Beginning in April 2006, Mr. Mullin started the development and management services company, MullinDM. Real Estate consulting services provided the client base included; Program Management, Mapping and Entitlements, Condo Conversion Management, Construction Management.

Floit Homes, San Diego, CA. March 2004 – February 2006 Development Director

Floit Properties owns 33 apartment buildings and two hotels in the Southern California. Floit Homes, Inc. was formed in 2004 to convert 18 buildings in the rental portfolio into for-sale condominiums, to result in a total retail value of over $100M. Mr. Mullin was responsible for the majority of operations for the venture. Under Mr. Mullin’s direction, the schedule for discretionary approvals was reduced by half. Mr. Mullin designed the portfolio’s existing conditions program and created the Floit Homes, Inc. entity with general contractor RMO licensing. He designed and implemented the existing tenant notification and disposition program, portions of which were adopted by the City of San Diego. Mr. Mullin created the company’s bidding and contracting program and directed the contractor, consultant, and sales teams. Mr. Mullin created the business plans, processes and infrastructure required for efficient, cost effective and profitable business operations. The Woodson Group, LLC, San Diego, CA. March 2002 – March 2004 Development Associate

The Woodson Group owned and operated the Mt. Woodson Golf Club and develops single-family residential homes. The four-year-old company was financed by its two partners and developed 73 homes and a Golf Resort. The company’s asset base was $41M, secured by various financial instruments and securities. As the Development Associate, Mr. Mullin directly reported to the firm’s partners and had broad-based company responsibilities typical of a start- up real estate business venture. Such responsibilities included funding obtainment, investor relations, project entitlements, asset management, real estate development, IT and office operations.

Willmark Development, San Diego, CA. December 1999 – March 2002 Project Manager

Willmark Development is a residential apartment developer that owns and operates eleven apartment communities with a cumulative inventory of over 2,000 units. During Mr. Mullin’s tenure, the company had three projects under development, which were to add 1,355 apartments to their existing portfolio. Mr. Mullin managed the entitlements, consultant teams, performed financial forecasting, and prepared funding initiatives for the company’s expansion program.

DDR/Oliver McMillan, LLC, San Diego, CA. January 1999 – October 1999 Assistant Development Director

Mr. Mullin assisted in the facilitation of three portfolio projects for the Real Estate Investment Trust of DDR/OM. These three projects, with an aggregate value of $98M, were mixed-use retail developments initiated by private/public partnerships with various City Redevelopment Agencies. The development projects were performed under Disposition and Development Agreements (DDA) and required a 12.5% return on investment. Mr. Mullin performed design, pre- construction and construction oversight together with project financial and feasibility analysis. He also coordinated tenant lease agreements for developer shell construction, maintained project schedules and monitored DDA scope of developer performance.

• Gaslamp Entertainment Project – San Diego, CA. . The Gaslamp project included development of three

adjacent street corners in the downtown of San Diego. The project consisted 100,000sf retail, entertainment, restaurant and residential spaces. The design and pre- construction scopes included coordination of City, developer, and tenant scopes of work.

• Vista Village – Vista, CA. .

The Vista Village project was an urban development encompassing 30 acres in downtown Vista. The project featured a multi-screen theater complex, restaurants, and retail tenant spaces. The project was designed around a landscaped creek that flows through the center of the Village. The project was not able to attract appropriate tenants and was only completed by DDR/OM through entitlement, site design and pre-construction scopes.

• Oceanplace – Oceanside, CA. .

Oceanplace consisted of the design and construction of a two- phase redevelopment project located on a city block in Oceanside, CA. Phase One included a 16-plex, 60,000 sf, Edwards Theater surrounded by restaurants, cafes and retail tenant spaces. Phase One was complete in November 1999. KEITH A. MULLIN

Gafcon, Inc., San Diego, CA. November 1997 – January 1999 Project Manager

Mr. Mullin, as Project Manager, performed construction management and owner representation consulting services for four real estate development projects.

• La Jolla Coast – 464 Prospect Street. .

Services included the pre-construction management for the development of 47 luxury condominiums in the historical Scripps Hospital Building. The program included adaptive building re-use, historical preservation, seismic retrofit and feasibility of new unit construction above an existing subterranean parking structure.

• Del Mar Fairgrounds – Surf and Turf Project. .

The 22nd District Agricultural Association hired Gafcon as a consultant to select a master developer for their 14-acre mixed use Surf and Turf Development Project. Consulting services included project feasibility studies, production of the RFQ and RFP, together with project coordination with various State Agencies. The project did not proceed resultant of public opposition to development in close proximity to the San Dieguito River basin and related wetlands.

• Prospect Square, La Jolla, CA.

Services included the entitling a 36,000 SF tenant improvement remodel of a mixed-use commercial building. The entitlement process included City negotiation and production of agency submittals for permitting and for the La Jolla PDO discretionary approval process.

• Lawrence Family Jewish Community Center, San Diego, CA. . The JCC project consisted of the design and construction of a three- phase, $14 million community center. Construction included a preschool, theater, various administrative and multi-use spaces together with re-model of the existing facility. Services performed included; project bidding and analysis and limited construction management. Construction began in August 1998.

Heery International, Inc., San Bernardino, CA. January 1994 – November 1997 Project Engineer

Mr. Mullin performed project management services on multiple projects in the public and private sectors. Management services included all project phases including; land assembly, programming, design, entitlements, construction and occupancy.

• State of California, O.P.D.M., San Bernardino, CA. . This project included the construction of a $60 million State Consolidated Office / Caltrans District 8 Headquarters, Parking Structure and related Street Improvements. Mullin was on the on-site management team from ground breaking to move-in and directed the project’s design and construction, which included two general contractors. During the construction of the building’s core and shell, 348,000 SF of tenant improvements were designed then constructed, as each floor of the structure was complete. The project was completed in November 1997 and currently houses 50 State Agencies.

• Georgia-Pacific Corporation, Riverside, CA.

Consulting services were preformed for site development of a 41.2-acre lumber laydown yard and re-loading facility. The project included 330,000 cubic yards of soil export.

• Springfield School District, Springfield, OR.

This project was to provide program management services for a $37.7 million bond program for the Springfield School District.

The capital improvements of the program included the construction of two prototypical elementary schools, one middle school, and the renovation of two high schools. Services preformed entailed the deployment of: facility programming, land acquisition, design, value engineering, program budgeting and scheduling.
