UNITED STATES CAPITOL POLICE, Washington, D.C. 1989 – November 2016 MANAGER/LIEUTENANT/WATCH COMMANDER– Command Center, MAB 2008-2016 Direct department-wide information and emergency response activities in a coordinated effort impacting the U.S. Capitol community and other stakeholders including the U.S. Congress, U.S. Supreme Court, Library of Congress, U.S. Secret Service, District of Columbia, U.S. Military components, Department of Transportation, and other federal, state, and local entities. Serve as decision-maker and authority to evacuate the Legislative Branch of the U.S. Government in threat situations. Monitor incoming communications, human and non-human intelligence, and technology driven information, determining the nature of the threat or situation and directing departmental resources necessary to mitigate and resolve said

emergencies. Manage and direct a diverse staff 15 supervisors and technically trained officers in the performance of their duties to ensure productivity standards and quality of products produced exceed management’s level of expectations. Counsel staff regarding professional development opportunities as well as identify department employee resources that may assist an employee with any personal and/or professional issues. Recognize outstanding performances of employees and implement motivational methods to encourage ownership of the organizational mission. Conduct evaluations of personnel performance through observation, identifying areas for improvement and avenues by which individuals may develop their skill sets. Work with personnel to resolve issues impacting their overall work performance including improvement plans and modifications when appropriate. Recommend personnel and disciplinary actions when necessary providing justifications and supporting documentation. Conduct verbal briefing to the U.S. Capitol Police Chief, Assistant Chief, House and Senate Sergeants at Arms, Members of Congress, staffers, and all Divisions throughout the U.S. Capitol Police. Interface with external agencies to include, but not limited to, U.S. Secret Service, Federal Bureau of Investigations, Metropolitan Police Department, U.S. Park Police, D.C. Fire and Rescue, Metropolitan Transit Authority, U.S. State Department, U.S. Military, state and local law enforcement agencies which may include joint operations and training, information exchange/notifications, and emergency planning and execution.

FIELD TRAINING OFFICER/INSTRUCTOR – Capitol Division Conducted on-the-job training for new recruits on a 2 week rotating basis as supplement to their formal academic education under the Field Training Program. Conducted student testing in 20 qualifying areas of knowledge including general orders, standard operating procedures, and daily operations of the U.S. Capitol and assigned division. Observed, tested, and evaluated each trainee for 8 hours a day. Identified and evaluated recruit’s strength and weakness notifying command if additional training was required.

Served as Oral Board panel member for development of the Field Training Officers Program.

Assisted in developing and revising lesson plans, objectives and duties unique to the Capitol for the FTO Program.

POLICE OFFICER – Capitol Division 1989-1998

Assigned to ranking member of the U.S. Senate providing personal protection and physical security while on the U.S. Capitol premises as well as throughout the continental United States. Reviewed their daily itinerary and notified the detail office for any special arrangements based on scheduled events. Received, inspected and authorized any incoming packages and letter deliveries, alerting commanders to any suspicious items which may have posed a threat. Conducted building patrols throughout the U.S. Capitol building including Senate Offices, Chambers, and public areas securing the premises upon public closing hours. Identified and reported any suspicious and/or unusual behavior to command and followed all Standard Operating Procedures for approach. Conducted search, seizures, and arrest of suspects preparing all legally required documentation and reporting. Escorted guests, couriers and any VIP arrivals to appropriate areas ensuring their personal safety and protection as well as restricted access to sensitive areas.

Member of the Review Board for new hires conducting group interviews and panel discussions on potential applicants.

Authored a memo which alerted commanders to potentially unsecured areas of the Capitol building and drafted a Plan of Action for analysis of this situation.
