I am accomplished as a contract negotiator for commodities, services and labor agreements. I have over 33 years of experience dealing with used nuclear fuel storage (wet and dry), nuclear fuel procurement (uranium, conversion and enrichment) Project management and Contract management and fuel fabrication contract negotiations and management. I am well known in the nuclear fuel circle of experts and am comfortable interacting with industry executives. I have served on a panel discussion of nuclear fuel issues for both NEI and WNFM. I have also served as the Vice Chair and Chair of the NEI Utility Nuclear Fuel Committee. Responsible for procurement of all uranium, conversion and enrichment for all of Entergy's nuclear power plants. Manages a contract portfolio up to $500 million and an inventory close to $800 million. For business development negotiated and implemented term new contracts with the Russian, Chinese and Kazak companies. Also, responsible for numerous on-going special projects to the nuclear fuel cycle reporting to the Director of the Nuclear Fuels Department.

Consultant/Non-Core- Manager

Manager responsible for directing the activities of the Non-Core Project managers who are responsible for the design, procurement and installation of necessary ancillary equipment at the National Enrichment Facility. Functions include managing Sub-Contractors, facilitating interfaces with various departments and identifying areas yet to be assigned a responsible party.

General Manager of the Holtec Manufacturing Division (HMD) which generates on the order of $60 million per year in revenue.

Responsible for Holtec's Manufacturing Division' s management of 210-person work force consisting of management, engineers and craft labor to manage the plant' s performance as it relates to Safety, Quality, On Time Delivery, and Customer Satisfaction.

Business development activities included increasing staff from 130 to 210 people and grew HMD’s from 186,000 ft2 to 250,000 ft2.

Drove HMD’s safety incidence rate from 12 to 14 incidences per 200,000 man-hrs. to approximately 4 incidences per 200,000 man-hrs.

Drove non-conformances reports (NCR’s) down from over 3.5 NCR’s per 1000 man-hrs. to 0.7 NCR's per 1000 man-hrs.

Increased factory productivity by 300% with only a 60% increase in workforce. Achieved on-time deliveries 98% of the time.

Project/Contract Manager (1999-2005) (65 Months)

Holtec International Project Manager/Contract Manager for Holtec for the Diablo Canyon Nuclear Plant, Trojan Nuclear Plant and Humboldt Bay Nuclear Plant dry spent nuclear fuel projects whose multi-disciplined engineering efforts to receive a site-specific license was directed by me.

Project/Contract Manager for the Arkansas Nuclear Plant for a previously floundering wet storage project that, through successful contract negotiations, is now on the path to success.

Instrumental in bidding, negotiating and wining the multi-million-dollar PSEG Hope Creek/Salem ISFSI Construction Project. Managed project start-up and development and implementation of a "project partner" joint venture agreement.

Participated in contract negotiations in a now active Holtec/Energoatom ISFSI development project in Chernobyl, Ukraine.

Acted as Project Manager or Contract Manager (as a dispute resolver) for almost all Holtec's active dry

spent nuclear fuel storage projects.

Negotiated Contracts between AEP subsidiaries and Holtec International for the development of a first-of-a-kind multi-purpose spent nuclear fuel storage and transportation system. The market for this system is over $2 billion in the next 20 years.

Developed and implemented nuclear fuel procurement strategies on the international spot market saving AEP $30 to $40 million per batch of fuel. AEP was recognized as having the lowest nuclear fuel cost in the U.S. in 1996.

Successfully bid, negotiated and executed over 50 service or materials contracts with values ranging from $100,000 to $90 million.

Identified and implemented liquid radioactive waste processing contracts which have yielded saving ranging from $1 to $10 million per year since 1985.

Project Manager/Contract Manager for the Cook Nuclear Plant Spent Nuclear Fuel Rerack Project. Successfully brought this $13 million project in under budget and on schedule while implementing numerous industry design firsts.

Guided the Materials Management Department to reduce inventory levels and c01Tect various accounting deficiencies. Halted the increase of $2 to $3 million per year in inventory and reduced inventory by $2 to $4 million per year from a $45 million base inventory.

Through effective Contract Management reduced nuclear fuel fabrication lead times by over six months. This reduced fuel costs by $200,000 to $500,000 per batch.

Led eight team leaders in a division-wide process improvement project. The teams reviewed work control, configuration control, equipment reliability, operations and materials and services. Optimum processes were identified and more than a half of a dozen quick successes have been identified that provided immediate benefits.

Worked with senior management to develop division direction and strategic plans.
