Extensive experience in instrumentation and control systems, such as Integrated Control and Safety Systems (ICSS), Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), Supervisory Control and Data Acquisition Systems (SCADA), Fire and Gas Systems, Safety Integrity Systems (SIS), and Machine Monitoring Systems (MMS). Lead Instrument and Control Engineer, Cameron LNG E&C Houston TX

Cameron LNG natural gas new liquefaction and export facilities in Hackberry, Louisiana comprised of three liquefaction trains capable of exporting up to 12 million tons per annum (Mtpa), or approximately 1.7 billion cubic feet per day of liquefied natural gas with commercial operation to begin in 2018.

Worked for Operating company Cameron LNG as a Client to EPC contractor (CBI), Integration contractor (Emerson), RIE contractor (TPMG) and 3rd party packages and I&C vendors.

Responsibilities included:

Coordination and influence on project activities in support of the company’s operations. Primary interface with the Disciplines, Management, Business Development, Operations, Commissioning, Construction and Maintenance.

Key contributor to the development and execution of LNG liquefaction and delivery project. Reviewed, revised and approved project specifications, drawings and schedules. Developed work scopes for testing of I&C and mechanical packages for current LNG Trains 1, 2 and 3 and future Trains 4 and 5.

Provided engineering support for DCS and SIS implementation projects, turnarounds of import/ export LNG facilities and load/unload Terminal. Overseen fabrication, assembly and testing of Remote Instrument Enclosures (RIE) to house control equipment for DCS, Mechanical packages, Leak detection and Telecom.

Lead Process Control efforts, FAT and Integration tests, provided troubleshooting assistance for unusual or persistent I&C problems.

Principal Process Control Systems Engineer, IHI E&C Int Corp Houston TX

Dominion Cove Point LNG Liquefaction Expansion project (IHI-Kiewit JV) to convert the current LNG receiving facility on East Coast's (Maryland) into a bi-directional facility capable of loading/unloading ships for exporting and importing LNG by adding a liquefaction plant with yearly LNG production of 5.25 MT.

Worked on major equipment packages evaluation, such as: Main Cryogenic Heat Exchanger (MCHE), Heavies Removal Unit (HRU), Heat Recovery Steam Generator (HRSG), Heat Exchangers, Process Gas Compressors, Chemical Injection system, Drums and Vessels, etc.

That included P&ID’s, Datasheets, Specifications, ASC (Anti-Surge control), Allen-Bradley ControlLogix-XT, Integrated Control & Safety system (ICSS) based on Emerson Delta-V, Dresser-Rand Di-Tronics Compressor Control system, layouts, isometrics, interfaces, wiring diagrams, etc.

Lead I&C engineer on numerous energy and chemical projects including Wastewater Arsenic Removal for Phillips66 refinery in Billings, Mo; BP Highlands Ethanol with yearly capacity of 36 MGal; Patriot Coal Apogee Selenium Water Treatment in Logan County, WV; CPChem plastics project, Houston TX.

Principal Engineer I&C, Foster Wheeler Upstream Houston TX

Lead I&C engineer for technical proposal to develop offshore security towers to protect Qatar's oil and gas fields including feasibility study and front-end engineering and design work for eight offshore sensor towers used for surveillance.

Cardon IV Perla Development in the Gulf of Venezuela including Hub and three Satellite fixed offshore platforms, fiber-optic submarine cable backbone with VSAT backup and onshore SCADA.

Repsol Teak, Samaan and Poui (TSP) platforms, located offshore Trinidad. The facilities consist of fixed platforms interconnected by in-field pipelines, with oil export lines to the Galeota Point Treatment Terminal, operated by BP.

Responsible for engineering of instrumentation, control system, telecommunication, early warning detection and surveillance system for offshore assets and facilities. Project engineering duties include system engineering, project coordination, control system integration and safety analysis. Other duties include field assessment of facilities and equipment, field evaluation of safety system compliance, engineering and technical support, and start-up assistance.

Senior Supervising Engineer I&C, WorleyParsons Houston TX

Served as Lead I&C and Telecom Engineer on 5J Structure Development Project for WAHA Oil Company (Libya). FEED upstream project included 9 production wells, gathering and testing facilities and trunkline. Developed overall and sites’ control systems, produced general specifications and design basis for detail engineering and design of the facilities.

