FTSA is responsible for collecting and transferring wastewater for a population of approximately 40,000 throughout the Franklin Township. The Authority has 29 employees with an annual budget of $15 Million. As the Executive Director I was responsible for the general overall supervision and direction of all functions of the Authority including operations, maintenance, organization and finance, also responsible for establishing the annual operating and capital improvement budgets and recommendations for sewer rent revisions. Some of the other responsibilities included establishing personnel policies as well as hiring and firing of the Authority personnel. Reported to an appointed Board of Commissioners.

-A major water main installation project from the design to construction completion. Approximate project budget was 8 Million dollars.

-A one million gallon elevated water storage tank; supervised and monitored the inspection. Approximate project budget was 2.25 Million dollars.

Assistant Process Manager

August 1990 – September 1999

As Assistant Process Manager for a 210 MGD wastewater treatment plant, managed the day-to-day process and operation of the plant including the primary, secondary and the solids handling processes. Prepared environmental reports for regulatory agencies. Was in charge of a comprehensive study for evaluating and redesigning the plant’s secondary system from RBCs to conventional secondary activated sludge system. Prepared a SOP (Standard Operation Procedures) for the Sludge Thickening Process and developed and conducted a comprehensive training program for the plant operators.

Prepared the plant PPC (Pollution Prevention Contingency) plan.

Designed the hydrogen peroxide and potassium permanganate feeding systems as part of a comprehensive odor control system at the plant. Performed a comprehensive study regarding the odor abatement alternatives for the Plant.
