Contract Specialist, USACE Eng. & Support Ctr., Huntsville, AL Mar 2013 –Present Grade: GS 12

Assigned to the ISPM Facilities Division Team. Presently serving as a DAWIA Level II Contract Specialist supporting the DLA-ENERGY Fuels program. The DLA-Energy Program provides recurring maintenance and minor/emergency repair to DLA capitalized equipment at 215 military sites in CONUS and OCONUS. Responsible for implementing and administering the Basic Ordering Agreement (BOA) contract vehicle with a current ceiling capacity of $400 MIL. For the past eighteen (18) months I have served as principal contracting advisor to the Program Manager, Contracting Officer, and Project Team members on all issues relating to the Fuels Single Award Task Order Contract (SATOC), eleven (11) Basic Ordering Agreements (BOAs) and seventeen

(17) active Task Orders. I routinely represent the Contracting Officer and the Program Manager in providing status briefings and program discussion to top-level and in-house managers and customer officials at various CONUS and OCONUS locations. Perform cost analysis, negotiate positions, review Independent Government Estimates, and negotiate, administer and close contracts on an extremely complex program. I have developed negotiation ranges and negotiated task orders, defending the government price and technical positions. I write award and debrief letters, prepare pre-negotiation and post-negotiation memoranda, and assist CORs with developing Statements of Work and Quality Assurance Surveillance Plans. As Ordering Officer for the Fuels Program, I review and authorize all service orders within my monetary level of authority, as well as, perform scope review and authorization for all emergency repair requests 24 hours a day 365 days per year. I review and authorize approximately 100 routine service orders and 25 emergency service orders per week and I have authorized over $10 million in service orders. I review all service orders above my monetary authority and make recommendation to the Contracting Officer for disposition. I have managed the workload, program training and the quality of work performed by two supporting contract specialists by reviewing documents for conformity with acquisition and socioeconomic related laws, regulations, policy and guidance. My expertise within the program involves the full range of contract specializations including acquisition planning, reviewing scopes, program delays, addressing process deficiencies, coordination of solicitations, negotiations, cost and price analysis, evaluation and award, protests, post award debriefings, kick-off conferences and administration and closeouts for all contract types including Basic Ordering Agreements, Sole Source, Firm-Fixed Price, and Cost Reimbursable.

Noteworthy Performance: Assisted in bringing on 200 additional Air Force sites to the DLAFuels program.
