March 2011 to March 2017 (6 year contract position through Chipton-Ross Staffing) Project Management Engineer for Affordability Initiatives Projects. Northrop Grumman Corporation, Redondo Beach, CA

- Responsible for Affordability tasks, working hand-in-hand with the Product Support / Logistics / Sustainment IPTs (Integrated Product Teams) to develop and implement Affordability Initiatives for streamlining existing processes to drive down program costs and help meet cost targets.

- Conducted numerous Workouts (Process Improvement / Brainstorming offsite type sessions), each lasting 2-3 half-day AM/PM sessions (in conference room away from work areas) with selected team members to review existing operational processes by drawing process input/output charts on wall paper sheets, identifying value-adding and non-value adding tasks and suggesting areas of improvement as a team. The end goal was to identify Affordability Initiatives, ranking and finalizing selection of initiatives based on ease of implementation, impact, and benefits, and developing 4-in-1 (Quad) charts showing a brief description of each initiative, its implementation plan with ECD (Estimated Completion Dates), assigned team member(s), and schedule with milestones for completion of tasks.

- Over the six-year period, worked hand-in-hand with several sustainment/logistics teams to implement a number of Affordability Initiatives, resulting in a costs savings/avoidance in excess of $40M.

Duties included Project Management tasks for Modernization and Performance Enhancement and Productivity Improvement (PE/PI) projects. Managed budgets with EVMS and schedules with Microsoft Project Management 2000 tools. Provided technical management, scheduling, cost, technical staff and coordination to Support Equipment team. Worked closely with Project Managers to meet quality, schedule and cost goals. Prepared monthly performance and cost schedule variance reports.

• Member of the IPT (Integrated Product Team) for Factory Mechanization, charged with designing and implementing automated drilling, countersinking and fastener installation for aerospace structures, to substantially reduce manufacturing labor costs and improve production cycle times and product quality.

• Conducted Return-On-Investment analysis for the Factory Automation projects to justify capital assets investments.

• Responsible for capital asset planning and project justification documentations in support of the Annual Operating Plans.

• Responsible for implementing lean practices and conducting value stream analysis of the key processes. Conducted a number of benchmarking studies to achieve world-class performance.

• Prepared cost models at the Division level for the various active programs by the major cost drivers, i.e. direct factory labor including manufacturing support labor, engineering labor, direct material, indirect labor, burden expenses, and suppliers cost. September 1972 to May 1991:
