2016-Present Hagerstown Regional Airport. Mill and Overlay of Taxiway Alpha and reconstruction of Delta. Work also entailed placement of new Taxiway Signs and Lights with new Taxiway markings with remark of Runway 9-27. Placed new drainage structures per plan.

Taxiway C Rehab, involved removal of existing Taxiway hammerhead and construction of new Taxiway Charlie 1. Milled and paved Taxiway C and removed Taxiway Lima. Placed new signs, lights and markings. Also included rehab of existing Terminal parking area and construction of new. Placed new drainage structures.

Also responsible for daily, weekly and monthly FAA Reports.

JMT Project Experience:

40 years’ experience in highway related construction inspection management including 23 years as construction superintendent and 17 years in construction inspection/management.

2009-2011, Assistant Project Engineer. 4.7 Million $ Lexington Park, MD Street Scape Project. This project consisted of rehabilitation of 1.1 miles of MD 246 which included installation of sewer, water and storm drain lines, placement of new sidewalk adhering to all ADA standards. Mill& overlay of existing roadway. Signing and marking of roadway.

Duties consisted of field verification of grades, testing of concrete and soils, testing of aggregates. Ensuring contractor compliance of all work. Verification of change order work and documentation of all daily work. Daily inspection of MOT. Adding of red-line revisions to contract plans. Attendance to weekly staff and safety meetings.

2011-2014, Project review and construction inspection of Developer Projects in Calvert, Charles and St. Mary’s counties. Projects include Oak Crest, MD 235, Wildwood Phase I, MD 235, Scotland Heights Phase I, MD 228, Piney Church, MD 488, White Plains, US 301, Dunkirk Park & Ride, MD 4, Dominion Gas/Cove Point, MD 2/4, Oakland Hall, MD 2/4. Project cost vary from 0 .7 Million to 19.4 Million.

Duties consisted of Pre-Con for materials and construction review and inspection which included daily MOT inspection, testing of all materials, daily logs and field changes as necessary. Responsible for close-out of projects with final review and closing of all documents.

Sept. 2014 to Nov. 2014, Acting Utilities Supt. for District 5, Supervision of all utility Inspectors (9)for SHA in Anne Arundel, Calvert, Charles and St. Mary’s counties.

Duties included supervision of all personnel assigned to SHA and developer projects. Weekly staff meetings with SHA construction, and Utility companies. Resolution of all issues within projects. Review of inspection budgets for all projects. Implementation of SHA Policy on all projects. Review and coordination of ongoing and future projects.

Nov. 2014 to present, Utility Supt. for District 5 South, Calvert, Charles and St. Mary’s counties.

Duties include, supervision of and staff assignment for above counties.

Ensure contractor compliance with plans and specifications, enforcement of all sediment and erosion controls, Training of staff personnel, monitor project cost and overruns review and work closely with contractors, businesses and property owners to ensure all parties are satisfied.

Current duties also include supervision of Heavy Hauls for Dominion Gas in Calvert County and Mega Moves for CPV in Charles County.

2006-2009, KCI Technologies Construction Supt. of Inspections for Charles County MD.

Projects include 5.7 Million $ Western Parkway, 10.7 Million $ Billingsley Road and 11.7 Million $ Rosewick Road.

Duties included, Management and training of staff, Review& evaluate change orders and reengineering of projects. Monitor cost overruns and budget constraints. Maintain project records and finalize sketchbook. Ensure contractor compliance with plans and specifications.

1998-2006, KCI Technologies, construction inspection of Corridor H (US 48) from Wardensville, WV to Elkins, WV. Duties included compaction test and proof-roll of all fills, placement of storm drain facilities and backfills, placement and testing of sub-grade material, placement of HMA, signing and marking.
