I've also achieved lowering costs and increased effectiveness on proposal preparation, by being directly responsible for the development of the Overall Proposal on behalf of the Prime Vendor and also the selection of subs and their part in the program.

This effort has resulted to numerous contracts for my clients and more work for all.

For international PTTs (Ministries of Post and Telephones ), I have advised them on the design, implementation and operation of satellite and/or terrestrial networks (space and ground segments), along with the design and implementation of new services including rural telephony, integrated transportable communications, high capacity secure mobile telephone systems, international satellite gateways using the Intelsat system and secure communications. These efforts have resulted not only in achieving the original goals, but exceeded original expectations in critical areas such as customer satisfaction, costs, efficiency, security etc.

For a Fortune 500 communications equipment manufacturers, I developed technical solutions to satisfy specific customer requirements, identified candidate technologies and suppliers needed to complement the in-house produced part of the system. Also, I've defined specs and in-house developed customized equipment, identified candidate vendors and negotiated acquisition of equipment and sub systems needed for each case.

I've also planned network configurations, performance criteria and road map for their implementation and also developed strategic planning approaches to attract new service customers as network users. These efforts achieved all the goals originally set and resulted in customer satisfaction and more business. For a major telecom vendor I implemented long haul microwave and cable transmission systems, interfaced analog and digital transmission facilities to local central office switching systems, and conducted end-to-end system performance tests and optimizations to ensure service quality. I also implemented alarm monitoring and control subsystems. The results translated to more business and improved profits.

Also, I have developed long range system design plans for several domestic and international telecommunications network clients. This included the definition of interface requirements between terrestrial and satellite networks, the dimensioning of switching nodes and transmission links to accommodate anticipated service levels and traffic loads, and achieved overall network cost savings in areas such as system implementation, expansion and O&M. Analyzed the feasibility of introducing new services to extremely remote areas via satellite for a common carrier. Based on the successful outcome of the evaluation phase, which demonstrated the viability of the proposed system, it led to the implementation of a permanent facilities, providing video, phone and data services.

Provided marketing engineering support to identify optimal system level configurations, equipment specifications and layouts and user documentation and training for the seamless implementation of new service offerings. PART 1 -WORK AS INDEPENDENT CONSULTANT

This is about the consulting work being provided directly to clients such as, Comsat General, Radiation Systems and others, including various PTTs ( Saudi, Indonesian, Greek etc) on as needed basis.

These consulting services cover most technical matters concerning satellite and terrestrial systems, while customer satisfaction is achieved through a rigorous, professional and results oriented effort.

Here are some examples :

1 - Network optimization and O&M has been an on-going support effort for clients such as the Indonesian Perumtel, the Arabsat and other networks., Areas worked on include, transponder operating point and loading, carrier and transponder assignments for single and multicarrier operation, link budgets and margins, performance monitoring, training and response to service failures strategy, failure analysis and lessons learned, implementation of required changes, overall results analysis and recommendations. 2 - Systems such as the Old (FM) Single Channel Per Carrier (SCPC) designed for thin routes is still in use on domestic links. These older designs require close attention and almost constant fine tuning (on their threshold extensions), due to system instability effecting the out-of-band signaling scheme implemented, which means the transfer characteristics for each link have to be very good otherwise no signaling info gets through and no phone circuit is set up, resulting into idling facilities and traffic congestion..

3 - O&M issues with newer SCPC systems such as the 64kbps system and its newer versions, as used in the Intelsat system, has also being subject for work with the above clients.

4 - The Intelsat TDMA operating at 120 Mbps with its DSI equipment providing a 2:1 voice compression, has also been the subject of consulting work for various clients due to its complexity, but also due to the High linearity requirement for the RF channel(s) in use, which means channel equalization issues, especially when multiple links to/from a single destination are involved (star configurations). 5 - Maintaining the uplink power (EIRPs) to a tight spec was also a challenge in the TDMA systems

The problem was solved based on an RF power detection scheme using fast response and programable equipment, which would allow taking power measurements at specific intervals and on specific sync burst and its part.

The resulting correction is then applied to the uplink drive in order to maintain the transmit power constant.

6 - Another challenging problem was how to protect the TV, Radio and voice/data traffic equipment at an earth station from being burned up during thunder storms, an occurrence that was going on for some time and in multiple locations in the above networks.

The reason for this was the difference in resistance to ground between an earth station in a valley, or lower elevation, versus that of the local TV and Radio broadcasting station, situated on a rocky mountain top, for better coverage. The solution Implemented,eliminated this problem and provided the protection needed.

7 - Consulting work in targeting specific business opportunities in - country and abroad has been provided to clients such as Radiation Systems, Comsat General etc, along with subcontractor selection and proposal preparation in response to RFPs.

This effort has resulted in new business for these clients, such as the satellite network connecting Portugal with countries in Africa and more work from Arabsat, Perumtel and others.

8 - The new TT&C (Telemetry Tracking and Control) earth stations for Comsat, providing service to Intelsat network are also included. In this case the work had to do with the final selection of station configuration, along with systems implementation and acceptance testing. PART 2 – CONSULTING WORK THROUGH OTHERS

1- Federal Engineering (Fairfax, Va – US) – 3/92 to12/95 Part time Provided consulting services to clients such as Sprint Telecom and on matters such as, network switchover planning and traffic transfer to new facilities, interface characteristics,performance crieteria, coordination etc.

- Recruit local agents, at the earth station locations, train and support them, in order to achieve optimum system availability and service quality.

- Work on special projects such as the “Eureka”. needed link margin to overcome the fade on each link, while providing basic phone service.
