Senior Consultant – Public Safety

As one of LR Kimball’s original NG9-1-1 Senior Consultant’s, was directly involved with creating the initial specifications and requirements for the nation’s earliest NG9-1-1 adopters of ESInet and CPE solutions. Focused on aligning network migration strategies to accommodate existing ILEC and CLEC infrastructures, formulated ESInet technical and operational specifications through detailed assessment and analyses, determining gaps and resolution paths. Responsible for writing and working with Public Safety stakeholders, Procurement departments and customer IT representatives to define transitional solutions (early adopters) to NG9-1-1 domains as well as turnkey ESInet-focused domain creation utilizing geospatial routing in its earliest and most recent models. The first project after coming on with L.R. Kimball 14 years ago was to research the state of Tennessee to document Fiber locations, to vault line statewide. This was a 1 year project that produced a lot of data.

Led the design, RFP development, review and implementation for Palm Beach County, Florida’s multi-PSAP NG9-1-1 deployment. Inclusive in this $34 million program were ESInet, Routing and Customer Premise Equipment (CPE) deployed in a Host-Remote environment. Configuration included OC4 48 SONET network connecting to hosts in Orlando and Palm Beach, with ESInet connectivity to 5 notes and 17 other PSAP locations across the county, serving 162 Call Taking positions for region of 1.2 million people. Managed the project from cradle to grave, serving as Single Point of Contact (SPOC) for the county and stakeholders.

Was responsible for State of New Mexico’s Next Generation Network (Radio and 911) Feasibility study. Worked with radio and cellular vendors to assess total statewide network strategy. Brought in NG-SEC assessment expert and faciliated final report and recommendations forward. Served as lead consultant on DENCO Area 9-1-1 District NG9-1-1 project. Provided ESINet Network Consulting including full needs assessment, gap analysis, wrote RFP with client for network and CPE in one of nation’s first hybrid NG9-1-1 environments using ILEC-provided ESInet solution, i3-ready CPE solution and i3/RFAI routing solution to serve as bridge to i3 for client.

Worked as network SME on project responsible for establishing a capacity management team for High Speed Access Corporation in Denver, Colorado. This team managed networks going out to over 210 cities throughout the United States, managing network capacities for cable companies nationwide in these respective cities. As well, worked on the provisioning of the MediaOne.net service which was subsequently acquired by Continental Communications (later sold to AT&T and Comcast) prior to the focused consultation for High Speed Access Corporation.

Established their internal local area network solution and NOC interfaces into their headquarters location in New York City. Locations managed included South Korea, Alabama, two offices in PA and one in NYC. Held budget, schedule and project responsibility for IT operations.

Specialty network project lead for North Carolina firm providing advanced communication capabilities to premiere customers. Engaged in some of the earliest iterations of broadband connectivity for clients in residential space. Responsible for the engineering and implementation of said network solutions.
