Senior Director Administration, Operations, Planning and Development for the University Hospital of the West Indies. Member of the GOJ Ministry of Health Information Technology Planning team that reports directly to the Permanent Secretary. Member of the Strategy, Planning and Policy Board oversight sub-committee that is chaired by the UWI Principal – This oversight committee is responsible for all strategic plans and policies for the Hospital. Reported to the Chief Executive Officer as part of his team with an extensive Strategic & Operational remit across the Caribbean (16 countries).

Researched & Developed an ICT Strategy that was directly aligned with the overall Corporate Strategy. Also member of the corporate strategy and planning committee.

Drastic re-engineering of the ICT Division working along with the HR division to restructure and establish Governances and alliances across the entire Enterprise and 16 geographies.

Spear headed the design and implementation of a Programme Management Officer which sought to track and control all major projects within the Enterprise. This also included vendor management and contracts committee participation.

Spear headed the design and implementation of an eLearning Infrastructure and also engaged in the negotiation and selection of content providers to this Portal. This initiative not only reduced corporate expenditures in education, but is also being used by other C&W Business units to achieve similar results in their respective settings.

Led the design and technical implementation of the CWWI Online customer portal that delivered online bill payment, bill presentment, fault reporting and feature provisioning functionality.

Developed a Strategic Plan and budget for Business Intelligence across the Caribbean.

Completed a Business Intelligence / Data Warehouse Strategy with a framework consisting of Oracle, SAS, and Business Objects. This realized a 60% reduction in operating cost of the original solutions used to achieve similar objectives and tasks. There was also a drastic increase in efficiencies across the organization – reengineered usability and functionality.

Managed and expanded the Corporate Intranet, and implemented new templates and functionality across the Caribbean that enhanced usability and the “look-and-feel”.

Over 70% progress in extending the Data Warehouse to Barbados and Cayman.

Research and Implementation of a Converged VOIP Network that collaborate the entire Enterprise across all 16 geographies.

Design and Implementation of two Data Management Centers (DMC) which housed the Enterprise corporate Servers. This solution reduced the original infrastructure from 14 DMCs to two, causing a drastic reduction in both Capital and Operational costs. Jamaica’s overall costs was reduced by 17% for fiscal year 2002-2003 while Barbados by 10% for same period. The overall ICT strategy showed a downward trend in cost and an increase in efficiencies as illustrated by the financial reports and established KPIs.
