• Responsible for managing the security program and the implementation of security policies and practices at multiple and diverse DHS sites and facility in accordance to (NISPOM) National Industrial Security Program Operating Manual, DOD Manual. I resolve problems in existing and planned physical security systems and programs; knowledge of Project Management, operation and integration of multiple Electronic Security Systems (ESS) such as: Physical Access Control Systems (PACS), Intrusion Detection (IDS), Closed Circuit TV (CCTV), Physical Security Information Management (PSIM) and other active/passive barrier systems and provide policy oversight; and knowledge of establishing system requirements, contract management of security related contracts, to include schedule, scope and contractor management.
• Participate in all aspects of recruitment and selection. I utilize interview techniques that foster an understanding of the goals and requirements of the position, while ascertaining information pertaining to the important characteristics related to the candidate's character, skills and knowledge. Provide an unbiased evaluation of all candidates’ responses to management for review and final action. Evaluate and provide feedback to existing position/description for classification determination.
• As a member of the (TWG) threat working group I participate in client and security panel meetings with management and other security professionals to ensure existing and new security awareness programs, (SOP)’s standard operating procedures, post orders, or modified policies, regulations, goals or objectives are complied with and in all instances where operational needs and requirements are at risk and recommend contractual changes for the development of enhanced processes.
• Provide input to serviced activities for analysis of HR recruitment requirements and resources while providing technical advice and guidance to employees and managers on employee and labor relations, performance, attendance, and dispute resolution matters. Provide policy guidance to personnel concerning their responsibilities, rights, the procedures and timeframes under various avenues of dispute resolution, including administrative grievance procedures, the Equal Employment Opportunity (EEO) Engaging and communicating with personnel, managers and the leadership in support of all operational related issues.
• Assist in Physical security assessments; (INFOSEC) Information security procedures, and manage the DHS access control program, also conduct investigations, personnel entry point screenings. Perform inspections as directed DHS policy (Post Orders), or as directed by the DHS Contract Officer Technical Representative (COTR) in the event of an emergency or an elevated (FPCON) Force Protection condition level, inspections may be conducted using automated technology or manually, visual surveillance and include, but are not limited to, inspection of packages, briefcases, purses, canisters, bags, valises, and other containers in the possession of visitors, employees, and other persons arriving on, working at, visiting, or departing from the facility.
• Provide expert advice and guidance to employees and managers on: Personnel Security programs, and policy, disciplinary and adverse actions, performance management, performance-based actions, grievances, and provide expert knowledge on labor relation activities including information on collective bargaining agreement. Provide guidance on policy/procedures as well as individual problems and situations relating to labor and employee relations.
• As a Federal Emergency Response Official, I provide clear and concise control and direction to personnel in emergencies and events, according to the (OEP) Occupant Emergency Plan, and active shooter plans. I respond to situations ensuring their prompt removal to a safe and secure location while assessing the danger and after personnel have been safely evacuate secure the scene for resolution of the adverse situation.
• Conducts on-site physical security surveys, perform inspections of all existing and/or newly installed checkpoint equipment and personnel. Determines compliance and/or verifies the adequacy and effectiveness of the facilities’ physical security procedures, access control, operating policies, and techniques employed to protect classified matter. Monitor and maintain (CCTV) closed circuit television, (IDS) Intrusion detection systems and other countermeasures or equipment while monitoring personnel, and visitors in DHS facilities to ensure the safety of all occupants and restrict the theft or destruction of government assets.
• Provide policy guidance as a (SME) subject matter expert on asset management and property exiting the facilities are receipted, equipment is accounted for by serial number on property receipt or other government approved form and an authorized government employee has approved the removal ensuring compliance with the government’s chain of custody regulations, procedures and processes. Analyze logistics contingencies to identify operational logistics requirements. Develop evaluation criteria to measure effectiveness of a logistics program. Coordinates with the contracting officer on all matters associated with contractor support.
• Set priorities, plan, coordinate, assign/schedule and track both routine and complex actions. I conduct, and evaluate performance evaluations to ensure workforce is aligned with organizational goals, budget considerations and staffing needs. I serve as the training liaison to ensure all personnel are scheduled and receive mandatory annual and semi-annual training.
• As a member of the 58th Presidential Inaugural Committee (PIC), I provided guidance to Logistics support representatives of the PIC, and the U.S Military joint task force serving on the PIC. I served as a liaison gathering data from Operations, Pricing, Customer Service, and Vendors to coordinate adequate security countermeasures were in place during the transport and delivery of goods and services supporting the PIC

• Review and evaluate Physical Security assessments, the risk management process and conduct follow-up actions as required; Train security personnel on the use and maintenance of the checkpoint countermeasure equipment to ensure policy and procedures are followed. Assisting the security program manager with compliance and maintenance of the security and screening equipment to include walk-thru metal detectors, x -ray machines, handheld metal detectors, duress alarms, (CCTV) cameras.
• Serves as the training liaison to ensure all officers are scheduled and receive mandatory annual and semi-annual training. Review all applicants’ resumes during the recruitment and selection process, participate and conduct in new hire interviews utilizing the existing position/description classification.

• Responsible for the operation, monitoring and testing of all security equipment to include, but not limited to X-ray machines, walk through and hand-held magnetometers, ionizers, air samplers, under-carriage vehicle inspection systems, active traffic barriers, and closed-circuit television (CCTV). Initiate required performance reports or documentation for corrective actions when security equipment deficiencies are diagnosed or identified to prevent further non-compliance.

Verizon Communications

• Responsible to install, replace, repair, rearrange service drops, aerial, buried and underground cables, and associated inside and outside wiring (aerial and buried). Connect drops, local cables, and inside and outside wiring to a variety of telecommunication terminals.
• Construct and ensure the connectivity of various cables to poles, buildings, and structures as required, using hand and motorized tools, following installation diagrams, work orders, service orders, blueprints and the Verizon Automated Work Administration System (AWAS) proprietary Laptop system.
• Analyze and evaluate detailed information provided by the service order, work order, Verizon’s AWAS and blueprints to include, but not limited to customer information and specified activities to be performed, utilizing appropriate tools, equipment and supplies to meet established customer objectives and company goals. Install fiber-optic cable to curb terminals and perform maintenance splicing for copper and fiber cables recommending program changes to enhance operations.
• Test and inspect to ensure that activities performed and all services are effectively installed and function within regulatory parameters. Test cable air pressure systems and perform required maintenance. Perform cable pair recovers for new work orders and non-work orders.
• Maintain subscriber’s analog and digital CXR systems (Verizon’s proprietary coding for service). Install, rearrange, change, repair and remove drops, cables, and associated wiring for private lines and circuits, verifying trouble-free connectivity with no deficiencies utilizing the 4TEL VRS/T 136 testing equipment. Utilize basic mathematical principles to determine the most practical and efficient method to install wire from external pole(s) to termination points within the internal facilities.
• Utilizing tact and ethical persuasion techniques work with customers to evaluate and design improved services, initiate sales efforts for enhanced network services and single line products. Make appropriate notations on service orders, work orders, blueprints, or other work documentation to indicate work completion, time on site, changes from original work requested, and charges for work completed using manual notations or Verizon’s (AWAS) Automated Work Administration System ensuring all records are accurate and up to date.