Chevron Phoenix product Terminal in South Africa and Bio-diesel upgrades for product Terminals in USA. Generated Architectural diagrams, produced all basic I&C specifications including PLC/DCS, Fire and Gas, ESD, CCTV, PA, Field Instrumentation, Metering and Proving, Tank Gauging, Loading/Unloading, etc.

Served as the World Bank Lender’s Independent Engineer for BP BTC (Baku-Tbilisi-Ceyhan) crude oil pipeline.

Served as the Lead I&C Engineer for large pipeline projects such as OXY West Texas Equity heavy crude oil project and Plains Patoka crude oil project, Produced the full scope of I&C and SCADA work from conceptual to detail design for pipelines, tank farms, pump stations, and custody transfer metering. Implemented Industrial Ethernet for field Instrumentation. Created control philosophy and generated Cause and Effect diagrams for all facilities.

QatarGas Offshore (Liquefied Natural Gas (LNG)) Project, Project included three new offshore platforms, two 38” pipelines and composite cable (fiber-optic communication and power) from offshore platforms to the onshore LNG plant. Contributed to safety of design by installing of automated Beach valves on both pipelines in presence of H2S in gas feed.

Served as the Lead Control systems Engineer for Sinoven, S.A. Vapor Pressure Reduction Project, Venezuela.

Enterprise Western Expansion Project. Modified and upgraded pump stations for a Mid-America Pipeline company.

Conducted a FEED for the Khafji FDP Phase 1 Offshore Facilities Oil and Gas project, including installation of two offshore platforms (flow stations), subsea pipelines for oil and gas transmission to shore, interconnecting gas and oil pipelines, subsea power cable, and flare system.

ExxonMobil – Cerro-Negro New Gas Plant, Gas pipeline and Metering system. Managed the control systems design, including ESD and Control narratives, Logic, and Cause & Effect diagrams.

Served as the Lead SCADA Engineer for TenghizChevrOil (TCO) project in Kazakhstan. Managed design of SCADA system for gathering facilities on Korolev and Tengiz oil fields based on fiber-optic communication network (over 500 km). Managed the systems integration of controls equipment at gas export pipeline with Inmarsat satellite communication system.

Served as the Lead Control Systems Engineer for GASCO Liquid Sulfur Pipeline (110 km at 285 deg. F). Developed control philosophy and SCADA architecture for seamless integration of ABB-Bailey Symphony DCS systems at the ends of pipeline. Developed fiberoptic communication network based on OPC over TCP/IP protocol to support SECT (skin-effect current tracing) capabilities along the pipeline.

Served as the Lead Control Systems Engineer for Termoacu High Pressure Steam Pipeline Project in Brazil. Managed the development of control philosophy of injection of superheated steam into oil wells and SCADA system based on UHF radio communication. Worked on leak detection and pipe-line integrity.

Worked on power projects, including design of metering, pressure regulation, and ESD stations of natural gas pipelines and fuel lines to power plants for TVA Lagoon Creek, Kingston, and Allen power plants and PPL Sundance power plant, computer graphics for Bailey DCS on Eastex Power plant, and radio communication system for Tractebel-Ennis power plant.

Served as the Lead Instrumentation Engineer for KOC-Crude Export project in Kuwait with capacity of 3MMBBL/D. Managed the design of instrumentation and control system for onshore (custody transfer metering skids, tank inventory and management, and local control rooms) and offshore facilities (CALM Buoys, SPM, and fiber-optic communication network).

Served as the Lead Instrument and Control Systems Engineer responsible for SCADA, Telecommunication and Control systems design projects in Algeria, the Constanta-Trieste Oil pipeline and Terminal in Romania and Italy, and the Trans-Caspian Gas Pipeline in Georgia.

Contrina – Venezuelan Extra Heavy Oil Project (VEHOP). Managed the generation of PDS/IDM database, specification of field instruments, and controls. Worked on P&IDs, 3D models, and control system configuration on the basis of database-linked IMEX export file to Honeywell DCS TDC 3000.

Worked on major petrochemical projects that have included COPESUL (Brazil) grass root Ethylene Plant project, Nova Ethylene Plant project in Canada, and Chevron (Port Arthur) Ethylene Plant Expansion Project. Managed the database generation, instruments specifications, control valves sizing, and control system configuration (DCS ABB Taylor MOD-300, PLC Triconex) on the basis of smart instruments and valves with Fieldbus capabilities.
