PROFESSIONAL EXPERIENCE

BATTELLE MEMORIAL INSTITUTE, ARLINGTON, VA 2005 – PRESENT COMBATING TERRORISM TECHNICAL SUPPORT OFFICE - CLIENT PROGRAM ANALYST III (2007-PRESENT)

Provides RDT&E programmatic support to the Navy Finance Department and to both Navy & Army Contract Departments at CTTSO (Combating Terrorism Technical Support Office). Oversee billable functions for 450 programs of the Navy and Army Contracts Department. Swiftly process vendor vouchers and accurately posting vouchers in BIS (Business Information System) – this data is utilized to justify program execution data calls in support of the CTTSO programs.

Provide program management support to 12 CTTSO subgroups during mid-year reviews, Finance’s tri-annual reviews and end-year reviews and by swiftly resolving contract data issues, funding, and reconciling contracts to meet OSD benchmarks and ensure accuracy with DFAS.

Save department money by tracking, processing, and providing quality assurance for over 200 vouchers on a monthly basis, interfacing with NELO key players, ONR, DCAA and COR to resolve billing issues.

Mentor vendors on all aspects of billing and government voucher by making sure they are compliant with payment office requirements and provide clarification and guidance.

Responsible for BIS Data Management by posting and uploading accurate contract financial values and CLINs in BIS for the Navy and Army contracts department post contract award or/and contract modifications.

Increase efficiency and save Government money by simplifying and streamlining the invoicing process.

Assigned as the single point of contact to assist the Navy Contracting Officers by preparing post-award contract modifications such as: incremental funding, exercising and fully funding contract options and de-obligation, period of performance modifications, amend increase of level of effort clause, abandoned property, change in scope (revised Statement of Work), revise DD Form 254’s, replace contract payment milestones, change exercise dates, destroy material and amendments to payment clause contracts modifications and last minute SETA contract modifications.

Key Accomplishments:

Assisted with other front office special projects as needed. Traveled to Romania-Constanta to provide translation support for Jackal Stone Exercise - Special Ops Command Europe, on 09/2011, and to Romania-Sibiu for International Conference for Bomb Technicians & Investigators on 6/2011.

Chosen as lone representative to assist in scientific development effort- Remote Air Sampling for Canine Olfaction.

Initiated and conducted the successful closeout of 145 contracts that had expiring funds, completing the subject requirement within 14 days preventing the expiration of $240,000. On a monthly basis, process 50-80 closeouts for the Navy closeout branch by gathering required documents from the CORs and contractors.

Assigned as single point of contact to assist Contracting Officers by preparing post-award contract modifications.

In 2009, helped CTTSO overcome a tremendous deficit in obligations. To be specific, CTTSO was 20% behind the obligation benchmarks in February 2009 and one month later was less than 2% behind. Due largely to my efforts, CTTSO exceeded the OSD benchmarks for remaining of the year and has reduced the risk to the program budget.

Mentor new Program Analysts on contracts management and the BIS system (Internal Business Information System).

ADMINISTRATIVE COORDINATOR (2006-2007)

Performed contract administration for start-to-end support of Simulant Training Kit production and sale, logistical and technical support for the Strategic Partnership Program Agro-terrorism (SPPA), and program support for Technical Support Working Group (TSWG) projects and staff.

Supported development of all required subcontract, documentation including Request for Quote (RFQ), purchase requisitions, expedited procurement, Statements of Work, technical evaluations, and sole source justifications

Administered process for production and commercial sale of Simulant Training Kits to broad, interagency base.

Coordinated directly with clients (FBI, DHS, USDA, and FDA) and participants for pre-assessment meetings, non- disclosure requirements and delivery of technical information.

Managed all pre-assessment logistics, including development of read-ahead packages, name tents and badges, AV requirements and catering. Provided program support for all project and program managers in the Battelle Crystal City Interagency Group.

Key Accomplishments:

Identified several opportunities to reduce production costs by finding alternative materials and vendors for supplies, ensuring timely delivery, and quickly resolving problems with orders.
