Department of State, Office of the Global AIDs Coordinator; Quality Lead supporting the development of comprehensive test strategy, implementation and execution for various systems including Data Accountability, Transparency and Impact (DATIM).
Department of Transportation (DoT) Federal Transit Agency (FTA); Conducted activities to define the data strategy and future state architecture solution for the FTAs approach to support a Safety Management System. This three-month effort entailed interviewing over 30 stake-holders and experts both external to and across the different modes of the DoT. The deliverable included a robust data strategy, conceptual data model, a set of capabilities, conceptual architecture model, as well as a notational implementation roadmap.
General Services Administration (GSA); Development of Live Test Demonstration test scripts and test strategy, Electronic Assess Systems (EAS) requirements, and fraud analytics requirements in support of the SmartPay 3 acquisition support.
Veterans Administration, Veterans Health Administration; As a Manager on the Virtual Lifetime Electronic Medical Record (VLER) Program Management Office (PMO) support team Eddie managed the SQA team. After transitioning his team and taking over from the outgoing incumbent, severe gaps in testing was discovered as well as significant oversights in planning and documentation resulting in having to redo 6 months of work partially completed by the outgoing team. With stringent and robust processes implemented, under his leadership the SQA team was able to clear the backlog of SQA testing, delivering quality documentation, and bring the team current and on pace with the published development and production schedules. Eddie managed a team of test engineers, developed test strategies and lead teams to execute them to successfully deliver SQA assessments. Test strategies included both black box and white box testing, cross coordination between multiple teams across multiple and complex technology platforms, and meeting tight deadlines.
Veterans Administration, Veteran Affairs Center for Innovation (VACI); Manager on the Making Allergy Information More Accessible project. This project is one of the innovations projects with a focus on developing a proof of concept within the Electronic Health Management Platform (eHMP) to make allergy information more visible on a patients’ electronic medical record at the point of care. With collaboration of the innovation stakeholders and medical experts, the team developed within the eHMP framework methods to highlight and make prevalent patient’s allergies at the point of care and when medications are prescribed and before orders are fulfilled. The proof of concept can be leverages for future eHMP development projects.
Veterans Administration, Veteran Affairs Center for Innovation (VACI); As the Project Manager for t the Implementation Readiness Analysis and Review (IRAR) contract, Eddie led a team of twenty resources test and evaluate five innovation projects. The IRAR support contract was awarded to standardize processes in the areas of Quality Assurance, IV&V, to prepare documentation for security certifications as well as accreditation and to assist the Veterans Administration to evaluate the innovation projects against the Office of Information Technology’s (OIT) Class 1 deployment requirements.

Veterans Administration, Veterans Benefit Administration; As QA Manager and Sr. Consultant Eddie is supported the Veterans Benefit Management System) VBMS Rating Board Automation 2000 (RBA2000) Modernization project. Eddie is a Lead/Senior Test Engineer for the reengineered VBMS-Rating (VBMS-R) application which is replacing RBA2000. VBMS is an overarching application that the Veterans Benefits Administration (VBA) is building to process veterans claims electronically from Claim to Rating to Award to Payment. Eddie’s duties included test case and test script development and execution, training members of the Test Team (peers), managing testing resources across the project, requirements elicitation, facilitation, and authoring functional and technical documents including the Master Test Plan for the project. He served as a liaison between Government SMEs, external teams such as the Section 508 Compliance Test Team, the IV&V teams and others providing updates and training when needed. Eddie provided detailed analysis of defects that were found through his testing, the test team, IV&V and other resources such as UAT to provide recommendations for Triaging Defects. The project is managed using AGILE SCRUM and was performed in the Agile Integrated Development Environment (AIDE) using tools such as the Rational Team Concert (RTC), Rational Quality Manager (RQM), and rational Requirements Composer (RRC).

Eddie writes software development documents such as RSD, SDD, patch descriptions as well as end to end user documentation. Eddie is responsible for identifying and documenting functional and system requirements through systems analysis and working with SMEs and stake holders as well as the VISTA Imaging development team. Eddie supports cross functional initiatives across VA systems which interface with the VISTA Imaging Display and Capture applications. He is also responsible for requirements management and traceability for the VISTA Imaging Display and Capture applications. Eddie is also supporting VISTA Imaging business model development through detailed analysis of use cases and requirements for each of the VISTA Imaging domains as well as establishing and maintaining a requirements management database.

The services provided are software evaluations (commercial COTS and Government owned), business and functional requirements solicitation, business process improvement, operational assessments and feasibility studies researching and documenting standard operating procedures (SOP) and validating standard installation procedure (SIP) documents, research, develop, document, implement and train branches in best practices for document management and business process improvements on a variety of operational and managerial subject areas.

