Assigned to the Veterans Engineering Recourse Center, Activations Department, tasked with improving healthcare for veterans by enhancing the VA’s Investment into the activation of new services for more patients. Lead the set-up and construction for new activations, requiring extensive project management across multiple projects at sites located in disparate locations throughout the country. Oversee all aspects of site-based activation stages, from construction to remodeling, to project finishing, right up until the acceptance of the first patient.

PROJECT MANAGEMENT: Currently coordinating project management activities across 118 activations. Interact with the directors and project managers at each site to assess activation capabilities. Project manager for 8 highly skilled contactors used to deploy nationally to activating sites requiring assistance with their project management skills on major projects, each exceeding $5M. Provide the full range of supervisory duties to a section of remote and onsite employees.

QUANTITATIVE & QUALITATIVE ANALYSIS: Deliver guidance on a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Submit reports on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks. Develop innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting projects. Investigate and analyze adverse clinical operations, trends, and follow-through with corrective action.

INTERPRET VA POLICIES AND REGULATIONS: Develop administrative regulations and guidelines for the conduct of program operations and new criteria for measuring program accomplishments. Research and propose new and innovative ways to resolve or improve major problems. Assess program effectiveness while providing guidance and direction on a wide range of administrative policies, regulations, and precedents applicable to the VA. Utilize knowledge of VA program goals related to systems redesign, and the timing of key program events.

Leveraged the process map created by the Activation Process Improvement team to create a concordance, the first of its kind in the company and used as a template for others. Effectively included Portfolio Management tool to be used on all activations.

Successfully improved employee productivity by spearheading changes to enhance information security and ensuring 100% employee access to internet while protecting critical data.

Managed small development teams with the development and implementation of the Activation Management Process, improving the activating sites project management effectiveness by 98%.

Mitigated risk factors through careful analysis of financial and statistical data. PROJECT MANAGEMENT ACCOMPLISHMENTS:

Oversaw multi projects in the Information Technology Field, with responsibility for building a $175M network in a highly volatile combat zone. I developed the plan to acquire the equipment, needed traveled to the locations to get the equipment and completed the project in 47 days that allowed the Brits to leave early and go home. We then had 100% connectivity throughout the country of Iraq. Also during this time as the project manager, I was managing over 200 contractors and 150 services men around the country that managed the US network.

At the end of my last deployment in US Army uniform, I was approached by the US Forces commander as part of a new program being formed the Minister of Defense Advisors program. I was one of 35 out of 4000 being selected to return to the US and travel to the Pentagon to be trained by all of the US government’s top Afghanistan advisors on interacting with the Afghan Government minister of Interior Police Department.

I was given the task of managing the development and building the communication network for the police department. The project consisted of installing a fiber ring around the country to connect the 27 police precincts together to pass information safely. The total cost of the project was $89,000,000 and spanned a total of two years. I managed over 300 Afghan network specialists and over 200 contractors, achieving success on time and under budget.
