WORD & BROWN COMPANIES – Orange, Ca

Title: Senior Project Manager – IT Operations June 2014 – January 2017

Project Portfolio Manager for California Choice division to balance sequence of business and IT strategic projects with available resources.

Lead various application delivery and business process design projects including one major web site development project called Automated Choice Profiler (ACP). This vendor built website integrated with Cal Choice backend systems to provides on line ‘shop and compare’ of health plans from all carriers offered by Cal Choice. This was delivered on time and under budget. Collaborated with sales and marketing to advertise this to end users.

Successfully implemented the on boarding of National Health Insurance Corp (NHIC) on to Word & Browns web based carrier plan quoting environment for insurance brokers called Quotit.

Delivered Agile projects for the Word and Brown General Agency division including a mobile web application for field sales representatives to enter customer visit information on mobile devices for inside sales follow ups.

PACIFIC LIFE INSURANCE – Aliso Viejo, Ca

Title: Enterprise Program Manager – Sales & Marketing Programs August 2013 – April 2014

Investigated and planned the strategic on-boarding of a new business partner with an external marketing firm that innovates solicitations of term life insurance products to prospective property & casualty clients.

Using AGILE methodology, delivered mobile CRM Apps on iPad devices to Pacific Life Sales Recruiters.

CAPITAL GROUP COMPANIES – Irvine, Ca

Title: AVP - Sr. Program Manager, EPMO September 2010 – August 2013

Completed strategic transformation to plan, design, rollout and report on a new Enterprise Program Management Office to an enterprise wide organization of approximately 2000 IT and business associates, as well as 500 contractors globally.

Developed a centralized portfolio management process across multiple departments resulting in full visibility of the portfolio for the IT executive team. This linked strategy to programs, and programs to projects. The portfolio consisted of 100 active projects valued at $400M annually.

Balanced proper project sequencing with demand for critical skilled resources, 3rd party labor budgets and governance processes for strategic & tactical projects.

Functional owner & sponsor to implement, and continuously improve HP’s Project & Portfolio Management Center (PPMC). This SaaS PMO toolset resulted in $1.2M savings in hardware & support costs.

Lead all program development activities and Service Level Agreement definition for a $35M multi-year Property Policy Management Program. This strategic legacy replacement program was scoped to develop and implement an e-commerce solution on USAA.com.

Lead a matrix team of 40 USAA associates and 55 on shore and off shore contractors.

Title: Sr. Project Manager of Program Operations April 2003 – September 2003

Reported to the Director of Program Operations, obtained US Secret / COMSEC Security Clearances

Lead the development and maintenance of the program master schedule and all execution plans by conducting WBS decompositions and strategic planning review meetings with product team leads.

Integrated Defense Systems (IDS) - Long Beach, Ca

Title: Engineering Manager of Strategic PMO Planning & Delivery January 2001 – April 2003

Successfully delivered a strategic $3M program to add PMO processes & systems installation with training for 4 additional Boeing Aircraft programs.

Ensured first time quality expectations were met by aligning the ISO compliant manufacturing process requirements and Lean engineering principles with systems development life cycle methodology and CMM level three standards.

My team developed, delivered and supported a $4.5M program to establish a PMO for the C-17 program and built the C-17 Project Integration Tool (PIT). This web based reporting environment integrated data from existing systems for PMO visibility of project health information.

Realized benefits of reduced average major project life cycle from 1,000+ days to less than 400.

Title: Application Development Manager, C-17 January 1997 – January 2001

My team delivered and supported a $21.2M multi-year strategic initiative to develop and implement a global, paperless engineering change processing application called Configuration Management System.

Developed and delivered on-site training to over 8,000 end users and provided tier 2 & 3 help desk support personnel within eight US and international locations.

Achieved project benefits of more than $9.3M per year with the implementation of paperless, concurrent engineering processes and release processes, elimination of batch data processing, and the successful decommission of three costly legacy mainframe systems while consistently meeting SLA performance.