Department of Housing and Urban Development’s (HUD) Public and Indian Housing Information Technology (PIH-IT); Systems Engineering and Technical Assessment (SETA) included completing detailed system analysis, assessments for requirements management, configuration management, and re-engineering key components of the HUD SDM.
Completed and presented assessments and recommended improvements on PIH-IT Software Engineering methodology while assessing System and Segment Specifications (A Requirements), Development Specifications (B Requirements), and Production Specifications (C Requirements). As an Independent Verification and Validation (IV&V) component, worked closely with project teams in assessing SE and SDM artefacts throughout various stages of the SDLC.
Performed research and provided recommendations for key methodologies to improve IT processes to support CMMI Level 2 compliance efforts including authoring CMMI PPQA, Measurements and Analysis plans, and project costing methodologies and project management practices. Provided support to TRPIT in defining, developing, testing and implementing a large-scale marketing and investment data repository by defining business and functional design requirements through documenting functional design specifications, use cases, process and state diagrams while working closely with the business owners, end users, and TRPIT technical teams. This repository consolidates data from numerous information providers for stocks, bonds and other investment vehicles and market measures.
Primary responsibilities were to interface directly with vendors to ensure timely delivery of data, creating and verifying data specifications, creation and execution of test plans as well as facilitating requirements sessions, documentation and serving as a liaison between the T. Rowe Price business units, data providers (vendors) and development groups.
This project required the use of requirements analysis, information engineering, and facilitation between internal and external resources in the organization as well as test planning, test case execution, defect tracking, documentation and Verification and Validation.

T. Rowe Price Investment Technology (TRPIT) Provided consulting services in the capacity of a Sr. Business Analyst to T. Rowe Price, TRPIT (Investment Technology). Performed detailed analysis on project definition documents to decompose the business need and provided estimates for the scope of the projects. Provided a complete analysis of the functional impacts to the shipping systems the initiative impacted. United States Army, Corps of Engineers; Supported efforts to perform data Modelling and data requirements analysis for the United States Army Corps of Engineers (USACE) Program and Project Management Information System (PROMIS) and Resident Management System (RMS) in support of refining existing data structures. Utilize reverse engineering
Techniques, analysed complex Oracle physical data structures, isolated and modelled current end-user data requirements; identified and integrated overlapping business areas; identified and refined corrupt business rules; and developed new, robust business rules. These duties were performed within proscribed IDEF0 and IDEF1X methodologies.
Following the reverse engineering of several geospatial utility databases supported development of conceptual Modelling of the systems and subsequent preparation of the data for standardization at the DoD level. Purged data structures of redundant data in accordance with Data Normalization rules, modelled the data in accordance with the IDEF1X data Modelling notation, and integrated numerous data model views with the U.S. Army Corps of Engineers Integrated Enterprise Data Model. These activities resulted in the
reduction of duplicate data objects and increased data sharing and interoperability within the Corps.
Federal Energy Regulatory Commission (FERC); Developed a Y2K solution that integrated three legacy systems into one custom knowledge management and workload tracking system. This required the project team to analyse the three legacy systems to determine business processes, functional and technical requirements, and to reverse engineer the systems to their basic functions. Supported business-reengineering efforts analysing requirements, developing software tools conforming to specific requirements. Served on several teams that forward engineered these components utilizing Live link, a knowledge management and workflow tracking system and Visual Fox Pro with Live Link O-script into one software application.
Utilizing Live link’s workflow painter developed custom workflow-tracking models based on requirements. Conforming to the functional requirements painted workflow maps using Livelink to automate manual business processes.
Wrote technical documentation for the system and training material. Developed Standard Graphical Interface standards for the system. The software was written in a combination of Visual Fox Pro and Live link O script. Designed office specific training material and documentation used by instructors for the workload tracking system. US Small Business Administration (SBA); Conducted extensive evaluations of several COTS software packages against specific functional requirements. The COTS packages evaluated were for systems specific to client tracking and reporting.
Gathered data requirements through interview and facilitation sessions. Analysed and compiled the requirements, and assessed the software functionality against the requirements. Based on the evaluation of the various packages and recommendation, the SBA moved forward to develop a system to meet them

Facilitated several sessions to enhance the specific data and functional requirements and to determine the specifications of the various user screens to be designed into the software. MCI Worldcom; Lead a project team to analyse and document 14 TELCO systems specific to auditing and track billing information. As the project leader conduct interviews with developers and end users for each of the systems to gather detailed design information of the RDBMS, functions and table and field definitions and documentation and evaluation of system requirements functional and technical. Using the collected information, I authored technical papers detailing the system including functions, table and field definitions, inputs and outputs, and provided process and data models for each system.
Conduct Impact Analysis reports for TELCO systems that require upgrades as dictated by Carrier Access Billing Systems. Systems are specific to collecting billing information from the local phone companies across the Unites States, Canada and Mexico.
