EMPLOYMENT HISTORY

Senior Software Engineer – Halfaker & Associates, Apopka, FL July 2016 – Present

Develop and maintain Oracle APEX v5 applications for the MC&FP community of the DOD. Application development includes new APEX Form and PL/SQL package development. Maintain SSIS ETL project that migrates Case Management System data.

Solution Manager – Deloitte, Lake Mary, FL November 2012 – July 2016

Developed Oracle APEX 4.2.1 web application for the Department of Defense, Office of Special Needs (OSN). This application allowed OSN to enter and view utilization metrics on their Exceptional Family Member Program. Oracle Applications Developer and Forms team lead for the Health and Human Services Oracle 11i to R12 upgrade. Responsibilities included the retrofit of Oracle Forms and PL/SQL package CEMLI objects per Panaya task assignment and the preparation of unit tests and migration documentation. Over the course of three project plan releases, the Forms team delivered on the R12 retrofit of over 300 CEMLI objects. Developed code review quality control checklist for use across HHS delivery teams. Use of the check list in code reviews helped the overall team ensure that all needed code catches were being made and comments documented correctly. Conducted group code review sessions for the Forms delivery team to facilitate learning by the team as a whole and adoption of R12 coding standards. Code review ensured delivery of quality code to our client. Developed process to compile all custom forms for each new build. Deployed this process to R12 Dev and Test environments where all custom forms were compiled for HHS team members to access in the application. The process was used in new ITC builds and mitigated the risk of our client encountering issues with Forms access during testing. On a previous project with FinCen, performed as a WebLogic Administrator and the Performance Engineer for FinCEN Query.

Senior Software Engineer – Harris Corp, Chantilly, VA November 2011 – November 2012

Provided production support for Federal Agency search engine application. Responsibilities included review of overnight PL/SQL ETL data staging processes of various third party data sources as well as monitoring of the actual SQL ingest of millions of records into search engine index. Responded to any failures in this process, modifying SQL ingest queries or updating PL/SQL packages as well as maintaining parameters used in ingest of data. Wrote Oracle Endeca export routines for the export and analysis of millions of indexed records. Developed Oracle APEX application for use in the tracking of project staff engineering skills, certifications and achievements for use in decision support use by senior project management.

Senior Engineer – Camber Inc., Springfield, VA June 2006 – November 2011

Performed as SOA developer, developing and deploying JSR 286 portlet Bar and Pie charts developed in Oracle JDeveloper and deployed to Oracle WebLogic for consumption in Oracle WebCenter. Developed Web Services for use in all project portlets using JDeveloper composite editor. Performed as Oracle Application Express developer for the Army's Smartchart modernization program. The application is used to create presentations to Congress on all Army R&D programs. Developed numerous other applications in Oracle APEX. Performed as team lead in development of the Army Resource Management application. The Resource Management application performs budget allocation for projects and tasks related to development of combat systems under the Assistant Secretary of the Army. Performed needed technical functions for RM such as Data Conversion and Report, also developed PL/SQL packages for backend resident business logic functionality. Developed Oracle Portal reports and PL/SQL packages. Performance tuned core Oracle APEX application view engine, achieving a performance enhancement of all application tasks from 10 to 12 seconds down to 1 second or less.

Senior Applications Developer – Unisys, Reston VA August 2004 – June 2006

Extended and customized the functionality of Oracle E-Business Suite 11i CRM TeleService module to meet TSA Customer needs. Developed and maintained custom Oracle 6i Forms, Oracle Discoverer work books and JAVA classes. Performed Oracle Forms 6i modifications to custom versions of the Matters and CRC Agent responsibility forms. Performed modifications to JSP files used in the TSA public web site. Developed custom reports in Oracle Reports 9i for user management of TSA applications. These reports detail user access by TSA application. Developed new Oracle Forms for Level 2 help desk management of EGOV user management roles. Assigned as lead developer, leading staff of 4, in data migration of TSA incident data from 11.5.8 to 11.5.10. Developed 30 PL/SQL migration scripts which passed service request record types populated in CURSOR FOR loops to a version of the Oracle update service request API that we customized.

Consultant – SAIC, Vienna VA April 2003 – June 2004

Consultant to SAIC on the FBI’s case file modernization program to develop the Virtual Case File system or VCF. Developed and maintained PL/SQL package functions and procedures to be accessed via jpub files by the Java front end. Responsible for deployment to UNIX environment and system administration of Cimage COTS product for record management.

Consultant – U.S. Department of State, Washington, D.C. January 2000 – March 2003

Developed and deployed in November of 2001, the U.S. Department of State’s new Oracle application for registration of foreign diplomatic community vehicles. Developed the the Mission Vehicle and Personal Vehicle registration subsystems.

Consultant – MCI, Vienna, VA May 1999 – December 1999

Developed the Access Cost Management System (ACMRS) utilizing Oracle Designer. Created the ERD and participated in development of the FHD. Generated the database schema and Oracle Forms v5.0 front end.

Consultant – DYNCORP, Austin, TX October 1998 – April 1999

Prepared Erwin entity relationship models for import of Texas Department of Health records into Oracle v8. Records imported into the relational data model via Sql*Loader scripts were then written to ASCII file in comma delimited format for import into Microsoft Access. Developed database triggers, procedures and PL/SQL scripts for the BPL, IPL and CVD MDEIS program modules.

Consultant – MITRE, Mclean, VA February 1996 – February 1999

Participated in an Oracle Financials upgrade effort from version 9.4 to version 10.7. Developed new custom check, purchase requisition and purchase order printing systems in Oracle Reports 2.5.
