders (Mega Developers, Qatar Rail etc.) are absorbed into the Infrastructure Master Plan.
Ensured timely delivery through proper coordination and communication of the Work Stream deliverables such as IFC and As Built Drawings, Interface Tie-in Points Matrices and Design Change between the Work Stream Delivery Leads and the Discipline Leads.
Timely resolution of critical issues with Senior Management including the Executive Director and Directors of Lusail City Development Project.
Lead the inspection, documentation and handover of the Road Systems (Asphalt, Safety Furniture, Street Lights, Traffic Signs, Wayfinding, Bridges and Underpasses) to Lusail City Operations and Ashgal.
Tracked the resolution of issues through regular weekly, biweekly and monthly progress meetings with the client’s Senior Project Managers and Directors of Utilities Design and Construction.
Reported and managed progress through the release of weekly, biweekly and monthly progress reports including the Utility Availability Report and Landscape Interface Tracker.
