REPRESENTATIVE EXPERIENCE
Mr. Mahato has 25 years of experience in ecological resources projects, and in managing TCEQ Dry Cleaners projects, environmental projects for environmental due diligence, field investigations and remedial activities; conducting subsurface investigations in a wide range of settings; supervising extensive drilling programs; Hazmat Evaluation; performance of fatal flaw analysis for power companies; installation and maintenance/operation of groundwater remediation systems; conducting wetland delineations and limited biological investigations/evaluations for threatened and endangered species; and, perform Tier II Screening Ecological Risk Assessments for the Texas Commission on Environmental Quality (TCEQ).
His specific expertise is in Site Remediation, Ecological Risk Assessment (ERA), Database Management for Environmental Investigative projects, and Environmental Site Assessments
(ESA). He has managed several TCEQ DCRP projects. He has also performed several Ecological Risk Assessments (ERA) for the Texas Commission on Environmental Quality (TCEQ) State Superfund Sites, including chemical, metal and waste disposal facilities and for EPA (Region 4 and 6). He has managed, conducted, or supervised environmental
investigations involving dioxin, polychlorinated biphenyls
(PCBs), trichloroethylene (TCE), benzene-toluene-
ethylbenzene-xylenes (BTEX), asbestos and other
contaminants.
He is a certified wetland delineator and has prepared several Phase I ESA reports accordance with ASTM Practice E-1527- 13.
His experience in Texas includes projects in the LPST Program (Chapter 334), Superfund Program, Risk Reduction Rules (Chapter 335) and the Texas Risk Reduction Program
(Chapter 350). Mr. Mahato is familiar with all aspects of the Texas Surface Water Quality Standards (TSWQS). He has been involved in numerous TCEQ Superfund Site Program Sites, TCEQ Dry Cleaning Remediation Program (DCRP) Sites, TCEQ Leaking Underground Storage Tank (LSPT) Program Sites and State Voluntary Cleanup Program (VCP) projects in Texas and Mississippi. Mr. Mahato has been involved in investigation and report preparation for Resource Conservation and Recovery Act
(RCRA), Facility Investigation (FI) interim remedial measures, Corrective Measures Study (CMS) and Fatal Flow Analysis (FFA).He has served as assistant project Manager for some of these projects.
He also used Geographic Information System (GIS) software for the desktop evaluation of potential receptors to recommend best route for proposed power transmission lines. As PM, Mr. Mahato has the responsibility for the contractual aspects of the projects and for the quality of all project deliverables. He has overall responsibility to ensure that all activities are performed in accordance with TCEQ
requirements and AECOM policy and has the primary
responsibility for decision-making and communication with the TCEQ and client. He is responsible for ensuring that the technical activities have appropriate planning and oversight for assurance of overall quality in data collection and report production to meet or exceed project requirements. Specific project experience at AECOM includes:
Project Manager: Site Investigations under TCEQ Dry Cleaning Remediation Program (DCRP). Mr. Mahato
prepared Conceptual Site Model (CSM) and field sampling plan for several dry cleaning facilities for remediation investigation. The Sites are a combination of active and inactive facilities and with dissolved phase plumes located both on and off Site. Reviewed laboratory analytical data for soil and groundwater and prepared Field Activity Report
(FAR), Monitoring Event Summary and Status Report
(MESSR) and Affected Property Assessment Report
(APAR). Mr. Mahato is familiar with the process of obtaining work orders and invoicing TCEQ, and has
worked well with the various TCEQ project managers in coordinating their efforts. As PM, Mr. Mahato has the responsibility for the contractual aspects of the project and for the quality of all project deliverables. Project Manager, Former Valeo Distribution Facility, Grand Prairie, TX: Mr. Mahato managed site
investigations for the former Valeo, Grand Prairie VCP Site. Site soil and Groundwater was contaminated with trichloroethene (TCE). He was a team leader to prepare APAR, MSD, and Innocent Owner Party (IOP) documents of multiple properties for the City of Grand Prairie and TCEQ.
Task Leader, Downtown Dallas Hotel Dry Cleaners
Dallas, TX. This Voluntary Cleanup Program (VCP)
Site formerly operated a dry-cleaning machine
approximately 12 feet below the ground surface (in the basement) involving the use of dry cleaning fluids and the generation of waste products. A groundwater
investigation was conducted in preparation of delineating the soil and groundwater impacted area for an APAR and MSD. Type and extent of services provided to date
include: Phase I and II RI Field Sampling Plan, APAR,
(which consisted of delineating the extent of on-site and off-site soil and groundwater contamination, water well survey, monitoring well installation and sampling, analytical testing, and analytical data evaluation), and coordination with City of Dallas and TCEQ for MSD
application.
Task Leader: Hazmat Evaluation of DART Streetcar North and South Extension Project: Mr. Mahato
performed Hazmat evaluation of the proposed DART
Streetcar north (convention Center Loop) and south
(Bishop Arts) extension project. The study area
environmental site assessment consisted of reviewing a regulatory database from Environmental Data Resources, Inc., (EDR) identifying sites with the potential to impact project activities, and conducting a site visit to verify database search results and identify other conditions. Draft and Final Reports were prepared summarizing the
assessments.
