In today’s environment, there are a number of systems (aka: trigger systems) generating a variety of types of communications to Cardmembers. These trigger systems do not have visibility to each other and at times may duplicate, contradict, or otherwise initiate messages to customers that may conflict with compliance and/ or known customer preferences. The objective of the Instant Customer Notification (ICN) 2.0 Arbitration project is to deliver an arbitration engine that will provide governance capability to determine whether, based on business defined rules, a communication initiated by trigger systems should be sent to the Cardmember. The engine will also decide if the best channel is being leveraged to reach the customer based on Cardmember and AMEX preferences. The arbitration engine will enable AMEX to adhere to customer contact policies and guidelines, and give AMEX the flexibility to initiate real-time dunning communications via CAS, in addition to the BAU dunning process through WCC. Currently this dunning capability exists in CAS but is not active, as CAS has no access to governance or customer preferences.
The Arbitration Control Engine (ACE) will be established as a new capability that will handle communication through all channels (email, letter, SMS, and push notifications).
The ACE component will:
• Be a nimble and centralized component with a sustainable infrastructure that has logic to manage complex business rules and various communication types
• Be re-usable with other enterprise components being developed around servicing messages to card members.
• Enhance existing or create a new database to log all Cardmember communication history which will be updated in real-time
• Take action based on previous communication history, and actions by the Cardmember
• Allow for the ability to back-feed the final decision (send vs. reject) to the triggering system
• Be designed to reflect the AXP focus on digital communications
• Accommodate real-time, JIT and batch communication modes with high volume and high availability requirements
• Be built to enable gradual adoption by different Business Units/Markets

This project was a multiyear effort focused on Re-engineering the interface between GRMS and CAS. The size of the GRMS to CAS data feed interface had increased substantially over the years and had become a critical factor for strategy implementation. The re-engineered interface will accelerate the processing of information between the two platforms, creating a flexible environment that allows us to quickly add new elements and make them available for strategy or model implementation. By eliminating redundant/unused data and restructuring, the amount of data being transferred has decreased 37.5% The amount of data being stored decreased 35% and the amount of data being processed decreased by 10%. Additionally, the re-engineering interface is a great step forward in both GRMS and CAS simplification.
