Senior Project Manager

Responsible for installation of complex enterprise software for Maintenance Management Systems (MMS), Pavement Management Systems (PMS) and Fleet Management Systems used by state Departments of Transportation to manage their road systems. Managed upgrades to existing software systems and the implementation of Linear Referencing System (LRS) interfaces. Duties included: Directing delivery team members, developing and managing project/program schedules, scope and budgets (including project P&Ls); Managing client expectations and communications and reporting results to upper management; Managing team expectations regarding scope of work and responsibilities; Managing resource allocations and utilizations; Obtained client approvals and sign-offs on all major deliverables and prepared invoicing; Identifying and mitigating project/program risks; Facilitating requirement gathering sessions; Preparing project documentation including Project Management Plan, Risk Management Plan, Communication Plan, Scope Management Plan and other documents; Preparing weekly status reports and facilitating status meetings with the client and internally; Faciliated steering committee meetings with upper level client personnel; and Negotiating and resolving high level client issues. PM/EESOH Test Director

Successfully completed 20 Government Acceptance test events. As Project Manager, managed the requirements gathering and testing efforts for the Enterprise Environmental, Safety and Occupational Health (EESOH) program, a $10M per year web based software program.

Duties included: Creating and maintaining the project schedule; Hands on management of the government acceptance testing effort; Identifying resources and coordinating the efforts of geographically dispersed team members and outside testers (15-20 personnel); Assisting in identifying project requirements; Communicating project issues and recommending strategies to upper management.

Major accomplishments included:

Identifying and implementing new QA and test procedures to improve the quality of the software delivered to the federal government. These changes reduced the number of defects found during testing and the number of test cycles needed to complete UAT.

BAH Business Lead in the AFRPA CIO IT/IS division for 9 months. Participated in the strategic analysis of new software products and led the effort to develop an IT Governance Process. Facilitated monthly IT Steering Committee meetings and made recommendations concerning upgrades to existing software. Career Manager for 4 BAH employees in the AFRPA CIO IT division.

Assisted Air Force and Army commands in implementing project management principles in their IT projects. This included developing a Project Process checklist; recommending new testing and quality control procedures and preparing templates for the Requirements Management Plan, Communication Plan, Configuration Management Plan, Quality Assurance Plan and Test Plan.

Northrop Grumman January 2008 - June 2009

EESOH Test Director/PM

Held the position of EESOH Test Director with both Northrop Grumman and BAH. BAH took over the USAF contract from Northrop Grumman on July 1, 2009 and I continued in the same position. The duties performed as EESOH Test Director are listed in the paragraph above.

Software Test Lead

Test Lead for 3-5 testers during the successful implementation of a new payroll system for the Korean Nationals working for the U. S. Air Force in Korea. Engaged in SIT, FVT and UAT testing of client/server and web based software and report testing using a data warehouse. Participated in requirement reviews, design reviews and test planning sessions. Created manual and automated test scripts. Prepared test duration and effort estimates.

Project Coordinator

Project Coordinator for a project to develop accounting software for handling government contract procurement, transaction processing and billing. Successfully completed 5 software releases while leading a geographically dispersed test team (members located in Pensacola, FL; Indianapolis IN, Columbus, OH and Kansas City, KS). Project Coordinator duties included: managing complex software test events from inception to completion; writing Software Test Plans, training testers; facilitating daily status meetings; preparing reports for management including metrics and analysis; coordinating application of software defect fixes; writing Software Test Reports at completion of test event; and preparing test schedules (effort and duration estimates).
