CAREER SUMMARY I am a seasoned Information Technology Professional with 25+ years in some aspect of IT and IT management. I have had more than 15+ years directly as an IT manager. I have worked in Software, Military, Higher Education, Telecommunications, Government Contract, Research, Medical, and the Semi-Conductor industries, as well as having been a consultant to a variety of others. My career demonstrates a strong technical aptitude and a willingness to take on projects that required extensive learning beyond my existing skill set. I have designed and built Ethernet and Wireless networks from concept to inception, and have both configured and administered them as well as had backup responsibilities for them. I have had a variety of roles with varying degrees of Project Management responsibility from Project Planning to Project Completion. I have been responsible for all aspects of Quality Assurance from developing Test Cases, Use Cases, Test Plans, and Test Procedures. I have had direct reporting responsibility as high as the CEO level and regular reporting responsibility to both Director and VP levels. I have been a programmer up through the .NET suite, have built computers from “ground up”, have performed desktop support, and customer support (both internal and external) both onsite and remotely. I have been involved in database administration from design to implementation as well as programming for use with those databases. I have been in numerous environments that required 24x7 operation and support, and I understand the commitment required for such operations. I have been responsible for all aspects of employee management from hiring to termination and everything in between to include training and formal evaluation, as well as remote management and off-shore interaction.
EXPERIENCE
03/05 to Present Environment Support Manager (Was: Tech Support Manager) for Atlas Development Corporation in Calabasas, California. This position is responsible directly to the Chief Operations Officer, and I have been tasked with managing multiple simultaneous projects with limited resources and aggressive delivery schedules. Instituting formal processes, building the department staff, working with Human Resources to develop career paths for the staff, and technical troubleshooting are all regular parts of this job. I have the direct responsibility to feed bug reports in Test Case format back into Development and Quality Assurance. This position has had the broadest range of responsibility and authority of almost any position I have ever held. I have also had the opportunity to develop stronger skills in working with ASP, HTML, XML, and ODBC on SQL Server, as well as acquiring new skills with Caché (a MUMPS based database). This position has also afforded me the opportunity to expand my knowledge and skills with Client-Server applications and real-time customer support.
11/04 to 03/05 Worked as an independent consultant performing routine desktop support, network support and administration, and general trouble shooting on a variety of hardware and software platforms. Self-study with Visual Studio .NET C#, and expanding my current programming skill set. Installation of WiFi networks for home and small office use.
05/00 to 11/04 Started as a consultant working as a WLAN Test Engineer and ultimately became an employee as the Quality Assurance/Quality Control Lab Manager. I managed the department and process through multiple company changes from Intersil Americas Inc. to GlobespanVirata Inc. to finally Conexant Inc. My department maintained local responsibility for all network and telecom infrastructure as well as server maintenance and regular backups. My base function was managing QA/QC personnel as well as WHQL personnel, testing Wireless LAN (WLAN) hardware for compliance with the IEEE 802.11 standard, documenting existing testing procedures, writing proposed new test procedures and test plans, documenting the entire QA process, and making recommendations for improving the QA and testing process in general. I have had to make regular inputs into the budgeting process for a Quality Engineering Budget in excess of $2M. Finally, I have also been involved in actually running the WHQL HCT 11.2 test suite against our various wireless platforms and have a reasonable understanding of that process as well. This position also required a heavy involvement in project planning and project management to include scheduling and allocating resources as well as the acquisition of necessary resources that were not currently available. We developed automation tools using .NET for internal testing, and also incorporated the use of Rational Robot.
05/99 to 08/2000 Technical Security Consultant/Test Lab Manager to Southwest Research Institute, Inc. through Marketwise Consulting on the Theater Medical Information Program (TMIP). Evaluating security needs and requirements in a government contract application, and providing a level of Quality Assurance validation to exceed government standards. Writing required security documentation. Assisting in the configuration of various data communications hardware and Windows NT 4.0. Researching, reviewing and revising numerous government security documents. NT networking and hardware configuration on a variety of equipment, and managing our test lab environment. Writing test cases and scenarios, running numerous test case iterations, and documenting test results. I gained some additional exposure to the use of SQL and PL/SQL on an NT platform with Oracle 8i, and I was tasked with regularly backing up (and occasionally restoring from backup) and administering three NT servers in the test lab. In this role, I was able to assist SwRi in obtaining and maintaining a portion of this contract worth in excess of $80MM.
