Involved in the recruitment and initial screening of new Administrative Officers for United States Attorney’s Offices. Organized and moderated an annual Administrative Officers’ conference in Columbia, S.C., bringing together government personnel to discuss administrative topics of interest. Performed public speaking and educational sessions on a variety of operations issues.

Accomplishments

United States Attorney, Center District of California: For 6-months served as Director of Administration for the United States Attorney’s Office in New Mexico and as Acting Executive Officer in the Central District of California (CAC). CAC was one of the largest United States Attorney’s Office nationwide, and I was instrumental in uncovering mismanagement of funds due to poor internal controls. During a time of immense transition, I provided significant assistance to the US Attorney, the Executive Office, and the Office of the Inspector General by writing administrative SOPs. These procedures articulated to management “why” change was needed, “how” they got where they were, “what” had to change and “why” this would involve the entire organization. These SOPs were subsequently used as templates for the Department of Justice United States Attorney’s Offices. I received a monetary award and the 2001 Director's Award for Management. From 1995 to 2002, I served as Director of Operations for the United States Attorney’s Office in New Mexico.

Department of Justice, Justice Management Division, Finance Department: With the passage of the Chief Financial Officers (CFO) Act, each agency was required to develop a Financial Management 5-Year Plan, which implemented the Office of Management and Budget’s (OMB) Financial Management 5-Year Development Plan. The Financial Management 5-Year Plan is a comprehensive document, which addressed all aspects of an agency’s finance, personnel, information systems, and internal controls. With minimal guidance, I gathered a multitude of information, using both written material and personal interviews, necessary to assemble the document. I was in constant contact with OMB to assure the plan was prepared consistent to their intent. I coordinated with other components so that the plan would fairly represent all internal interests. I was awarded a Special Achievement Award for my work on the 5-Year Plan. In addition, as Supervisory Financial Management Systems Analyst, I supervised a team of information systems analysts and accountants working on the development, implementation, documentation and training of the Distributed Budget, Obligation and Accounts Payable Modules. I also served as lead analyst for the electronic billing process for the Public Access to Court Electronic Records.

United States Peace Corps: From 1985 to 1990, I served as Associate Director for Administration for US Peace Corps in Botswana, Guinea-Bissau and Cape Verde, Africa. I developed and implemented an employee manual outlining proper business practices and administrative office policies and procedures. The policies were used as templates for other US Peace Corps Africa Administrative Divisions.
