Environmental Engineer and Health and Safety Supervisor

Motivated and results-focused Environmental Professional/Health and Safety engineer with more than 30 years of experience in the management and implementation of remedial investigations, and EHS programs ensuring compliance with federal, state and local safety policies and requirements as well as complying with the US Army and Airforce environmental health and safety standards. Obtaining necessary work permits including safety work, hot work, excavation, and confined space entry.

Leading daily EHS briefings and providing safety orientation training to workers on-site to ensure a safe working environment.

Documentation and maintenance of required records for company employees and subcontractors including required training certifications, medical surveillance, inspections and audits, and incident investigations.

Maintaining necessary contacts and lines of communication with site, customer, federal and state regulatory agencies.

Ensuring that all hazardous materials on site are properly store and labeled according to all applicable requirements.

Documented EHS related activities on site with bi-weekly reports to the company EHS corporate safety Department.

Able to obtain security clearances to work in Army and Airforce restricted areas.

Professional Experience

Leidos, Inc. (Science Applications International Corporation (SAIC)), Dover, New Jersey, 1985 - Present

Key Projects:

Site Health and Safety Officer (SHSO), 2010 to present.

Managed construction activities at two boiler houses at the Iowa Army and Ammunition Plant (IAAAP). Enforce environmental regulations and oversee health and safety standards. Liaised with Army contractor American Ordinance and Leidos construction subcontractors to develop a cohesive work-site plan and assure compliance with Federal, State and Local, US Army and company corporate safety standards to fulfill a safe working environment.

Field Manager/ Health and Safety Coordinator, 2006 to 2010.

Member of the technical core team of the US Air Force’s ROAR (Results Oriented Accelerated Restoration) approach at McGuire Air Force Base in Lakewood NJ. Used innovative sampling and analysis strategies combined with state-of-the-art drilling methods to achieve a rapid site characterization/remediation according to NJDEP’s remediation regulatory programs. Managed and implemented all Health and Safety aspects of the project ensuring adherence to federal, state and local safety requirements by Leidos and subcontractor employees.

Field Supervisor/Health and Safety Officer, 2004 to 2006.

Performed groundwater and soil sampling and managed the collection, handling and shipping of samples at Chevron sites in New York and New Jersey including the former Chevron Perth Amboy refinery according to NJDEP regulatory requirements. Led daily safety meetings at Perth Amboy Refinery in Perth Amboy, NJ

Multimedia Risk Assessor, 2002 to 2006.

Evaluated risk and environmental regulatory compliance at US Army National Guard facilities in Minnesota, Delaware, Pennsylvania, New Jersey, Hawaii, Kansas, and Arkansas.

Field Oversight Manager/Health and Safety Officer, 2002 to 2004.

Established strategic methodology for instituting an environmental compliance program at the American Airlines (AA) Terminal 8 & 9 Redevelopment Program Site at JFK according to the requirements of USEPA Region II and NYSDEC. Supervised treatment technology utilized before and during installation of underground utilities to ensure proper handling of contaminated groundwater and soil. Directed fuel-line decommissioning to ensure the highest safety standards while preventing pollution. Maintained vital project data, documented project activities, and administered health and safety initiatives on site.

Project Engineer, 1993 to 1995.

Assisted the Ontario Ministry of The Environment (MOE) in developing provincial effluent guidelines for the Organic Chemical Manufacturing and the Petroleum Refining sectors. Compiled up to five advanced technological treatment options for each of the 27 OCM facilities, weighing costs with environmental needs and performance goals. Centralized research and program development at seven petroleum refining plants in Ontario

Work Assignment Manager/Project Engineer, 1985 to 2001.

Guided USEPA’s Industrial Technology Division in the development of effluent guidelines for the Centralized Waste Treaters (CWT) Industry and the Organic Chemicals, Plastics, and Synthetic Fibers (OCPSF) industry. Facilitated health and safety strategy during environmental testing process. Wrote supporting documentation for both industries as part of the final EPA Development Documents for the proposed Effluent Guidelines. Aided USEPA by answering industry comments with regards to proposed regulatory changes for Effluent Guidelines.