10/97 to 06/99 Director of MIS/Network and Auditing Manager, American TeleSource International, Inc., San Antonio, TX. Responsible for designing & maintaining a billing system for international call traffic on several Intellicall Switches in Mexico (specifically), as well as throughout Central & South America. This application was written in part with Visual Studio (prior to .NET) and Paradox. Part of my billing responsibilities included the auditing of bills that we received from Avantel (MCI Mexico) to verify their accuracy. I then converted all of our Paradox billing reports from printed and database formats to HTML code for use on our Web server to provide real-time management reports of financially significant data. I also assumed the responsibility for billing of 1+ and 10XXX traffic as well. Additionally, I was tasked with maintaining the majority of our Novell & Windows network, and any new server installations and administration including security. Studying for CNE 4.11 & MCSE 4.0 with ForeFront Technology’s software and Productivity Point training classes for MCSE. Finally, I was also tasked with the daily & Y2K managerial responsibilities, and gained limited exposure to SQL, PL/SQL, and Oracle on a Sun Solaris platform. In this position I was responsible for billing in excess of $11MM a month at its peak.
07/94 to 10/97 Network & Auditing Manager/Programmer. Operator Service Company-Lubbock, TX. This position required extensive project management and Quality Assurance skills. I researched, obtained bids for, designed, and helped in implementing a new 10-Base-T Cat-5 network, and provided final approval of its implementation. This network contained more than 240 10mbs workstations and more than 60 100mbs workstations. Additionally, it contained a WAN connection to our Dallas, TX office via Cisco’s Lan-2-Lan software/hardware and an Astrocom CSU/DSU. We were able to utilize this older “bridging” solution, by connecting the Lan-2-Lan PC directly to a port on our “network aware” router. This significantly reduced the volume of traffic flowing between our two offices, and it saved an additional expense of about $60,000. Training some personnel in the use of numerous pieces of software, and providing upper management with various quality control types of reports. Building and configuring a variety of network servers. Security analysis and implementation for both our Novell & Windows networks. Programming our PBX and other "Telephony" equipment. Evaluating and recommending purchases of both hardware and software both internally and externally. I designed, developed, and QA’d a Client Server Application that allowed OSC to obtain a contract worth an initial $6MM with U.S. Electronics Incorporated. Performed billing functions for “Dialaround” customers and some One-Plus customers that were direct billed by OSC.
01/92 to 07/94 Applications Developer III. Eastern New Mexico University-Portales. Aided in the purchase decision of a commercial package designed to integrate every information database on campus. Worked closely with the software manufacturer to insure our data integrity and that specific needs were being met with the new software package. Additionally, I wrote numerous conversion programs using AS/400 COBOL, RMCOBOL and PARADOX to convert our existing data into a more acceptable format for the new AS/400 system that was purchased. Provided project management and Quality Assurance guidance on the entire rollout of the project.
Developed a "stand alone" inventory/fixed asset management system. This complex system involved almost 300 PARADOX scripts. It was designed to be a custom program created specifically to meet the needs of the Inventory Department of ENMU.
Debugged existing and wrote new RMCOBOL programs for a university wide Management Information System. This system was being run on a PC Network through DOS LAN Requester (DLR) over an OS/2 server. This project was running two years behind schedule when I was hired. After an extensive evaluation process, we switched to using PARADOX 3.5's PAL language. In this process, we were able to regenerate the entire system in about a month's time, and saved the university in excess of $250,000.
09/86 to 01/92 Inventory Management Specialist. United States Air Force. Selected to establish a Small Computer Section for the base Supply Squadron. Continuously called out to analyze and recommend changes for existing systems in the Supply Squadron. Additionally, I wrote numerous programs to aid various sections with minor problems they were having in managing their data.
Assistant Non-Commissioned Officer in charge of Supply Readiness. Responsible for maintaining databases on almost 300 personnel. Developed numerous programs in dBase III+ to achieve maximum benefit from our database information. Reorganized our entire system for ease of use by our office staff. Determined training needed and scheduled personnel for such training.
Developed an efficient database system for tracking weapons inventory and deployments, while continuing to pursue my college education on a full-time basis. Worked closely with HQUSAF in debugging and implementing a USAF-wide program to track "mobility" equipment and providing extensive Quality Assurance testing and guidance.
Worked as a part-time manager for Pizza Hut where I was responsible for at least 30 part-time and 15 full-time employees, as well as various store assets.
06/78 to 09/86 Worked in various positions for a number of companies, both part-time and full-time, to support self and family while attending high school and college. Responsibilities included the following:
