I have more than 15 years in design and management experienced in the petrochemical, petroleum industry and operating refineries including the manufacturing sectors in electrical and automation production. I held overall responsibilities for execution and deliveries of projects in for electrical and instrumentations for process control application, field acceptance testing, procurement and field construction with client participations.

Representatives Assignment Included:

Electrical/Automation Project Consultant- Chevron Bakersfield, CA. RUP/ASPT project at Lost Hills and Coalinga, CA. 2014 to 2016. Project Engineer for the Refinery Upgrade Project (RUP) and Automation and System Power Team (ASPT). Provide leadership and project support for electrical and automation systems as part of process plant investments and/or electrical system modifications. This task include upgrade of PLC to the AB ControlLogix platform and associated OIT interface terminals with Archestra and new HMI programming. Responsibilities also included but not limited to facilitated HAZOPS/PHA meetings, job walk with vendors, check out and commissioning of instrument and power systems, participation in FAT, reviews of electrical, P&ID drawings and PLC I/O wiring diagrams and testing and monitoring on SCADA. Served as a resource to other disciplines in all phases of the capital project effort in schedules and/budget. Development of control narratives, power studies and SOP for controls and maintenance documentations.

Lead Control System Engineer- Jacobs EG- Phillips 66 LAR Carson and Wilmington, CA. 2012 to 2014. Projects represent several modifications and upgrade projects at both refinery location for control system automation, installations of various field and control room instrumentation. Lead the check-out activities for field acceptance (FAT) test of emergency shutdown control panel, checking all interconnecting wiring diagrams for DCS or PLC I/O assignments.

Managing the daily work activities of Instrument Engineers and Designers for accurate and quality adherence to P66 standards for developing control narratives, loops diagrams and instrument data sheets. Interface with P66 Project and Instrument Engineers for coordination meeting concerning project status and resolve any concerns that might affect the project delivery and budget.

Instrument and Control Consultant- WorleyParsons, SAMREF Projects Monrovia, CA. 2011to 2012. Responsible for the development of control logic and control narratives for Shell/Aramco Clean Fuel projects located in Yanbu, KSA. This included review and modification of P&ID, technical reviews of vendor’s drawings, Panel designing and development of control logics and narratives, input/output assignment of the Triconex TMR PLC to the plant DCS system.

Control System Engineer – AT Engineers, Chevron, Bakersfield, CA. 2009 to 2011. Responsible for the design of new control system of various Gas field monitoring system pumping station via modem to the central control room. Construction, testing and commissioning of control loops at Chevron Gas and Oil field facilities in San Joaquin Valley, California. This included PLC sizing, input and output wiring configuration, P&ID revision and checking, Updating of Control Block, Development of Cause and Effect Matrix and Control Philosophy document for each new control system.

Instrument & Electrical Engineer United Refining Company, Warren, PA. 2005 to 2009. Responsible for managing the electrical and control system upgrades for Ultra Low (ULSD) Sulfur process and the Seneca site Pumping Station and Metering project including development of technical specifications, scope of work (SOW) and request for proposal (RFP) documents. Evaluate, select and apply standard engineering techniques and methods to specify and requisitions electrical or instrumentations and control system equipments making sure that control philosophies and procedures are safe, accurate and environmentally sound in operations. Developed electrical engineering design, review vendor submittal drawings and provide technical support skills and /or consultations to various engineering and field personnel including on-site troubleshooting if necessary. Conduct periodic inspection of work in progress inspects materials, workmanship for electrical and process instrumentation installation for conformance to plans, advising construction supervisors and contractors on project design basis and project specification.

Lead Electrical Engineer - Online Power Commerce, CA. 2004 to 2005. Responsible for electrical controls and selection of PLC platform, programming and equipment integration of a computer system, support electronics and high voltage equipment into a final product for power monitoring, standby power and power conditioning equipment’s for various applications. Developed and administered engineering concept, preliminary and final design review, analysis of testing requirements and implementing methods that would detect defects introduced during productions. Performs job start-up, checkout, and troubleshooting for systems and service installed job. Evaluate labor resources, implementation and enforcing ISO 90001 engineering procedures.

Lead Project Instrument & Electrical Engineer 1- Aramco Rabigh, KSA. 2000 to 2004. Responsible for the full execution and implementation of projects such as Pressure Swing (PSA) Adsorption process unit, Terminal Truck Loading facility and Ship Berthing system with the design goal of protecting the plant's interest with respect to engineering, procurement, contract coordination and construction through completion and start up. Other task and responsibilities included examination and approval of engineering drawings and design computations from FEED contractors to ensure compliance to Aramco Engineering standards, awarding bids, ordering equipments and materials, expediting and tracking shipments including the preparations of punched list and work scope, drawings, bill of materials and preliminary pricing information. Proactively managing the calibration and checking of loop diagrams, wire interconnection drawings from field junction box to control room marshalling panel. Conducting vendor assessment and working with contractors to define technical requirements, quality targets and on time delivery.

Lead Project Control System Engineer- Triconex Corporation Irvine, CA. 1994 to 2000. Control System Engineer, serve as functional authority in the management and delivery of Triple Modular Redundancy Hardware (TMR) and Emergency Shutdown System (ESD) software and hardware engineering project for Aramco, Petrokemya, British Petroleum, Arco and Sonatrach Algeria including active participation during hardware factory acceptance test (FAT) and software (SAT) acceptance testing. Oversee and review development PLC programming, technical specifications, project proposal, contract and scope of work (SOW) documents. Develop electrical engineering controls circuit design and power interconnecting wiring diagrams for AC and DC applications. Routinely perform evaluation of integrated system operation for each project. Motivate and manage team members.

Supervising Engineer- SAPL Parsons LTD Al-Khobar, Saudi Arabia. 1992 to 1994. Responsible for the instrumentation and electrical construction of Abqaiq Gas Modernization project from pneumatic to electronic control conversion, including preliminary review and approval of front end engineering (FEED) design, functional review of control strategies and power requirements, qualification testing to detail engineering design and construction. Develop instrument specification index, cause and effect matrix and bill of (BOM) materials index. Initiate the development and review of project specifications, scope of work (SOW) project requirements, project deliverables, contract documents, quality targets, budget and project schedules and risk identification/mitigation and resolutions planning.

Job Leader Instrument & Electrical Engineer- Brown & Root Braun Alhambra, CA. 1986 to 1992. Managing the overall design development of electrical power distribution for major electrical equipment, lighting and fire and gas protection system design for Arco GHX-2 project. Responsible for the process control instrumentation for drill sites and gas injection field instruments to interface with PLC and DCS for British Petroleum, ARCO Prudhoe Bay drilling operations and Alyeska Pipeline Service Company.
