Assurant, Inc., through its subsidiaries, provides specialty protection products in North America, Latin America, Europe, and internationally. Assurant Specialty Property segment offers homeowners insurance, manufactured housing insurance; lender-placed flood insurance, multi-family housing insurance, and mortgage property risk management; and property preservation, and restoration and inspection services.

Program Financial/Resource Analyst – Project Management Office

Financial, vendor and contract management of a $114 Million Agile IT project including forecasting and reporting. Increased responsibility to coordinate with six team leaders to develop new monitoring tools and resource management.


Developed budget template and got the budget approved from $114million to $148million.

Presented and got approved 2017 forecast in the amount of $24million.

Only after eight months, my responsibilities increased to monitor a total of 6 projects in Encore portfolio of over $200 Million.

2.United States Agency for International Development (USAID) contractor in Afghanistan 8/2008 to 2/2015

USAID is primarily responsible for administering civilian foreign aid and it is organized around country development programs managed by resident USAID offices in developing countries or its missions, supported by USAID's global headquarters in DC.

Senior Financial Project Manager

Provided financial / operational expertise to various government contractors in Afghanistan due to my extensive regional experience.

Responsibilities included but not limited to:

Rebuilding the financial activities of the government at local and provincial level.

Providing functional IT expertise for monitoring and evaluating the financial activities of the government.

Rebuilding the private sector through grants and in kind donations.

Established, distributed and enforced a Tax ID program (similar to a Federal Tax ID)

Championed developing alliances with Afghan businesses to expand operations in order to create jobs.

Encouraged business growth by improving business planning through executive training programs.

Supported the Treasury Department in achieving Micro Economic goals.


Seasonal ice cream manufacturer needed to expand production to non-ice cream products to create jobs in the community for the entire year. Advocated a $1 million investment on the part of the US government to purchase machinery and equipment for the production of cream cheese. Business plan was developed and submitted to US government and a partial investment of $500,000 was allocated to this expansion through USAID's grant mechanism.

3. UNITED HEALTH GROUP Irvine, California 11/2006 to 8/2008

Pharmacy Benefit Management company, specializes in the delivery, clinical management and affordability of prescription medications and consumer health products.

Senior Financial Analyst: Within Financial Planning and Analysis team accountable for multiple departmental annual budgeting exceeding $1 billion, quarterly forecasting and variance analysis. At the request of the Director of Finance performed ad hoc analysis and M&A analysis when needed.


OptumRx identified a target company for acquisition. Reviewed target company’s financials and performed due diligence analysis. Identified synergies and cost cutting measures to make the company more attractive once the acquisition was finalized.

Departmental cost overruns had become a problem corporate wide. Presented variances to the CFO and VP of Finance. Briefed those responsible and underscored the importance of accurate budgeting. As a result, cost overruns where brought in line.

Senior Consultant: Implement World Bank funded project for public Financial Planning and Analysis through the support of the Treasury Department in the capacity of internal control procedure advisor.

5.ABU CONSULT GMBH Afghanistan 3/2006 to 6/2006

Functional Expert: Restructure and evaluate the Financial Management Information System at the Ministry of Finance in Afghanistan. Study the systems and procedures, make recommendations and prepare request for proposal of future systems implementation.

Marketing: Public company trading on the New York Stock Exchange in the business of automotive retail.

7.FINANCIAL SERVICES VOLUNTEER CORPS Afghanistan 5/2004 to 5/2005

Country Director: A non-for-profit, private/public partnership whose mission is to help build sound banking and financial systems in transition and developing countries.


Developed and implemented technical assistance programs for Afghanistan’s Central Bank and Ministry of Finance.

Participated in joint discussions with UAE Security & Exchange Commodities Authority and Central Bank.

Implemented auditor capacity building exercise at the Bahrain Institute of Banking and Finance.

8.BEARINGPOINT INC. Afghanistan 7/2003 to 5/2004

BearingPoint Inc. (NYSE:BE) offers services designed to help clients generate revenue and reduce costs.

Senior Consultant: Implement the USAID funded Economic Governance Project; sustain a market based economic recovery. Interface between US Government’s representatives and Afghanistan Ministry of Finance; perform in the capacity of Reginal Manager in the northeast provinces with a staff of four Financial Analysts.


First and only Regional Manager to consistently achieve 100% Financial Reporting compliancy.

Revenue policy and financial advisor to the Revenue Department of Afghanistan.

Prepared and monitored Afghanistan’s monthly revenue and budgetary process.

Hired in accordance with USAID regulations, trained and motivated staff in an effort to establish a successful office.

Briefed high-level delegation of USAID, US Embassy, US Department of Defense and US Treasury.

Institutionalized computer reporting procedures for regional provincial offices to facilitate month end close.

9.THE RECOVERY GROUP Boston, Massachusetts 3/1998 to 6/2001

Turnaround Consultant

Provided turnaround and crisis management consulting services to businesses, creditors, lenders and/or investors. Development and managed every client to the integrated 3 statement financial including 13-week cash flow projection.


Client wanted to implement a leverage buyout of Bridgeport (public company; manufacturer of lathes). Participated on a complete due diligence of Bridgeport and identified areas of cost savings. The leverage buyout was successful and the company was turned around and sold eventually to a group of investors.

Second largest state-owned steel and rolling mill in Romania was severely down sized after the fall of the Soviet Union and was in need of privatization and cash infusion; with current sales of over $100 Million per annum.
