The FAS CAP is critical to fulfilling GSA's mission as the administrator of the Federal Acquisition Regulations (FAR). This initiative is in place to provide the requirements development required to engage vendors and develop a SOW for the accompanying RFI and RFP to be used in a build or buy decision point. The follow-on project will deep dive into the implementation requirements. Developed the Executive Business Case (EBC) and provided input to monthly updates to the PMO for the Fleet and Personal Property Management (PPM) domain tracks.

Accountable for coordinating and developing the business and functional requirements for the domain tracks of GSA Vehicle Purchasing, GSA Leased Fleet Management and Personal Property Disposal as mandated by the FAR and other Federal regulations. Facilitated scores of requirements and other types of workshops with the Integrated Product Teams (IPTs) to understand the needs and wants of each domain in order to provide agile epics to seed the initial product backlog.

Performed Market Research for Enterprise Asset Management systems and engaged with various top tier vendors. Requirements management performed in Smartsheets with an upgrade path into Jira utilizing the SAFe 4.5 Portfolio framework. Artifacts created include the Program-level Product Backlog, standard and BPMN flowcharts, context diagrams and business process maps.

Maximus Ledger System to NC-CoReLS Uplift Project

The NC Department of Health and Human Services (DHHS), Division of Social Services (DSS) was faced with the retirement of the Maximus Ledger System (MLS) used by its 100 county offices to recoup over $650M annually in federal funds covering Medicaid, TANF, MEVS and other Title IV-E programs. I mentored the analysis team on requirements best practices. I developed 1,500 requirements by reverse engineering the legacy Visual FoxPro system and populating my own custom requirements database system with 12,000 data records. I validated requirements with business stakeholders. I architected the centralized web solution guided by the state security and system standards. I developed and received approval of state mandated SDLC requirements, solution architecture, data dictionaries and conversion plan. I assisted in the preparation of the build business case to the Under Secretary of DHHS who opted to go with the build case which saved the state $1.2M.

DHHS needed a plan to support the retired Maximus Ledger System while the rewrite project progressed to completion. I rebranded the MLS as the NC County Reimbursement Ledger System (NC-CoReLS) and implemented a phased rollout to all 100 counties. I trained support staff and created processes to troubleshoot and handle issues. The team saw a 95% reduction in monthly support calls with 90 days.

DHHS decided to run the rewrite as an agile project. I stood up the new team. I became product owner guiding the direction of the rewrite. I coached the team on the principles of Kanban and Scrum. I was the scrum master leading the agile ceremonies and trained the team to take over the scrum master duties. I designed the software solution utilizing C#.Net, WebAPI, AngularJS, SAML and SQL Server. I guided the team in the creation of the application framework. I installed Jira and loaded the 1,500 User Stories. I trained the team on the use of Jira. I updated the Kanban board and other public radiators. I created the SQL Server databases and wrote the custom stored procedures. I created a conversion program to move the legacy desktop databases into a multi-tenant SQL Server environment. The result was a cohesive high performing agile team well on their way to delivering a quality product on schedule and on budget.

US Postal Service/Service Performance Measurement (SPM)/Informed Visibility (IV) Project

The USPS SPM batch job produces performance metrics on the time for a package to travel through the Postal system processing between 500M and 1B postal transactions daily. I designed enhancements to the IV system to change it in a near real-time system. I researched advanced Oracle topics and provided specialized techniques for coding PL/SQL stored procedures on Oracle’s largest in-memory database installation. I documented the TO-BE states using BPMN in Visio. I validated Solution Architecture options. I mentored team members on requirements elicitation and modelling techniques and agile principles. I guided team members in the use of Version One to manage User Stories and Release Trains. The availability of current USPS SPM metrics was reduced 98.3% from 24 hours down to 5 minutes.

I created custom models in Rational Requirements Composer (RRC) to handle a hierarchy of Project, Scope, Business/Functional Requirement, Themes, Epics, Features, User Stories and Acceptance Criteria to provide robust traceability matrices. I created 2-way linkages to SAFe Release Trains in Rational Team Concert (RTC) and to support test cases in HP Quality Center (QC). Infoweb Program Modernization

The AOUSC was at the start of a multi-year project to migrate the legacy Infoweb web portal to more modern technology. I was the Scrum Master for an agile team creating various SDLC documents. I documented the 15 critical of the 65 systems comprised of Personnel, Early Buyout, Security, Emergency Notification System, Congressional Budgeting and Appropriations along with other systems. I evaluated Rational Requisite Pro, Microsoft Team Foundation Server (TFS), Telerik TeamPulse and custom SharePoint applications eventually selecting TFS as the Requirements Management tool. I installed, configured and administered the TFS server. I managed the development of a custom requirements application to interface with TFS.

I architected a custom reporting solution from TFS to create various standard SLDC documents in Microsoft Word. I developed the project team by discovering strengths and mitigating weaknesses. I managed the reverse engineering of the Infoweb Program applications. I implemented agile Scrum and trained team members on the methodology and processes. I mentored team members in requirements best practices. I elicited and validated requirements with senior executive stakeholders and product owners. I created SRS documents, Use Case specifications, Activity (workflow) Diagrams, Use Case Context Diagrams, Global Glossary and Global Requirements for each system. I used Microsoft Project and created Release BurnDown Charts and Task Boards.
