I have been involved in various phases of LNG terminal, tank farm, pipeline and refinery construction and have provided extensive consulting on such construction projects with particular emphasis on the tank construction, inspection and repair. Jan 01-Dec 02: Tank Inspection Manager: Cooperheat-MQS Inc., Houston Texas.
P&L responsibility for companywide tank inspection operations (Domestic & International). Responsibilities include report writers, engineering, equipment, and operational personnel for the product line in addition to sales and marketing. I have been responsible not only for putting together a viable program but also for a an increase in excess of 500% in tank inspection revenue over a two year period with the highest net margins of any other product line in the company. I have accomplished the mentioned performance by negotiating contractual and commercial issues, providing HSE leadership at all times, of all projects and applying Quality Management principles. I have been the formal contact between Client's resolving all issues necessary for all personnel assigned to all projects. I have direct responsibility for project cost controls and schedules in addition to co-ordination procedure, project plan, and project execution strategy.
1997-2001: Corporate Level III/QA Manager/Project Manager: HMT Inc., Houston Texas.)
HMT is a multinational manufacturer of API Aboveground Storage Tanks, floating roofs and Tank Seals and provides engineering, repair and inspection services for such. The inspection division also engages in the inspection of pressure vessels and pressure piping in the Chemical & Petroleum Industry. I was responsible for technical personnel training, qualification and certification. I prepared and planned systematic and preventive actions required to ensure that materials and services meet specified quality requirements. Handle all Quality Assurance issues inclusive of new product line evaluations, quality auditing (inclusive of an ISO9001manufacturing facility), procedure establishment and implementation inclusive of welding procedure qualification and welder qualifications. Additionally I have a proven track record of Managing “Special Projects” where unique qualifications have been required from the proposal stage through completion. In such cases I monitored and assessed the quality of the work of all departments, manage the project team in the execution of all project activities, direct, plan, organize, communicate, guide and report on the project. Initiate corrective action promptly in all unsatisfactory situations, and develop project management personnel.
1996-1997: Project Manager 510/653/570, CWI, Level III Longview Inspection, Houston, Texas.
Responsible for Special Projects Management, inclusive of conducting coordinating and overseeing inspection services of pressure vessels, piping systems, storage tanks, fired heaters and boilers. Projects vary from turn around, to new fabrication, to welder qualifications, to quality systems auditing.
1995-1996: Sr. NDT Technician Level III & CWI: METCO, Houston, Texas. Responsible for conducting VT, MT, PT, UT, Rockwell and Brinnell tests on a variety of equipment from aerospace components to refining pressure vessels and storage tanks, to down hole and wellhead equipment. I worked with API, ASME, AWS and military standards on a regular basis. I also performed CWI activities such as welder qualifications and documentation review.
1994-1995: NDE Manager: Quality Concepts, Houston, Texas.
Responsible for day-to-day operations of NDE department. Selected and trained staff, maintained customer relations, implemented policies and procedures and performed nondestructive testing on piping systems, storage tanks, valve bodies and pressure vessels.
1992-1994: Inspector: Technical Welding Laboratories, Inc., St. Croix, and USVI.
Responsible for supervising and conducting nondestructive testing on piping systems, storage tanks, valve bodies and pressure vessels at Hess Oil Refinery, utilizing visual, ultrasonic liquid penetrant, and magnetic particle inspection techniques, as well as brinnell hardness tests.
1989-1992: Supervisor: Quality Services, MEI Quality Assurance LTD., Aberdeen, Scotland.
Contracted out to MOBIL NORTH SEA LTD. as a Materials Quality Supervisor. Responsible for materials quality control logistics of drilling and production operations for two platforms and two semi-submersibles in the Beryl Field. Heavily involved in connection testing of FOX, VAM, and NKK connections. Oversaw inventory of drilling and production equipment to include OCTG. Expedited manufacture of specialized down hole tools and coordinated inspection, maintenance, storage and shipping of wellheads, down hole tools and OCTG. Additional responsibilities included vendor sourcing for storage, maintenance and inspection of drilling and production equipment and ensuring compliance with quality standards.
1987-1989: Inspection Supervisor Quality Assurance: Gator Hawk, Inc. (Pipe Plantation), Houston, Texas.
Responsible for quality assurance training program. Responsibilities included conducting in-house NDT training in electromagnetic, ultrasonic, magnetic particle, liquid penetrant, and thread gauging inspections. Additionally responsible for overseeing inventory of OCTG, drilling and production equipment within a 300 acre facility.
1982-1986: Assistant Inspection Manager: Gator Hawk, Inc. (Pipe Plantation), Houston, Texas.
In charge of production of pipe being inspected, and planning systematic and preventive actions required to ensure that materials and services meet specified quality requirements. Responsibilities included: the disposition of pipe, correlation of flaw information between joints, run sheets, and the yard's computerized inventory, as well as attending to claims with mill representatives. Directly responsible for the maintenance of inspection equipment, expediting supplies, staffing inspection crews, training, performance and safety for as many as 36 crew members.
1980-1982: Inspection Supervisor/Inspector/Operator:OTI Inc., Division of Pengo Industries, Houston, Texas.
Began as operator-in-training. After extensive training with electromagnetic inspection methods and procedures, was promoted to operator, and was responsible for evaluation of OCTG. Oversaw electromagnetic flux leakage inspection, wet and dry magnetic particle, liquid penetrant and ultrasonic inspection, full-length drifting, hardness testing, and the inspection of the end areas of casing, tubing, drill pipe and line pipe by a crew of 6. Promoted to inspection supervisor of the Gator Hawk (Pipe Plantation) operation, and became responsible for the production and quality control of 4 in-plant inspection units with 4 operators and 20 crew members.