Task Leader: Cotton Belt Hazmat Evaluation Project: The Cotton Belt Corridor Regional Rail Project proposes implementation of passenger transit service on a 26-mile rail alignment extending from Dallas/Fort Worth
International Airport (DFW Airport) to the
Richardson/Plano area of Texas. Mr. Mahato provided an overview of environmental Hazardous and Regulated
Material (Hazmat) sites present within a one-half mile radius of the Cotton Belt Corridor; document any soil or groundwater contamination within a one-half mile radius of the Cotton Belt Corridor; reviewed the design concepts Mahendra Mahato, PhD
and assess the potential impact of existing Hazmat sites or contaminated ground on the project; and provided
recommendations for the alternate options or mitigation options at the areas of environmental concern.
Project Manager/Team Leader: Phase I and II
Environmental Site Assessment (ESA), Multiple
Locations, Texas and Oklahoma. Mr. Mahato has
conducted numerous ESA’s for retail, residential,
agricultural, and industrial properties throughout the states of Texas and Oklahoma. He has gathered information and produced reports from Environmental Data Resources, site visits, aerial photographs, environmental surveys, topographic maps and interviews to identify Recognized Environmental Conditions as defined by ASTM
Designation E 1527-13. He has also managed several Phase II site assessments for the sites which had soil and groundwater contaminations.
Team Leader: Ecological Risk Assessment (ERA) for Texas Commission of Environmental Quality (TCEQ),
Multiple Locations, Texas. Mr. Mahato performed
ecological risk assessments at superfund sites, including chemical, metal and waste disposal facilities. The Tier II Screening Ecological Risk Assessments were performed for terrestrial and/or aquatic habitats at several facilities located throughout the State of Texas. These habitats were assessed at these sites to gain an understanding of what chemicals of concern had affected the food web and ecosystem. Mr. Mahato conducted the site visits used to develop the problem formulation portion of the analysis. The problem formulation portion of the assessment identified the major factors (e.g., property size, potential ecological receptors, chemicals of concern, etc.) to be considered in the assessment. The analysis portion of the assessment discussed the media-based limits and dose response data used to derive PCLs, as well as information needed to estimate exposure rates to wildlife. The risk assessment portion of the assessment discussed the potential risks to wildlife from identified chemicals of concern. All site- specific data was incorporated into a Tier II Ecological Risk Assessment under the TCEQ’s Guidance for Conducting Ecological Risk Assessments at Remediation Sites in Texas. Team Leader: Ecological Risk Assessment (ERA),
Jackson, MS. Mr. Mahato performed an ecological risk assessment at an approximately 20-acre chemical storage and distribution site in Mississippi. Site topography included a creek and wooded areas. The ERA tasks
involved Tier I and Tier II (problem formulation and Analysis) report preparation for the terrestrial and surface water contaminated sites and were submitted and approved by and EPA region 4.
Team Leader: Wetland Delineation, Oklahoma: Mr.
Mahato performed wetland delineation at an approximately 22 miles water pipeline corridor in Comanche County Oklahoma. The wetland delineations were based on U.S. Army Corps of Engineers (USACE) 1987 Wetland Delineation Manual Technical Report Y-87-1. Site topography included a creek and wooded areas. The task involved desk top research, field reconnaissance, and report preparation and were submitted and approved by the client.
Team Leader: Database Management Systems
Specialists for TCEQ Program. Mr. Mahato managed
access database for PIE, SR114, and Happy State sites. For these sites laboratory sample results were added in regular basis and summary tables and letter reports were generated for the stakeholders. The quality assurances on all forms of data were performed prior to sending report to the clients.
Risk Evaluation/Corrective Action Program (RECAP), West Monroe, LA. Mr. Mahato participated in a risk- based assessment under Louisiana Department of
Environmental Quality (LDEQ) criteria for an
Underground Storage Tank (UST) site. The evaluation included affected groundwater and inaccessible soils beneath the on-site structure. The groundwater risk assessment was complicated by the proximity to a
designated drinking water segment of the Ouachita River. The submittal of a risk assessment indicating no adverse affects from remaining affected site media resulted in site closure.
Assistant Project Manager: Remedial Facility
Investigation (RFI), Jackson, MS. Mr. Mahato prepared work plans and groundwater monitoring reports and
evaluated soil and groundwater samples collected at a chemical storage and distribution facility in Mississippi. An Mahendra Mahato, PhD
Environmental Indicator Initiative report was prepared for the site according to EPA guidelines.
Team Member: Ecological Risk Assessment (ERA),
Chanute AFB, Chanute, IL. Mr. Mahato performed
ecological risk assessments at this active Air Force Base. The ERA tasks involved Tier I and Tier II data evaluation for terrestrial and surface water contaminated sites.
Fatal Flaw Analysis (FFA), Due Diligence Review for Land Development, Multiple States. Mr. Mahato
participated in multiple FFAs in concert with due
diligence efforts for several proposed gas-fired power plants in Mississippi, Atlanta, Georgia, and Tennessee. The FFAs evaluated pertained to various environmental impacts and permitting, regulatory approvals and other key, site-specific issues, including the assessment of wetlands and threatened and endangered species. Research included compiling information from the Environmental Protection Agency, the United States Fish & Wildlife Service, and local Natural Heritage Programs to assess if threatened and endangered species have the potential to be located on the properties under investigation. This information was compiled into a Fatal Flaw Analysis, which gave the client an understanding of issues that might hinder construction of their facility. Transmission Corridor Assessment for American Electric Power,
Southwest, AR. Mr. Mahato participated in a routing study for the siting of a proposed pipeline through southwest Arkansas and northeast Texas Counties. He was responsible for data manipulation in geographic
information systems (GIS) software from a variety of media, including aerial photography, and reviewed
additional documents for potential wetland presence, landuse patterns, soil types, topography, transportation corridors, sensitive vegetation, threatened and endangered species and other sensitive landuse data.
